ABSTRACT
This article analyzes the reforms implemented in mahalla management in New Uzbekistan. Information is provided
about the positions of assistant mayor, women's activist, and youth leader newly introduced in the mahalla system.
The operation of the information system "temir daftar", "ayollar daftari", "yoshlar daftari" implemented in order to
provide social support to the population was specially studied.

INTRODUCTION
In new Uzbekistan, attention to neighborhoods has
risen to the level of state policy. During the years of
independence, unprecedented changes were made in
the neighborhood system in our country. The
consciousness and outlook of our people have
changed. President Sh. M. Mirziyoyev said "... today
the neighborhood needs to emerge as a big social
force. Because activists, elders who have seen a lot, our
experienced intellectuals, if they want, are able to
solve any problem in cooperation with the public, and
guide the young people who have made a mistake."

ANALYSIS AND METHODS
A number of decrees and decisions on the reform of
the neighborhood system have been adopted by our
government and are being put into practice. In
particular, 2022 will be declared the year of

neighborhood", "The priorities of the state policy on
the development of entrepreneurship in the
neighborhood,
ensuring
employment
of
the
population and reducing poverty are correct.

The above-mentioned state programs, decisions and
decrees serve to turn the neighborhood into a
locomotive of development. The neighborhood is
becoming a solid foundation of our society, an
important
mechanism
for
solving
population
problems.
RESULTS
In order to solve the problems of the population,
develop entrepreneurship, and improve the system of
working with young people, the system of
"mahallabay", "khonadonbay", "fuqarobay" work was
introduced. This year, the positions of assistant mayor,
youth leader, and women's activist were introduced.
Appropriate monthly salaries have been set for each
position. The tasks to be performed by the new post
holders in the neighborhoods were defined.
The following are the main duties and activities of the
assistant governor.
1. "household" study of socio-economic activity in the
neighborhood
2. By studying the interests of unemployed people who
do not have regular income, especially young people
and women, directing them to vocational and
entrepreneurship training centers and helping to
ensure the employment of graduates to give

5. By determining the available vacancies in the
neighborhood and the demand of economic entities

pedagogical rehabilitation and adaptation of

The main tasks of women and girls activists in the
neighborhood are as follows.
1. Social and legal support of women and girls in
neighborhoods and labor teams, increasing their social
and political activity, improving their spirituality,
preparing young people for family life, forming a
modern model family, improving its spiritual and moral
environment and traditions. implementation of
targeted measures to strengthen traditional family
values;

DISCUSSION
It is an important social object in guiding the youth of
the neighborhood to science and profession, providing
employment to the unemployed and assisting in
employment. Solving the problems of the population,
developing
entrepreneurship,
fundamentally
improving the system of working with young people,
family and women's issues are important social
problems of today's modern neighborhoods. ", "Youth
notebook" was created.
"Temir Daftar is a database for recording,
identifying, eliminating and monitoring the problems
of families with poor social status and living conditions,
as well as families that are under special control by
sector leaders.
"Women's notebook - a database for identifying,
eliminating and monitoring the problems of
unemployed women who have the need and desire for
social, economic, legal, psychological support,
knowledge and professional learning. . Active women
will carry out practical work on inclusion in this register,
create a database and monitor it.
"Yoshlar-daftari" is a database for identifying,
eliminating and monitoring the problems of
unemployed youth who have a need and desire for
social, economic, legal, psychological support,
knowledge and professional learning. The above-
mentioned databases significantly improve the
process of solving social problems in neighborhoods.
Conclusion. Historically, the neighborhood has been a
cradle of goodness for the young generation, a center
of education, a place where customs and traditions
have been formed. is important. In the society of
Uzbekistan,
the
educational
function
of
neighborhoods is so significant that the concepts of
"neighbourhood" and "education" are often used side
by side. In particular, the true meaning of the concept
of education is a complex process that ensures that a
person's perception of himself and his behavior is
correct and unbiased. cannot be understood apart
from his neighbors, neighbors, and friends. That is, the
neighborhood is always aware of the behavior of
citizens, the way of living of families, and can influence

should consider himself responsible for bringing up a
good generation.
