THE ROLE OF DIGITAL ECONOMY IN THE DEVELOPMENT OF FREE
ECONOMIC ZONES OF THE REPUBLIC OF UZBEKISTAN

Abstract:
This article examines the impact of the digital economy on the development of special
economic zones (SEZs) in the Republic of Uzbekistan. It emphasizes the importance of digital
technologies for attracting investments, implementing innovations, developing infrastructure,
and training personnel. Successful projects, such as the "Jizzakh" SEZ, are highlighted, along
with educational initiatives and sustainable technologies that contribute to ecological
development. The article underscores the need for further support of digital initiatives to ensure
sustainable economic growth and enhance Uzbekistan's competitiveness in the international
arena.

Free economic zones (FEZ) are an important economic policy instrument aimed at attracting
investment, creating new jobs and stimulating innovation.
Uzbekistan, seeking to modernise its economy and integrate into global markets, is actively
developing FEZs. In this context, the digital economy is becoming a key factor contributing to
the effective functioning of FEZs and ensuring sustainable economic growth. In this article, we
will look in detail at how the digital economy influences the development of free economic
zones in Uzbekistan, as well as analyse examples of successful initiatives and offer
recommendations for further development. The digital economy encompasses all aspects of
economic activity that are carried out using digital technologies. This includes e-commerce,
digital financial services, the use of big data, cloud technologies, artificial intelligence and other
modern solutions. With globalisation and rapid technological progress, the digital economy is
becoming the main engine of growth and competitiveness of countries. The elements of the
digital economy are e-commerce, digital financial services, artificial intelligence and big data,
and cloud technologies.
Consider each element:
E-commerce: selling goods and services online, including B2B, B2C and C2C models.
Digital financial services: includes online banking, mobile payments, cryptocurrencies
and other financial technologies.
Artificial intelligence and big data: using data analytics to make more informed business
decisions and optimise processes.
Cloud technologies: providing access to computing resources and applications via the
Internet, which reduces IT infrastructure costs.
The impact of the digital economy on free economic zones is, first of all, attraction of
investments. One of the main objectives of FEZs is to attract both foreign and local investment.
The digital economy creates a more transparent and efficient business environment. For example,

online platforms for company registration and simplified taxation procedures are fuelling
investor interest. In Uzbekistan, the introduction of such platforms can significantly reduce the
time required to register a business and lower administrative barriers, as exemplified by the
Investor.uz platform The Investor.uz platform was created to simplify the process of registration
and obtaining permits for businesses. It provides information on the conditions for doing
business in FEZs, as well as on financing opportunities and government support. This greatly
facilitates the process for new investors and helps to increase the flow of capital.
The digital economy favours the introduction of innovative technologies into production
processes. Uzbekistan's FEZs create conditions for start-ups and technology companies, which
leads to increased competitiveness of local manufacturers. The use of digital technologies in
logistics, supply chain management and production processes can significantly increase
efficiency. An example is the Jizzak FEZ, where e-commerce projects and IT start-ups are being
actively developed. Incubators for startups are created here, which provide mentoring support
and access to funding. This allows young companies to quickly develop and innovate. Modern
infrastructure is needed to ensure the functioning of the digital economy. Uzbekistan is actively
developing its IT infrastructure, including data centres and communication networks. The
creation of such facilities in FEZs allows for high-speed access to the Internet and other digital
services, which is an important factor in attracting companies to these zones. The creation of IT
parks in FEZs, such as IT-Park Tashkent, provides startups with access to the necessary
resources, including office space, technical support and educational programmes. This helps to
create an ecosystem for the development of digital technologies and innovations.
The digital economy requires highly qualified specialists. Uzbekistan is actively developing
educational programmes in the field of information technologies and digital skills. FEZs can
become platforms for training and practice, which contributes to the training of personnel
necessary for the successful functioning of the digital economy. Free economic zones organise
courses, trainings and seminars on programming, digital marketing and other in-demand areas.
This helps young people learn new professions and improve their competitiveness in the labour
market. Cooperation with universities and private companies helps to create programmes that
meet current market requirements.
Digitalisation of processes in FEZs also contributes to more efficient use of resources and
reduction of negative environmental impact. The introduction of smart technologies allows
optimising the consumption of energy, water and other resources, which is important for
sustainable development. Some companies operating in LEZs are implementing sustainable
technologies such as solar panels and energy management systems. This not only reduces
operating costs but also contributes to environmental protection, which becomes an important
aspect for sustainability-oriented investors. Examples of successful projects, such as the Jizzak
FEZ, demonstrate how the digital economy can create new jobs and improve living standards.
These projects become role models and show how digital technologies can be used effectively to
achieve economic goals. The Jizzak project involves the creation of high-tech industries that use
automation and digital solutions to improve efficiency. This not only creates jobs, but also
facilitates the transfer of knowledge and technology to local specialists. The digital economy
plays a key role in the development of free economic zones in the Republic of Uzbekistan. It
promotes investment attraction, introduction of innovative technologies, infrastructure
development and personnel training. Further support for digital initiatives and the development

of strategies aimed at integrating digital technologies into the country's economy is needed. This
will ensure sustainable economic growth and increase Uzbekistan's competitiveness in the
international arena. In conclusion, the successful implementation of digital initiatives in free
economic zones can become the basis for the formation of a new economy capable of adapting to
the challenges of the time and providing a high quality of life for the country's citizens.
