Abstract

This article describes the issues of organizing training based on a dual education format in the training of specialists in higher education institutions. Today, special attention is paid to the quality of training specialists in the higher education system, and to strengthen students' theoretical knowledge, it is appropriate to conduct practical training in enterprises or organizations based on a dual education format. This article presents the content of the unity of theory and practice in the form of dual education.

DUAL EDUCATION FORM – AS A UNIT OF THEORY AND PRACTICE

Annotation:

This article describes the issues of organizing training based on a dual education

format in the training of specialists in higher education institutions. Today, special attention is

paid to the quality of training specialists in the higher education system, and to strengthen

students' theoretical knowledge, it is appropriate to conduct practical training in enterprises or

organizations based on a dual education format. This article presents the content of the unity of

theory and practice in the form of dual education.
Article 17 of Chapter 2 of the Law of the Republic of Uzbekistan “On Education” entitled

“Education System, Types and Forms” includes the form of “Dual Education”: “Dual education

is aimed at obtaining the necessary knowledge, skills and qualifications by students, the

theoretical part of which is carried out on the basis of an educational organization, and the

practical part is carried out at the student’s workplace.”

The procedure for organizing dual education is determined by the Cabinet of Ministers of the

Republic of Uzbekistan.

The Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 14 dated January

16, 2025 "On measures to organize dual education in the higher education system" states:

-

Determination of higher education institutions where dual education will be introduced

by the Ministry of Higher Education, Science and Innovation and the Chamber of Commerce

and Industry of the Republic of Uzbekistan, in agreement with ministries and departments that

have higher education institutions in their systems;

-

- the duration of the theoretical and practical part of dual education is determined by the

higher education institution in agreement with partner enterprises and organizations;

-

Coordination of student participation in the theoretical part of the educational process by

the relevant professor at the higher education institution, and participation in the practical part

related to production by the practice leader (mentor) attached from the enterprise;

-

- issues of determining the procedure for organizing the "Professional Owner" dual

education system in higher education are presented.

In the traditional form of education, a student acquires more theoretical knowledge in a higher

education institution and spends very little time in enterprises and organizations for practical

work.

Therefore, the education system of developed countries was studied and a dual education form

was introduced into the education system of Uzbekistan, which provides the opportunity to

work in enterprises and organizations while studying on modern technologies and machines.

The word "dual" comes from Latin and means something that is related to two parts,

representing two things, consisting of two parts.

Dual education is a system that allows students to combine their education with work in an

organization that is relevant to their field.

In the "Technological Education" direction in higher education institutions, in the traditional

form of education, students acquire more theoretical knowledge at the educational institution

and spend relatively fewer hours in the practical part at enterprises and organizations.

When training technology teachers in higher pedagogical educational institutions, it would be

appropriate to organize training in production enterprises as a form of dual education, in which

students apply theoretical knowledge in practice.

Especially in manufacturing enterprises, most foreign partners are operating. Therefore, the

dual education form, which allows studying the education system of developed countries and

working in enterprises and organizations using modern technologies and machines at the same

time, is being introduced into the education system of Uzbekistan.

Dual education is a system that provides students with the opportunity to work and improve

their skills in an organization that is relevant to their field, while receiving education during

their studies.

In this case, students acquire theoretical knowledge at the institute four days a week, and on the

remaining three days, they acquire practical professional competencies in real work processes at

enterprises and organizations.

Dual education is a system that allows students to study at a higher education institution and

work in an organization that is relevant to their field of study, improving their skills. In the form

of dual education, students acquire theoretical knowledge at the institute for three days a week,

and practical skills in real work processes at enterprises and organizations for the remaining

three days. When a student studying in a dual education format is hired by enterprises and

organizations, the enterprise assigns a qualified mentor and pays the intern a monthly salary.

Today, this system plays a very important role in further developing the economy in developed

countries such as Germany, Austria, Switzerland, and South Korea. We plan to establish dual

education based on the German experience. The reason is that it is one of the countries that has

implemented this system most effectively. This country began implementing dual education in

its education system in the mid-1960 s.

