Characteristics of The Early State Formation: State and Temple Economy

This article examines the effectiveness and innovation performance of research activities in higher education institutions within the framework of national scientific and technological development strategies. It explores the implementation of government directives on science and innovation, the commercialization of scientific results, and the integration of research into the socioeconomic context. The study highlights the methods used to measure research productivity, including scientometric indicators and digital monitoring tools. Emphasis is placed on the role of academic staff motivation, youth involvement in research, and the practical impact of international and grant-based projects. The paper also analyzes the application of research outcomes in addressing regional challenges and evaluates the management of spin-off enterprises and engineering schools in higher education. The findings suggest that a structured and results-oriented approach to scientific activity significantly improves the institutional innovation ecosystem. Recommendations are provided for enhancing research output, policy alignment, and fostering a culture of innovation within universities.

The Scientific-Theoretical Foundations of Competitive Marketing Strategy

The search for sustained competitive advantage in increasingly turbulent markets demands a robust scientific–theoretical grounding of marketing strategy. This study synthesizes classical and contemporary theoretical lenses—industrial‑organization economics, the resource‑based view, dynamic capabilities theory, and institutional perspectives—to clarify the conceptual scaffolding of competitive marketing strategy. Using a structured qualitative content analysis of canonical and emergent literature, the article identifies the convergent constructs that underlie strategic positioning, differentiation, and value co‑creation. Results reveal that effective competitive marketing strategy rests on the integration of market orientation with firm‑specific learning routines that continuously reconfigure resources in anticipation of environmental shifts. The discussion elaborates a multidimensional framework linking advantage mechanisms (cost, differentiation, relational, and innovation‑driven) to measurable marketplace outcomes and offers implications for scholarly research and managerial practice.

Measuring the Impact of Revenues on the GDP Growth Rate in Iraq for The Period 2004-2022

Exploring the actual impact of public revenues on the gross domestic product (GDP) is one of the most important topics in the economic context. As a result of the extensive studies and research that have addressed the general budget and its components, as well as public spending and its distribution and disbursement mechanisms, this research constitutes a unique research study that addresses the importance of the actual impact of the development of public revenues and the actual impact they have on the performance of the GDP. Given that the Iraqi economy is a single-rent economy in terms of collecting public revenues, the researcher emphasized the importance of identifying the growth of revenues supporting the oil sector, given that most local economic activities suffer from structural distortions. Based on this, the research hypothesis was based on the importance of supporting the GDP with other revenues, despite the significant growth rates it has recorded, as demonstrated by the researcher in the research results. Therefore, the researcher recommends adopting modern mechanisms to diversify public revenues in the Iraqi economy.

The topic of practical economic development is the most important from an economic perspective. With the significant development in production tools and technological advancements, there is a real need to reconsider this concept and identify the basic requirements for maximizing theoretical thinking in developing economic resources, particularly human resources, which constitute the backbone of successive economic development. It has become clear to economic thinkers that possessing human capital trained and equipped with the latest technologies is one of the most important weapons for finding rapid solutions to advance economic development. Possessing capital is no longer of great importance compared to possessing intellectual capital, which keeps pace with economic development with various modern, creative ideas that possess innovation and renewal to move the economy forward. On this basis, the researcher concluded that the basic principles of economic development are based on the modern ideas possessed by the human element. The researcher recommended that developing countries focus on creating innovation by developing scientific research systems in research centers, universities, and public and private institutes to advance economic development in accordance with the modern perspective of sustainability.
