BSTRACT
This article develops scientific conclusions and recommendations for radical reforms in the field of public
procurement, the role of this system in the targeted and rational use of state budget funds, as well as more
effective organization of public procurement in our country.

NTRODUCTION
The state budget is the centralized money of the
state, which reflects the sources of income and
income from them, the amount and direction of
expenditure. As an integral part of state
expenditures, together with state purchases, it is
considered one of the main tools for the
implementation of the state's tasks and functions.
It is necessary for the state to perform the tasks
necessary for the performance of the tasks
assigned to it. Of course, attention is paid to public
procurement. Purchases of the budgets of the
state budget system are purchases of products,
works and services. In other words, state

is necessary to perform tasks in full
understanding of the nature of public
procurement. It is possible to support the
development of a service that can implement
these tasks and social changes in social security.
States can purchase market elements, distribute
inspection routes and increase efficiency. And
putting it under the control of public
procurement requires it and its direction, in
which it is necessary. In our republic, a large
amount of corrections is given to work for the
purpose of formation and improvement of the
state procurement system. In particular, the

external information systems.
Development of the central information portal
and ensuring its monitoring is carried out by the
Information and Computing Center of the
Ministry of Finance. Development of the central

carried out at the expense of the funds attracted
from international financial institutions and the
own funds of the Information and Computing
Center of the Ministry of Finance.
From April 1, 2021, information about the
founders of the state procurement executive will
be included in the register of contracts concluded
with state customers using the information
exchange between the Ministry of Finance and the
DSQ information systems.
The document approved the functional
requirements for maintaining the central
information portal of State procurement and the
rules for maintaining the national classification of
goods (works, services) used in the field of State
procurement.
In order to create an open and transparent
mechanism of public procurement, to improve it,
to ensure that trades are conducted in a
corruption-free manner, it is necessary to
continue the work and measures taken in the

republic, and to eliminate the existing problems
in a timely manner.
There are some problems and shortcomings
related to the implementation of purchases. For
example, if according to Article 44 of the "Law on
State Procurement" the contract was not
concluded due to the fact that the goods (work,
service) are not available in the electronic store at
the end of the procurement procedure, the state
customer has the right to make a direct purchase
by concluding a contract with an independently
selected supplier. Due to the fact that not all types
of goods are available in the electronic store, the
number of direct contracts concluded between
customers and product suppliers in a non-
competitive manner is increasing.
In order to prevent such situations, the issue of
influencing economic development by improving
the state procurement system and ensuring the
participation of small business entities in state
orders is being paid attention to as an important
direction in our republic. From this point of view,
the study of foreign experiences and the use of
these experiences in the state procurement
system are important for the development of the
activities of entrepreneurship and small business
entities operating in our country.
C
ONCLUSION
In conclusion, it can be said that effective
spending of budget funds is one of the most
important issues of every state at any time. Laws
and decisions developed on the improvement of
the state procurement process are of great
importance in finding a solution to these issues.
At the same time, the small amount of fines
imposed on suppliers of goods (works, services)
for irresponsibility in the implementation of state
procurement is causing a number of problems in
the delivery of goods (works, services) to
customers on time and according to the specified
requirements. State support of small businesses
and private entrepreneurs, this area continuous
and efficient operation of state organizations is
ensured by involving the representatives of the
state and corporate procurement process.
Based on these, the following proposals and
recommendations were developed in relation to
the effective organization of financial relations of
budget organizations in the implementation of
state procurement:
-
expanding the list of goods (work, services)
entitled to direct contracts;
-
to strengthen the responsibility of the
participants in the process of public
procurement due to irresponsibility;
-
study of foreign practice in the wider
involvement of business entities in the
process of public procurement.
As a result, as a result of the announcement of
works and services needed by customers on a
special information portal, the offer for these
works and services will increase, due to the
existence of competition between them, the price
of works and services will decrease, as a result,
the budget organizations will save money
allocated for these works and services.
