IMPROVING THE EFFECTIVENESS OF SPIRITUAL AND
EDUCATIONAL TEACHING AT THE INSTITUTE: PROBLEMS AND
SOLUTIONS

Abstract:
Today, universities strive to ensure the normal functioning of the
educational process, the qualitative achievement of educational results that meet the
state standard, and the necessary level of motivation, health, and development of
students. Educational institutions are trying to switch from a functioning mode to a
development mode, purposefully engaging in innovative work. The purpose of this
article is to create a control system as one of the ways to improve the effectiveness of
education quality management.

The development of the education system in Uzbekistan today is characterized
by a search for new forms and methods of functioning of the system, an increase in
the variability of types of educational institutions and programs [9]. The positive
processes in the development of domestic education are reflected in the
decentralization of the management of educational institutions and the provision of
significant autonomy to them, the diversity of the network of educational institutions,
the new content and technologies of general education; providing students and their
parents with the opportunity to choose educational subjects, institutions; the
formation of the educational services market; the possibilities of multi-channel and
multi-level financing of educational institutions [8].
Modern education has transformed from a closed system into a dialectically
developing open system, which is created by society to perform socially defined

functions and cannot exist independently of society. The Law of Uzbekistan "On
Education" sets ultimate goals for the university, regulates its activities, but the
University chooses the ways to achieve these goals independently based on a
comprehensive analysis of the state and social order for educational services, the
willingness of the teaching staff to solve these tasks, the ability of the administration
to manage the university's self-development in modern conditions, the availability of
material and technical base [2].
The improvement of the educational system is largely determined by the
organization of its management. The fate of education and the development of Uzbek
society as a whole depends on how the problem of governance is solved [1]. The old
education management system has been largely destroyed, and a new one is being
created, while centralized management is inferior to the independence of regions,
districts, and educational institutions.
The concept of modernization of Uzbek education for the period up to 2025
determined that the main task of Uzbek educational policy is "to ensure the modern
quality of education based on the preservation of its fundamentality and compliance
with the current and future needs of the individual, society and the state" [4].
The problem of the quality of education is of concern not only to Uzbekistan,
but also to the entire world community [7]. Many developed countries are concerned
about the current state of education and are making attempts to improve its quality.
The urgency of the issue is primarily due to the global problems of humanity,
changing living conditions, and the demands of modernity. In order not to lose the
achievements of Uzbek education with all changes in general education, to create
conditions for self-realization and personal development, it is necessary to ensure
quality management of education at all levels [3].
The subjects of the educational process are university leaders, teachers,
students and their parents. For the consistency of their actions and the successful
achievement of educational goals in optimal ways, it is legitimate to raise the issue of
managing the educational process [10]. Management is based on the subject's
systematic knowledge of how the controlled process proceeds. However, in the

process of preparing and conducting a lesson, it is necessary to take into account the
shortcomings and limitations in the use of modern technologies, such as the problem
of teacher readiness and the information and educational environment [5].
Thus, the problem of research is generated by socially significant
contradictions between dissatisfaction with the quality of modern general education,
the need for constant improvement in accordance with the demands of the individual,
society, and the state, and the real possibilities of the traditional education system to
resolve these contradictions.
Today, there are various ways to improve the effectiveness of educational
quality management in an educational institution [6]. These include: accreditation of
an educational institution, a system for assessing the quality of education, monitoring
of the educational process, control, etc.
Studying the state of teaching and the quality of students' knowledge is
extremely important and significant for solving issues of improving teaching, for
managing the educational process. Timely information about the results of the
teacher's work and students' learning activities allows the head to quickly respond to
difficulties, provide targeted assistance and regulate the educational process.
Thus, among the various areas of improving the effectiveness of educational
quality management, an important factor in the management of the educational
process at the university is intra-university administrative control, which is the leading
management function designed to serve as feedback between the subsystems of the
educational institution.
