Introduction
In recent years, large-scale reforms have been carried out in the education system of the Republic
of Uzbekistan. As part of the renewal policy promoted by the President, the integration of
modern approaches, innovative technologies, digital resources, and creative teaching
methodologies into the education process has become a top priority of state policy. In particular,
the development of critical thinking, creativity, and speech culture among the younger generation
is considered one of the most important components of the continuous education system.
The Presidential Decree No. PF-5717 dated April 29, 2019, "On the Approval of the
Concept for the Development of Science and Innovation until 2030," the Resolution No. PQ–
4884 dated November 6, 2020, "On the Concept for the Development of the Preschool and
General Secondary Education System of the Republic of Uzbekistan until 2030," and the
Presidential Decree No. PF–60 dated January 28, 2022, "On the Development Strategy of New
Uzbekistan for 2022–2026" highlight the improvement of the quality of primary education, the
implementation of modern pedagogical technologies in innovative educational environments,
and the development of students' competencies as priority tasks.
The formation of speech culture among primary school students plays a crucial role in
their ability to acquire knowledge successfully, communicate effectively, and increase their
social activity in future stages of education. In this process, the role of innovative methodologies
is invaluable. Interactive lessons, ICT tools, creative assignments, and problem-based learning
methods are becoming key factors in developing students’ oral and written speech.
This article analyzes the impact of innovative teaching methods on the development of
speech culture among primary school students, as well as practical approaches and their
effectiveness. Furthermore, the article provides practical recommendations based on advanced
international and national experiences.
In recent years, large-scale reforms have been implemented in the education system of
Uzbekistan, resulting in the growing importance of teaching methods based on modern
approaches. In accordance with the renewal policy initiated by the President of our country,
introducing innovative technologies, digital resources, and creative approaches into the
educational process has become a top priority. In particular, fostering critical thinking, creativity,
and speech culture in primary school students is now considered a crucial task. Speech culture is
a skill that enables children to express their thoughts clearly, fluently, and meaningfully, and to
actively participate in social life. This is one of the key competencies that must be developed
from the early stages of education. The President of the Republic of Uzbekistan has emphasized
this direction in several decrees and resolutions. For example, the Decree PF-5717 dated April 29,
2019, the Resolution PQ-4884 dated November 6, 2020, and the Decree PF-60 dated January 28,
2022, all outline specific tasks for improving the quality of education, particularly modernizing
the content of primary education and updating pedagogical technologies.
Today, using interactive methods in lessons, engaging students in active participation,
and employing problem-based teaching strategies have become effective tools in developing
both oral and written speech in children. The use of ICT tools, audio and video materials, role-
playing games, and creative tasks helps students express their ideas freely, enrich their
vocabulary, and develop a culture of communication. Comparative analysis of foreign and local

experiences shows that innovative approaches contribute not only to the acquisition of
knowledge but also to the personal development of children. For instance, countries with
advanced educational systems such as Finland, South Korea, and Singapore place great emphasis
on developing speech culture in school-aged children. Uzbekistan is also carrying out significant
work in this regard.
In conclusion, the effective use of innovative methods in primary education can help shape
students’ speech culture. This, in turn, lays a solid foundation for their academic success, social
engagement, and personal development in later stages. This article presents practical
recommendations based on advanced experiences to further enhance this process.
