Abstract

This study explores strategies for cooperative empowerment in Keerom Regency, Papua Province, focusing on enhancing community development and economic resilience. Cooperatives play a vital role in promoting economic growth and social cohesion in rural areas, particularly in underdeveloped regions like Keerom. Through qualitative research methods, including interviews with cooperative leaders, government officials, and community members, the study identifies key challenges facing cooperatives, such as limited access to capital, inadequate training, and low public awareness. It also examines successful cooperative models and practices both locally and nationally. Based on the findings, the paper proposes a comprehensive empowerment strategy that encompasses capacity building, access to financial resources, market linkage development, and community engagement. The study emphasizes the importance of fostering a supportive regulatory environment and collaboration between stakeholders to strengthen cooperative initiatives. Ultimately, this research aims to provide actionable recommendations that can lead to sustainable economic development and improved livelihoods for the people of Keerom Regency.

INTRODUCTION

METHOD

The empowerment of cooperatives in Keerom Regency, Papua Province, involves a multifaceted
approach that considers the unique socio-economic context of the region. This section outlines the
methodologies that can be employed to develop and implement effective strategies for cooperative
empowerment, focusing on community participation, capacity building, stakeholder collaboration, and
sustainable practices.
Participatory Action Research (PAR) is a collaborative methodology that involves community members
in the research process to identify their needs and challenges. In the context of cooperative
empowerment in Keerom Regency, PAR can be utilized to gather insights from cooperative members
and local stakeholders.
Data Collection: Conduct workshops, focus group discussions, and interviews with cooperative
members to understand their experiences, challenges, and aspirations. This qualitative data can inform
the development of targeted strategies that address specific needs.
Co-creation of Solutions: Engage community members in brainstorming sessions to develop actionable

RESULTS

capacities. However, the potential of cooperatives in Keerom has often been underutilized due to
various challenges, including limited access to resources, inadequate infrastructure, and insufficient
managerial skills. This discussion explores effective strategies for cooperative empowerment in
Keerom Regency, focusing on enhancing community development and economic resilience.
Assessing the Current Cooperative Landscape
Before implementing empowerment strategies, it is essential to assess the current landscape of
cooperatives in Keerom. The region is characterized by diverse cooperative sectors, including
agricultural, credit, and consumer cooperatives. However, many of these cooperatives struggle with
operational challenges, such as poor governance, limited access to markets, and a lack of technical
expertise.
A comprehensive analysis of the existing cooperatives can provide insights into their strengths and
weaknesses, helping stakeholders to identify areas for improvement. Engaging with cooperative
members, local leaders, and government agencies will facilitate a better understanding of the specific

Strategies for Empowerment

One of the primary strategies for empowering cooperatives in Keerom is to implement targeted

financial management, marketing, and production techniques. By equipping cooperative members with

Cooperatives play a vital role in promoting economic development, social cohesion, and community
empowerment, particularly in regions like Keerom Regency in Papua Province, Indonesia. This area
faces unique challenges, including geographical isolation, limited infrastructure, and socio-economic
disparities. Given these conditions, effective strategies for cooperative empowerment are essential to
enhance community development and foster economic resilience. This discussion explores various
strategies aimed at strengthening cooperatives in Keerom Regency, focusing on capacity building,
community engagement, access to finance, and the promotion of sustainable practices.
One of the fundamental strategies for cooperative empowerment in Keerom Regency is investing in
capacity building and training programs for cooperative members. Many cooperatives, especially in
rural areas, lack the necessary skills and knowledge to operate efficiently and effectively. By providing
training in areas such as management, financial literacy, marketing, and cooperative governance, local
authorities and non-governmental organizations can enhance the capabilities of cooperative members.
Workshops and seminars should be organized to educate cooperative members about best practices in
business management and operational efficiency. This could include training on record-keeping,
budgeting, and strategic planning, which are critical for the long-term sustainability of cooperatives.

CONCLUSION

The empowerment of cooperatives in Keerom Regency, Papua Province, is crucial for enhancing

engagement, access to finance, and the promotion of sustainable practices, stakeholders can create a