Based on the German experience, students in many higher education institutions today study in

a dual education format.

While this system was introduced in Germany to train middle-level personnel, in Uzbekistan it

is used not only in the training of middle-level personnel, but also in the higher education

system.

In order to accelerate these efforts, attract more entrepreneurs to dual education, introduce a

system of incentives for them, and reduce poverty by providing unemployed women and youth

with jobs, the President's Decree "On Measures to Establish Mutually Beneficial Cooperation

with Business Entities in Poverty Reduction" was adopted.

The decree approved the proposal to implement the program "20 thousand entrepreneurs - 500

thousand qualified specialists".

This program provided for voluntary participation of business entities on the basis of a

"partnership agreement", and differentiated benefits and preferences were provided to

participating entrepreneurs. It was also planned that the Chamber of Commerce and Industry,

the Ministry of Poverty Reduction and Employment, and the Ministry of Higher Education,

Science and Innovation would pilot the "Professional Owner" dual education system in the

higher education system. It has been decided that starting from the 2024/2025 academic year,

the dual education system will be introduced for 3rd-4th year students at the Bukhara State

Pedagogical Institute.

One of the most important aspects of the regulatory legal act is that the Chamber of Commerce

and Industry will formulate the demand for additional labor from manufacturing enterprises and

communicate it to students.

Students will receive an electronic referral to the relevant company for the selected job

positions. In this case, for students who undergo the educational process directly at enterprises

on a referral basis, the enterprise calculates the salary and reimburses up to 2 million soums of

this salary each month from the State Employment Assistance Fund.

The advantage of this system is that, in addition to learning to work on the most modern

machines installed at the enterprise, 3rd-4th year students can also get to know the work team

closely. Graduates who demonstrate the knowledge they have gained through dual education

and have shown themselves well have a great advantage in being hired by the enterprise, and

once hired, they can easily enter the workforce.

A few years ago, the head of our state set the task for industry workers to export raw materials

grown in our country to the world market as finished products, to this end, transfer the industry

to a cluster system, and thereby provide employment to the population in the regions.

Currently, the number of enterprises operating in the sector in our country has exceeded 7,000.

This, of course, includes small businesses, medium-sized businesses and large enterprises. The

main goal is to train modern, qualified specialists in the form of dual education at the institute,

together with business entrepreneurs and advanced manufacturers, based on German experience.

Here, of course, the Chamber of Commerce and Industry acts as a coordinator.

According to the analysis of the work being done, preliminary conclusions show that this

system is of triple benefit to the institute, the enterprise, and the student, and serves to train

modern qualified specialists for enterprises in the industry.

Today, a number of works are being carried out at the Bukhara State Pedagogical Institute in

the direction of "Technological Education" based on the dual education form, in accordance

with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 14 dated

January 16, 2025 "On Measures to Organize Dual Education in the Higher Education System".

Students will gain professional competencies and employability skills, especially through

practical training in their disciplines. At the same time, as stated in the regulatory documents of

the "Technological Education" direction, the curriculum provides for the organization of 2-

week production practices at enterprises for the 1st year.

Currently, 1st-year students of the "Technological Education" major are undergoing internships

at the manufacturing enterprise "SRA TEX GROUP 2022" LLC. In this way, students acquire

competencies in the didactic system, labor operation, technological process, production system,

and operational complex system in technological education, and effectively organize the correct

planning of their professional and pedagogical activities. At the same time, they develop skills

and qualifications in applying the theoretical knowledge they have acquired in higher education

institutions in practice, and they are able to secure employment.

The goal of introducing a dual form of education in higher education institutions is to create

broad opportunities to train qualified personnel with modern professional skills in all sectors of

the economy and to support young people's interest in acquiring professions and specialties.

Young people in particular develop their professional skills in the real workplace while

receiving education.

As noted above, a number of works are being carried out in our country to develop the dual

education system in stages, and great importance is being attached to ensuring the continuity of

education.
