A
BSTRACT
The article analyzes the methodological foundations of the quality management system by forming
scientific approaches to the definition of educational quality management, the issues of practical use,
formation, and implementation of the quality management system and its subsystems in higher
educational institutions. This article presents the views of Eastern thinkers, foreign and domestic scientists
on the educational quality management system in scientific sources.

NTRODUCTION
Education is considered an important component
of human socialization and plays a key role in
solving problems in society. In addition to the
development of education, society has always
been concerned about another important issue -
the problem of improving the quality of
education. After all, the potential of specialists,
which is considered a product of education, is
closely
related
to
the
socio-economic
development of society.
In our country, special attention is paid to the
fundamental improvement of the field of
education, raising the content of education to the
level of international standards, and ensuring that

the process of training future specialists is
compatible with practice.
Of course, the socialization of a person is of great
importance in the achievement of perfection, in
which the issues of raising the quality of
education based on the requirements of the time,
creating social management mechanisms are of
great practical importance from the point of view
of the requirements of the historical period.
Western
classical
sociologists
M.Weber,
E.Giddens, E. Durkheim, J.Dewey, O. Comte,
G.Spencer [1] paid attention to the scientific study
of social mechanisms that ensure the integrity of
society, issues of improving the quality of social
management and education in their works.
Conceptual bases of analysis, interpretation and
research of globalization processes and modern
stages of social evolution on scientific basis are
studied in the works of T.Parsons, P.A.Sorokin [2].
It should be noted that foreign researchers have
been actively discussing the need and
effectiveness of the quality management system
in education, especially in the higher education
system in recent years (A.J. Gamboa and N.F.
Melgo;
A.Leskauskaitė
and
S.Pivoras;
R.Kasperavičiūtė; A. Papadimitriou and D.F.
Westerheijden; J.J.Tarn) [3].
S.Daud, Z.Mustafa, N.R.M.Suradi, A.K.Ariffin,
N.R.A.Bakar and R.Ramli [4] have reviewed the
effectiveness of the quality management system
in the field of higher education related to doctoral
study and dissertation defense in their scientific
work. M.Drăgan, D.Ivana and R.Arba paid special
attention to the importance of factors such as
achieving and satisfying the quality of education
in universities during the implementation of the
strategy of the quality management system [5].
P.Adina-Petruta and S.Roxana emphasize that the
definition of competitiveness, innovation and
efficiency as conditions for the development of
the business environment, and in these cases,
concepts such as quality and continuous
improvement should be mainly in the field of
higher education [6].
Issues of creation of mechanisms for sustainable
development of higher education and monitoring
of educational management systems, social
forecasting and mathematical modeling of
educational processes from Russian scientists

management mechanisms, issues of creating

T.Yu.Balandina, A.O.Grudzinsky, T.I.Zaslavskaya,
V.T.Lisovsky, L.A.Mindibekova, V.G.Romanova,
V.I.Franchuk [7] and other sociologists-scientists
can be seen in the research works.
The purposeful management of society also
provides reliable protection for the nature of our
people from irrationalist moods passed on as a
negative legacy from the past, that is, from a deep
lack of perception of reality, from living in a state
of vagrancy without realizing the processes
taking place, changes, external and internal risks,
the well-known sociologist in his treatise

M.B.Bekmuradov [8]. In the sociological study of
the quality of Education, Uzbek scientists, in
particular, M.Bekmurodov studied the influence
of public opinion, human capital, cluster, as well
as the integration of education and production.
Professor M.Bekmurodov notes that existence
means living, realizing that living at the same
time, constantly feeling in the psyche and div of
a changing and passing time. The weakening of
the existential approach enhances attachment to
communities with no higher interest rate without
realizing it. They argue that the assessment that
existence gives to the individual himself is also a
level of self-esteem, and also research the theory
of Emeritus. That is, emeritus is the change that is
taking place, the emerging social communities,
the worldviews, the directions of social thought
represent spiritual and mental states in society,
the scientist notes.
Also, Uzbek sociologist-scientists A. Umarov
studied the role of education in education,
Sh.Sodikova the role of intergenerational
succession and the older generation in education,
O.Abduazimov studied the problems of
systematic approach to education. In addition, it
was studied by N.Alikariev, T.Matibaev, dedicated
to the study of educational problems [9].
Despite this, during the study it became clear that
the sociological aspects of the development of the
quality management system in higher educational
institutions of the Republic have not been
comprehensively studied as a subject of Special
Research. Therefore, the practical study of the
social mechanism of Quality Management in
higher educational institutions and the scientific
analysis of theoretical aspects of improving the
quality of education through it, the identification
of developmental patterns and the creation of
new socio-mathematical models of management
of educational processes have not been studied as
an object of independent sociological research in
a fundamental way. And it is that the
implementation of research in this direction is of
urgent, scientific and practical importance [10].
Therefore, at present, a critical study of
international experience in the study of the
quality management system of Higher Education,
a practical study of the social mechanism of
quality management of higher educational
institutions and a scientific analysis of theoretical
aspects of improving the quality of education
through it, identification of development laws and
creation of new socio-mathematical models of
management of educational of the developed an
innovation strategy for the development of the
quality management system of Higher Education
the
need
to
create
proposals
and
recommendations remains one of the urgent
tasks of the educational sphere.
