Abstract

This article examines the practical expression of the principle of "human dignity" within the context of public administration, focusing on its constitutional and legal foundations. By analyzing the role of human dignity in the governance model of Uzbekistan, the study highlights how democratic reforms and social policies prioritize individual rights and freedoms, thereby enhancing the welfare of citizens. The article delves into key constitutional provisions that emphasize human dignity as a fundamental value, reflecting the state's commitment to uphold justice, equality, and social well-being. Furthermore, the work explores the implementation of this principle through initiatives aimed at improving public administration efficiency and facilitating social justice. Special attention is given to the interconnection between human dignity and the "social state" concept, which underscores the state's responsibility to ensure equal opportunities and living standards for all citizens. The study concludes by affirming the centrality of human dignity in shaping public policies that promote individual and societal progress, thereby contributing to the overall development of the country.  ‎

INTRODUCTION

During the years of independence, peace, tranquility, solidarity, and tolerance have firmly taken root in
our country. Respect for the elderly, reverence for the younger generation, and feelings of kindness and

compassion have deeply settled in people's hearts. Honoring the memory of ancestors and continuing
their noble deeds, cherishing the elderly who have served the peace and prosperity of the nation, has
become an integral part of our spiritual life. The most significant goal of the New Uzbekistan, confidently
advancing along the path of independent democracy, is noteworthy for being aimed, first and foremost,
at implementing large-scale reforms designed to benefit our people. These aspects are also enshrined
in our Constitution. Specifically, Article 13 of Chapter II of our Basic Law states: "Democracy in the
Republic of Uzbekistan is based on universal principles, according to which a person, his life, freedom,
honor, dignity, and other inalienable rights are the highest value. Democratic rights and freedoms are
protected by the Constitution and laws." At the same time, the entire history of humanity, especially the
experience of the past century, repeatedly affirms the truth of the philosophical conclusion that "the
highest value is the human being."
Humanism, or "gumanizm" (from Latin "humanus" - "human"), is the belief that the human being is the
highest and incomparable value among all values in the world. In theory, humanism recognizes and
respects human emotions, hopes, and rights, and in practice, it is the concern for creating the necessary
conditions for a person to live a life worthy of the title "human." Valuing humanity represents the
timeless spiritual assets of human intellect and the ancient standards of life. Charity, generosity, and
kindness harmonize with the concepts of memory and dignity. Our esteemed President emphasizes that
every person living with hope does not wish to achieve their goals tomorrow, the day after, or sometime
later, but right now, today. They desire to be satisfied and content with their life, every day of it. This
noble goal and good deed is a thought connected to eternity. Indeed, pleasing people today will ensure
that our future is beautiful, unique, and filled with immense potential and power. Our great ancestor
Mir Alisher Navoi also wrote that if the issues troubling people are solved justly and their dignity is
respected, the nation will be happy, and the country will prosper. Truly, only when a person is educated
and raised in appropriate conditions and lives a prosperous life, can society and the state develop
harmoniously and sustainably. Therefore, today, the international community places primary
importance on human rights and freedoms, as well as on the ratings and standards related to these
concepts.
A human being should not be considered merely as a means to achieve the goals of the state and society
but rather as the central meaning and source of those goals, as well as the highest value. Historical
experience shows that the dignity of a person is primarily manifested in his natural right to life. This is
one of our greatest and most sacred values. This is because the concept of "human dignity" is closely
linked to the concept of the "social state." At the core of this idea lies the noble goal of exalting human
dignity and serving humanity.
It is well known that a social state ensures decent living conditions for every person based on the
principles of social equality and justice. It is a model of governance that effectively reduces social
disparities and provides assistance to those in need.
On September 19, 2023, during the general political debates of the 78th session of the UN General

Assembly in New York, our country’s leader expressed thoughts about the nature and essence of the

reforms in Uzbekistan. It was emphasized that our country is confidently advancing along the path of
fundamental reforms aimed at strengthening the principles of democracy and justice under the noble
idea of "For the Dignity and Interests of Humanity." The scale of the ongoing work in New Uzbekistan
is expanding day by day. We are witnessing unprecedented development in Uzbekistan, thanks to the
tireless efforts and initiatives of our Head of State. All the work and reforms aimed at ensuring the
peaceful and secure life of our people, protecting their interests, and elevating our country on the global

stage, as described by our President as "pleasing the people," are viewed as important strategic issues
in the development of our society.
The five priorities outlined in the Strategy of Actions for the Further Development of Uzbekistan, and
the seven priority areas aimed at ensuring its continuity, all focus on the individual. In short, the essence
of all the documents being issued revolves around meeting the material and spiritual needs of our

people, improving their quality of life, valuing their labor, enhancing our country’s prestige in the

international community, and other grand objectives. The importance of spiritual and educational
activities in realizing such noble goals is invaluable. Especially in the upbringing of the younger
generation, we must not overlook the significance of this work. Indeed, as our Head of State has noted,
issues such as "shaping a well-rounded generation, raising young people who are spiritually, morally,
and physically healthy, and turning them into active participants in ongoing reforms" place great
responsibility on the employees of the spiritual and educational sphere.
In Uzbekistan, alongside socio-economic sectors, special attention is also given to spiritual and
educational activities. For instance, in the inauguration ceremony on November 6, 2021, following his
re-election as President of the Republic of Uzbekistan, Shavkat Mirziyoyev spoke about the priority
areas for the next five years. When he advanced the principle "From the Strategy of Actions to the
Strategy of Development" as the main idea and guiding criterion, every person who listened to his
speech felt the progress of the nation, homeland, and state in the upcoming reforms. The inclusion of
spiritual and educational issues, alongside the political, economic, and legal matters crucial for the
further development of society, in the Development Strategy highlights the significance of this sector in
the progress of society.
"Spiritual and educational activities encompass processes related to the moral, educational, and ethical
views of individuals and are carried out through a series of events based on a clear plan." If we consider
that almost all of the reforms being implemented in our country are aimed at fulfilling the dreams and
aspirations of the people living here, we believe that this perspective is correct. Tasks such as raising a
well-rounded generation, nurturing morally and spiritually developed individuals, and educating the
younger generation are processes achieved through the organization of spiritual and educational
activities. These processes, which center on improving the quality of life for people, meeting the needs
of our people, and improving their living conditions, are clear reflections of our point that such
important strategic tasks are being implemented in public administration.
