ABSTRACT
In this article, a chronological analysis of the normative and legal documents adopted for the development of
parasport in Uzbekistan, the tasks and tasks defined in the field, their scope, the state of implementation, as well as
such laws, decisions and relevant documents for parasport coaches and athletes, it served as a road map, and the
successful participation of our representatives in the international Paralympic and Para-Asian games based on
systematic preparation is discussed.

INTRODUCTION
One of the important factors in ensuring the stability of
the society is maintaining the balance between social
strata. For example, equality of rights and freedoms of
persons who are healthy in all respects and persons
with physical disabilities is one of them. In this regard,
the countries of the world have developed and
implemented many laws. Based on the "Standard
Rules on the Equalization of Opportunities for Persons
with Disabilities" adopted by the United Nations
General Assembly at its 48th session on December 20,
1993 with resolution No. 48/96, girls, boys, men with
disabilities and ensuring that women have the same
rights and obligations as members of society. In all
countries of the world, there are still obstacles that
prevent disabled people from exercising their rights
and freedoms and their full participation in society.
Eliminating these obstacles is the responsibility of the
states. People with disabilities and their organizations
should actively participate in this process as full
partners. Creation of equal opportunities for people
with disabilities makes an important contribution to
the general efforts aimed at mobilizing human

our country, along with the implementation of
systematic work in this regard, the legal basis of the
process has also been created. In particular, according
to Article 19 of the Constitution of the Republic of
Uzbekistan, human rights and freedoms are
recognized and guaranteed in accordance with the
generally recognized norms of international law and
this Constitution. Human rights and freedoms belong
to everyone from birth. In the Republic of Uzbekistan,
all citizens have the same rights and freedoms and are
equal before the law, regardless of gender, race,
nationality, language, religion, belief, social origin, and
social status. Privileges are determined only in
accordance with the law and must be consistent with
the principles of social justice.
In Article 50, "Everyone has the right to education. The
state ensures the development of the continuous
education system, its various types and forms, state
and non-state educational organizations. The state
creates conditions for the development of preschool
education and upbringing. The state guarantees free
general secondary education and primary professional
education.
General
secondary
education

compulsory. Pre-school education and upbringing,
general secondary education are under state control.
Educational institutions provide inclusive education
and training for children with special educational
needs. Based on these articles, it is established that all
people in the society have their rights and freedoms
from the moment they are born, they are equal before
the law regardless of their social origin, they can use
free education and even inclusive forms of education. .
In addition, although the opportunity is limited, all
citizens of Uzbekistan are given opportunities for
freedom of scientific and technical creativity, persons
with disabilities can get education and participate in
various
competitions
and
contests
for
the
development of society, their rights are legally based
indicates that he has Parasports organized for people
with disabilities due to their physical background and
Paralympic competitions are one of the great
opportunities for those who regularly practice this
sport. Therefore, para-athletes can not only restore
their health, but also fight for the honor of the nation
and raise the flag of the country. In these processes,
para-athletes work tirelessly and engage in physical
activity, which has a positive effect on their mental
health,
experts
emphasize.
The
International
Paralympic Organization was formed, and its set of
rules is a road map developed for para-athletes of
member states. Improvement of parasport and
necessary tasks in the field are defined on the basis of
the laws and decisions developed by our government,
as well as normative legal documents. In the first years
of our independence, the Law of the Republic of
Uzbekistan "On Physical Education and Sports" was
adopted. The second edition was approved on May 26,
2000. This law includes 27 articles and describes
comprehensive issues related to physical education
and sports. In particular, the proportionality of the law
with the provisions of international agreements, the
main principles of state policy in the field, the powers
of state bodies in the system of physical culture, the
material and technical base of sports complexes, the
quality of educational support in them, the powers of
public associations, the tasks they must perform , the
information on the widespread promotion of sports
and healthy lifestyle, first of all in the family, in the
neighborhoods, is covered in detail, and in the
subsequent articles of the law, this process is directly
connected with school activities, and physical
education classes are included in the continuous
education system. , is conducted in all schools, and
additional physical training is organized based on the
physiological condition of students. For example, it is

