Voluntary Disclosure in Industrial Institutions: A Review article

Aqeel Jaber Kadhim, Sarah Abdulameer Kamil Abugallal, Rami meteab ali

Transparency, financial performance, and corporate governance remain to be important considerations with respect to voluntary disclosure by industrial organizations. The paper looks into what motivates companies to voluntarily disclose information, the advantages and disadvantages of this process as well as some possible future trends. It achieves this by reviewing some of the well-known theories in literature that include the Agency Theory, Signaling Theory, Stakeholder Theory, as well as Legitimacy Theory. From these perspectives, it would be argued that firms can make good use of voluntary information to bridge any information gaps between them and their users, who may be capital providers or officials; this will then help increase investment and meet legal requirements on reporting. Research findings indicate that voluntary disclosures have a positive impact on financial performance, enhance financial reports, promote greater involvement in corporate social responsibility and increase the overall reputation and value of companies. Nevertheless, there are a number of obstacles such as loss of market share, growth in expenses related to reporting, and absence of uniformity. Further studies need to examine how new technologies, laws on environment, etc., affect and will continue influencing such practices

The Financial Readiness of State-Owned Banks in Uzbekistan To Support Green Projects: A Ratio-Based Analysis

Yusufjon Pulatov, Bakhtiyor Islamov

This study investigates the financial readiness of state-owned banks to provide support for green financing initiatives, in accordance with Uzbekistan's strategic objectives for a green economy. The paper employs a ratio-based approach to assess the capacity of banks to finance green projects in light of the lack of detailed environmental data.  Key financial indicators, including Return on Assets (ROA), Return on Equity (ROE), Capital Adequacy, Liquidity, and Leverage ratios, are analyzed using publicly available financial statements.  Subsequently, these indicators are employed to generate a Green Financing Readiness Index, which facilitates a comparative evaluation of the readiness of institutions.  The expected results indicate that while certain institutions may exhibit profitability and capital stability, the potential for long-term green investment may be impeded by liquidity constraints and high leverage.  The study concludes by providing suggestions for the improvement of institutional and financial capabilities in order to promote sustainable banking in Uzbekistan.  This research contributes to the theme of sustainable development finance which is a hot topic in Uzbekistan as of today and bolsters the national initiatives implemented under the "Uzbekistan – 2030" strategy.

The Role and Significance of The Accounts Chamber of The Republic of Uzbekistan in Implementing State Financial Control

Ibragimova Gulchexra Tohirovna, Sattorova Mehriniso

The Accounts Chamber of the Republic of Uzbekistan (ACRU) is the country’s supreme audit institution and a keystone of the national architecture of public-sector accountability. Since the 2013 adoption of the Law “On the Accounts Chamber,” successive reforms—most recently the creation of the “State Audit” e-platform and the extension of external audit to the consolidated budget—have expanded the Chamber’s mandate and methodological arsenal. This article analyses the ACRU’s evolving legal foundations, organisational model, audit methodology, and practical results through the prism of the IMRAD framework. Drawing on legislative acts, official reports, and comparative INTOSAI guidance, it demonstrates that the Chamber has moved from ex-post verification of budget execution to a risk-based, results-oriented system encompassing financial, compliance, and performance audits. Empirical findings based on 2018-2023 data show a pronounced increase in the scope of audited public expenditure, a measurable rise in detected irregularities, and a notable improvement in the recovery of misallocated funds. The discussion highlights persisting challenges—limited access to extra-budgetary funds, fragmented internal audit in line ministries, and the need for further digital integration—while underscoring the Chamber’s role in fostering fiscal transparency and public trust.

Grammatical issues in the interpretation of the "statement of meanings" by Abdul Qadir Mulla Huwaish (Grammatical study)

Esraa Aziz Aliwi

This research aims to present the grammatical aspect in the interpretation of Sheikh Abdul Qadir Mullah Hawish in his book "Bayan al-Ma'ani", due to the importance of this aspect in understanding the meanings of Quranic verses within their linguistic context, grasping their implications and connotations, and uncovering the reasons behind specific grammatical analyses. Although the Sheikh does not extensively or deeply address the existing disagreements among grammarians regarding grammatical issues—except where necessary—our choice of this topic stems from the fact that Sheikh Mullah Hawish's "Bayan al-Ma'ani" is considered a unique model among studies that have tackled the interpretation of the Holy Quran in the Islamic world, based on the chronological order of revelation rather than the traditional order of the Quranic text. In this study, we focus on the key grammatical aspects highlighted by the Sheikh, especially where there are disagreements or variations in grammatical interpretations, supported by specific examples. However, this does not imply overlooking the rhetorical and linguistic elements also addressed in his work. We have simply confined this study to the grammatical dimension in line with the research scope.
