I am confident that our people will soon take their rightful place in the world economy, culture
and politics. Because we have ancient and strong roots in world civilization. This is our ancient
and glorious history, our invaluable values and traditions, our customs and traditions, our
national unity. I see in these deep roots a great idea that unites the country and the nation[1].
Indeed, these words of the President, expressing the faith and hope of our people for the future,
reflect the need to form a grateful respect for our historical and cultural heritage. This is because
the strong position of our people in the world is largely based on their ancient and rich history,
invaluable values, and traditions. The growing position of our people in the economic, cultural
and political arena inspires confidence in our further rise in the world. Our invaluable values
testify to the highness of the traditions, values and customs inherent in our people. Nowadays,
the role of the arts and culture sector in instilling our national identity in the minds of the
younger generation and further promoting it is evident. Therefore, the scientific study of the arts
and culture sector is becoming more and more relevant today, as their role and significance in
society are increasingly recognized and linked to new social, economic, political and
philosophical changes. Art and culture serve not only as aesthetic or cultural-pleasure spheres,
but also as important scientific tools for understanding the thinking, history, and values of
humanity. The study of art and culture from a scientific point of view allows us to analyze its
formation and development, changes in the history of mankind, and cultural ties. It is also
necessary for the integration and stability of society to study how art and culture develop
relations between different social groups and peoples, how to understand cultural differences,
and how they can be united.
The scientific study of culture, especially in the process of globalization, is of great importance
in preserving cultural heritage and identity, and in developing new forms of cultural
development. In short, today the state has entered the arena as a unique partner and leading force
in the promotion of culture and art. Indeed, today, young people, in general, and representatives
of various strata of the population are beginning to believe in this. The answer to this is that the
sector's workers should be at the forefront of reforms on the threshold of the Renaissance. After
all, a nation formed on the basis of art and culture will not be influenced by any foreign ideas

and states. Culture and art have served for centuries to educate people in humanity and goodness,
to cultivate noble virtues and beautiful feelings in their hearts, and to strengthen the principles of
peace, friendship, unity, high morality and justice in society, and this law must continue
unchanged[2]. In the present era, culture and art are inextricably linked with economic and
technological development, and works of art have not only aesthetic value, but also reflect
economic, political and social processes.
Indeed, as the head of our state famously said, if the div of social life is the economy, then its
soul and spirit are spirituality. In building a new Uzbekistan, we rely on these two strong pillars:
a strong economy based on market principles and a strong spirituality based on the rich heritage
of our ancestors, national and universal values. Indeed, today, significant work is being done to
further develop the areas that form the basis of spirituality - education, literature, culture and art,
and to increase their place and influence in the life of society. Over the past period, a number of
documents have been adopted in these areas, and the legal foundations have been
strengthened[3].
Also, scientific analysis and future conclusions of the field of art and culture help to understand
the human psyche and its working world. In this way, we can have a deeper understanding not
only of peoples with their own art and culture, but also of their history, values, and worldviews.
Therefore, the scientific study of art and culture is of great importance for the development of
society, improving relations between people, preserving cultural heritage and creating new
cultural processes. The scientific study of this area, especially on a global scale, helps to
understand "popular culture" and correctly analyze its negative aspects. Most importantly, it is
emphasized that the development of spirituality, culture, and enlightenment is not the work of
certain organizations, but the work of our entire people, an urgent task that belongs to each of us.
Because this difficult task will only come to fruition if everyone unites, pulls together, and acts
as one. Indifference, indifference, and a narrow-minded approach to these issues are tantamount
to neglect, even betrayal of our future and the fate of our people and country. For truly creative
people, mobilizing their high talent and skills for the common good, and actively participating in
our social life and making a worthy contribution to building a new Renaissance, remains the
most noble and vital principle. After all, as our President emphasized, today spirituality must be
ten steps ahead of other areas, spirituality must become a new force, a new movement!
At the same time, it is necessary to work out a number of fundamental principles in order to
further develop the scientific study of the field of art and culture. In order to effectively
implement this process, it is important to pay attention to the following scientific and individual
aspects. In order to conduct scientific research in the field of art and culture, it is necessary to
establish closer cooperation between specialists, scientists and artists. The development of an
interdisciplinary scientific approach allows for the study of art and culture not only from an
aesthetic point of view, but also across disciplines.
For scientific research in the field, it is necessary to widely use modern technologies, especially
digital technologies. It is also necessary to develop a system of publishing scientific research
results in journals indexed in databases such as "Scopus" and "Web of Science" in order to

disseminate them to the general public and popularize science and art. The height of art and
culture is the height of the heart. Great works, discoveries and inventions are created by a great
heart. Great hearts are usually full of goodness, and evil does not come from them. In today's era,
when the struggle for the hearts and minds of young people has intensified, and ideological
threats are growing, the victory of art and culture is a victory of goodness. It cannot be otherwise.
We are confident that efforts to further develop the sphere of culture and art will not be long in
bearing fruit. This, of course, is due to our responsibility to ensure the discipline of execution.
Every employee in the system must fully understand this, conduct their work in accordance with
the requirements of today, first of all, in the spirit of self-demand. Only then will the expected
result be achieved, only then will a solid foundation be laid for the Ushinsky Renaissance, said
Minister of Culture O. Nazarbekov.
