Abstract:
In the context of global transformations and information integration, national and
public television and radio companies play a crucial role in shaping the positive international
image of states. The case of Uzbekistan illustrates how the National Television and Radio
Company of Uzbekistan (NTRC) uniquely combines traditional values with innovative
approaches, enabling it to not only promote the country’s cultural and political interests but also
serve as a strategic intellectual media center. This article places particular emphasis on the
International Relations Department, which functions as the true nucleus of the Company.
Through its expertise and diplomatic acumen, this department contributes to the development
and implementation of advanced regional and interstate initiatives in the field of broadcasting
and media.

Introduction
In the modern era, characterized by rapid transformations and globalization, the role of state
broadcasting has evolved far beyond mere information dissemination. Media have become
pivotal instruments of cultural diplomacy and strategic international engagement. They not only
inform the public about global events but also shape the image of a country, promoting its values
and culture beyond national borders.
As the leading broadcasting entity in Uzbekistan, the National Television and Radio Company of
Uzbekistan (NTRC) has, over the past decade, successfully integrated national traditions with
global media trends. This fusion allows it to preserve its unique identity while adapting to
contemporary challenges, ensuring high-quality television and radio content. Amidst global
competition, NTRC plays a key role in strengthening Uzbekistan’s international image by
promoting its cultural and social achievements through the expertise of its specialized divisions.
A particularly significant role within this structure is played by the International Relations
Department, which occupies a central position in NTRC’s operations. This department is not
only responsible for managing foreign policy projects and fostering international partnerships but
also functions as a powerful intellectual hub. It actively analyzes and determines the Company's
strategic development trajectory, addressing both domestic priorities and external challenges.

Owing to the Department’s initiatives and momentum, NTRC has solidified its position as an
increasingly influential player in the International Media Landscape, thereby contributing to
Uzbekistan’s growing prominence on the global stage.
Thus, the role of state broadcasting in modern society extends far beyond its traditional functions.
It has become an essential tool for shaping public opinion, facilitating cultural exchange, and
establishing strategic partnerships, making it indispensable in today's dynamic and
interconnected world.
Historical Context
The history of the National Television and Radio Company of Uzbekistan (NTRC) dates back to
the 1920s, when the first experiments in radio broadcasting in Tashkent laid the foundation for
future technological breakthroughs. A significant milestone in the industry was achieved in 1928,
when a team of scientists led by Boris Grabovskiy and Ivan Belyanskiy successfully
demonstrated the transmission of moving images for the first time. The establishment of the First
Television Studio in 1956 marked the beginning of a new era in broadcasting. The structural
transformations of 1996 and 2005, accompanied by rebranding and modernization efforts, reflect
the Company’s commitment to innovation and strengthening its international presence. In 2024,
the Presidential Decree "On the Further Enhancement of the Role of the National Television and
Radio Company of Uzbekistan in the Media Sphere" reaffirmed the strategic importance of this
direction, solidifying NTRC's status as not only a national but also a major media leader in
Television and Radio Broadcasting.
NTRC’s Role in International Relations and Diplomacy
On the international stage, NTRC functions not only as a media holding encompassing
Television and Radio channels but also as an active participant in diplomatic processes,
contributing to the formation of a balanced and positive image of Uzbekistan. Through carefully
designed television projects, cultural programs, and participation in major international and
foreign platforms, the Company promotes the country’s values and achievements, strengthening
intercultural dialogue.
A crucial element of this system is the International Relations Department, which has rightfully
established itself as the strategic intellectual core of the Company. Due to its high level of
professionalism, analytical foresight, and efficiency in implementing complex projects, this
department serves as the primary driver of innovative and timely solutions in the field of
broadcasting. It:
Actively fosters and maintains dialogue with foreign partners, facilitating the
exchange of experience and technological innovations;
Participates in the development and implementation of comprehensive
intergovernmental agreements, roadmaps, and bilateral documents aimed at deepening
cooperation in culture, broadcasting, and media;
Conducts monitoring and analysis of best practices from international broadcasting
companies, enabling the adaptation and integration of global standards into NTRC’s operations;

Coordinates high-level diplomatic initiatives, including organizing meetings,
participating in conferences and forums, and ensuring timely and effective information exchange
between countries;
Establishes strong connections with international organizations, collaborates with
global media structures to promote Uzbekistan’s interests in the international media landscape,
and maintains relations with diplomatic institutions;
Informs foreign audiences about developments in Uzbekistan by disseminating
information on the country's historical, political, investment, economic, tourism, and cultural
landscape through various media channels;
Engages in negotiations to secure live video broadcasts via satellite solutions;
Analyzes the experiences of foreign broadcasting companies, studies advanced
practices to enhance quality at both regional and national levels;
Oversees the participation of NTRC representatives in international festivals,
conferences, forums, meetings, symposia, and roundtables;
Organizes and coordinates training programs, facilitating professional development
and knowledge acquisition for the Company’s personnel and media professionals. This includes
participation in international educational programs involving foreign experts and specialists.
Findings
The role of the National Television and Radio Company of Uzbekistan extends far beyond
traditional broadcasting – it has become a symbol of strategic diplomacy and cultural exchange,
playing a decisive role in shaping the country’s global image. The International Relations
Department, as the true nucleus and intellectual center of the Company, has been instrumental in
developing and implementing modern, innovative approaches that strengthen Uzbekistan’s
standing on the international stage. This synthesis of tradition and cutting-edge technology
ensures the Company's firm position within the global communications landscape and paves the
way for new opportunities in its continued development.