students with physical and mental conditions and
interests, and creating the necessary conditions for
this is one of the tasks of educational institutions. Also,
the law contains clear information about the activities
of the Olympic organization, financing of athletes, non-
use of prohibited means in sports, issues of
international cooperation, as well as social protection
of sports representatives. Another noteworthy aspect
of the law is that according to Article 13 of it, sports
activities aimed at physically re-energizing disabled
people are organized, and they are implemented based
on legal documents, and special sports facilities are
built for people with disabilities, and separate it is said
that facilities with necessary conditions will be
provided. This means the removal of one of the
shortcomings and obstacles in the activities of athletes
with disabilities. Because some para-athletes may be
blind, some may not have one leg, some may not have
arms, or may not have other physical capabilities, and
in similar cases, providing solutions to the problems
that plague them, eliminating deficiencies in their
activities, material , moral and spiritual support,
comfort in para-athletes' training sessions and para-
competition processes. The new version of this law
was adopted on September 4, 2015. The new edition of
the laws is also being updated based on time and world
requirements, taking into account national values. On
November 3, 2020, the decision PQ-4877 of the
President of the Republic of Uzbekistan "On measures
to further improve the system of training and scientific
research in the field of physical education and sports"
was adopted. According to the decision, in addition to
the training of qualified personnel in physical
education and sports, several other necessary tasks
have also been determined, including the scientific and
methodical preparation of national sports teams for
international competitions based on the results of
analysis and forecasting of Olympic and Paralympic
competition processes. preparation of scientific
literature, textbooks, training manuals, audio and
video materials, establishment of "Physical Education
and Sports" publishing house and printing house,
further expansion of the scope of scientific and
research works and providing them with advanced
foreign experiences tasks such as involvement and
implementation are defined. In particular, the
improvement of the efficiency of scientific and
research work in the field and the road maps drawn up
in this regard are of particular note. As a practical result
of such laws and decisions being developed, the
number and quality of scientific research works are
increasing along with educational and methodological
works related to physical culture and sports. For
example, Paralympics, parasport, sports of disabled
people, adaptive physical education, activities of
parasport of people with musculoskeletal disorders,
deaf Olympics, deaf games, special Olympics,
continental and regional games and inclusive
education, disability rights , many scientific and
practical studies have been conducted on issues such
as their socialization, and this process is still ongoing.
For example, scientific research conducted by
scientists such as M. Kh. These scientific and research
works serve as a theoretical basis for athletes engaged
in parasports, and the laws being developed on
parasports serve as a source for improving their
practical activities. As a proof of our opinion, we can
give an example of the laws and decisions adopted
before the international competitions in order to
organize the preparation and ensure the successful
participation of the representatives of Uzbekistan in
the Paralympic and Para-Asian Games. In accordance
with the decision of the first president of the Republic
of Uzbekistan I.A. Karimov on January 5, 2009, in order
to ensure the appropriate participation of the
delegation of Uzbekistan in the XIV Paralympic Games
held in London in 2012, we recognize the successful
participation of our athletes. In order to ensure the

creation of the Republican commission, the
development of the program of step-by-step training
of our para-athletes was determined, and in 2012, 11 of
our representatives participated in 4 types of para-
sport and presented the first silver medal at the
expense of our state. On February 25, 2013, a
presidential decision was adopted, including the tasks
of preparation for the 15th Paralympic Games to be
held in Rio de Janeiro, the capital of Brazil. According
to it, creating all the necessary conditions for the
quality training of athletes, developing an annual plan
in preparation for the Paralympic Games and
organizing systematic monitoring of this plan, with
international sports clubs and federations tasks such as
establishment of cooperation relations for the purpose
of exchange of experience were defined. As a result of
preparation based on a clear program and systematic
plans, on September 7-18, 2016, in the Summer Games
in Rio de Janeiro, 32 Uzbek para-athletes participated
in 5 sports and won 31 medals, including 8 gold. He won
6 silver and 17 bronze medals. This was one of the first
high results in the history of our Paralympic
competitions. In order to further improve these results
in the next Paralympic competitions and further
improve parasport, the adoption of the decision of the
President of the Republic of Uzbekistan on May 18,
2021 "On additional measures to develop the
Paralympic movement" is a continuation of the
reforms that began. According to the decision, training
and retraining of parasport specialists, creation of
conditions for conducting their scientific research
work, ensuring adaptation of physically disabled
persons to society, attracting them to paralympic
sports, and for those who practice, facilities in sports
complexes and provision of necessary tools, financial
incentives for coaches, and a number of other tasks are
defined. On November 5, 2021, the President of the
Republic of Uzbekistan "On comprehensive training of
athletes of Uzbekistan for the XXXIII Summer Olympic
and XVII Paralympic Games to be held in Paris (France)
in 2024" Decision No. 5281 was adopted. In this
decision of the head of our state, the XXXII Summer
Olympic and XVII Paralympic Games to be held in Paris
in 2024, eliminating the shortcomings made in the
process of preparation for the XXXII Summer Olympic
and XVI Paralympic Games held in Japan measures for
preparation, elimination of existing problems, tactical
and psychological all-round training of athletes and
timely resolution of other issues were determined. One
of the important aspects of the decision is that the task
of increasing the number of legal passes and licenses
for participation in the Paralympic Games and
increasing the comprehensive training of our
paratroopers in order to obtain them was also
determined. According to these tasks and tasks,
digitalization of the sports system on a large scale,
improvement of sports management, providing
scientific recommendations and proposals with an in-
depth analysis of sports psychology, pharmacology,
and medicine, emphasizing the issue of increasing the
share of women among the participants in the
Paralympic Games given Because if women are healthy
in the society, a healthy generation will be formed from
them. In addition, the Republican commission for the
training of athletes was established. 19 licenses were
obtained to participate in the XVII Paralympic Games,
scheduled to be held on August 26 and September 8,
2026, and 19 of our para-athletes started their
successful participation in 6 types of sports. As we
noted above, the delegation of Uzbekistan not only
shows growth and new records at the Paralympic
Games, but also wins triumphant victories at the Para-
Asian competitions. The first participation of our
country's representatives in the Para-Asian Games
took place in Guangzhou, China in 2010, and in 2014, our
representatives participated in the II Summer Para-
Asian Games in Incheon, Korea. In 2018, they
successfully participated in the III Summer Para-Asian

Games in Hangzhou, China. The purpose of listing this
chronological sequence is that before each prestigious
international para-competition, decisions have been
made by our head of state that clearly and
systematically include detailed preparation tasks, para-
sports representatives, experts, coaches and officials,
especially for our para-athletes. is serving as a road
map. And with the continuous continuation of such
government decisions and assignments, on July 1, 2022,
the President of the Republic of Uzbekistan announced
the "XXV Winter Olympics and XIV Paralympics to be
held in Milan and Cortina d'Ampesso (Italy) in 2026
According to the decision "On comprehensive training
of Uzbek athletes for the Games", starting from 2023,
up to 15 billion soums will be allocated annually for the
preparation of Uzbek athletes for these competitions.
Also, in order to conduct sports training with winter
sports, a 60-seat training center was started on the
basis of the Pakhtakor sports base in Bostonliq district.
Also, it was determined that it is necessary to
participate in 4 programs of the Winter Paralympic
Games, take a place in the program of para hockey, and
obtain 2 licenses for para-mountain skiing. Another
noteworthy aspect of the decision is that measures
aimed at the development of winter sports have been
developed and the mountainous regions of Jizzakh,
Kashkadarya, Surkhandarya, Namangan and Tashkent
regions will be specialized in sports such as para-
snowboarding,
para-mountain
skiing,
Andijan,
Specialization of Samarkand, Surkhandarya, Fergana
regions and the city of Tashkent in para-hockey and
para-curling sports, organization of their divisions in
the regions and improvement of their material base,
creation of non-state sports and educational centers
for winter sports and all by creating the necessary
conditions, it is aimed to further improve these sports
in our country. The theoretical and legal foundations of
the reforms have been consistently continued in the
following years. Because the attention to sports in
recent years has led to many great achievements and
results, promoting people to sports and disabled
people to parasports is becoming the most important
factor in improving the health of the population. . In
particular, the President of the Republic of Uzbekistan,
Sh. Mirziyoyev, in his book "New Development
Strategy of Uzbekistan" focused on the concepts of
health and sports, expanding the scope of work in this
area, as well as selecting representatives of
professional sports, taking them to the Olympic
Games. , in order to ensure successful participation in
the Paralympic and Asian Games and other
international sports competitions and tournaments,
cooperation with sports federations in creating an
effective system of selecting, training and improving
the skills of promising athletes, forming national teams
from among them, high-quality reserve and
composition It is emphasized that it is necessary to
raise.
CONCLUSION
In short, the goals of the development of all the listed
normative legal documents and resources are similar,
that is, the development of parasport, improvement of
public health, creation of conditions for thorough
preparation of our parasportsmen for prestigious
competitions, acquisition of international parasport
licenses. and, of course, is to take part in competitions
and raise the flag of our country. However, such plans
and goals, over the years, achieved gold, silver and
bronze medals, especially in recent competitions, the
number of gold medals at the expense of Uzbekistan
has increased dramatically, and the fact that our para-
athletes are personally breaking world records is a
great joy for the Uzbek people. is accepted with
