Аннотация

O’zbekistonda demokratik jamiyat qurish insonning tabiatga munosabatini o’zgartirishni, ekologik manfaatlarni iqtisodiyijtimoiy manfaatlar bilan tenglashtirishni, insonning tabiatga nisbatan mas’uliyatini oshirishni talab etadi. Respublikada mustaqillik yillarida ekologik – iqtisodiy tadbirlar tizimini amalga oshirishga muhim ahamiyat berilmoqda. Bu tizim amalga oshirayotgan iqtisodiy islohotlarning ajralmas tarkibiy qismi bo’lishi zarur. SHu sababdan tabiatdan foydalanish va uni muhofaza qilishning ilmiy asoslangan iqtisodiy mexanizmiga ega bo’lish va uni xo’jalik amaliyotida samarali qo’llash g’oyat muhimdir.

etadi. Respublikada mustaqillik yillarida ekologik – iqtisodiy tadbirlar tizimini
amalga oshirishga muhim ahamiyat berilmoqda. Bu tizim amalga oshirayotgan
iqtisodiy islohotlarning ajralmas tarkibiy qismi bo’lishi zarur. SHu sababdan
tabiatdan foydalanish va uni muhofaza qilishning ilmiy asoslangan iqtisodiy
mexanizmiga ega bo’lish va uni xo’jalik amaliyotida samarali qo’llash g’oyat
muhimdir. Zamonaviy mutaxassislar, birinchi navbatda iqtisodchilar tabiiy–
ekologik fikrlashga ega bo’lishlari, o’z faoliyatlarida tabiatdan oqilona
foydalanish va muhofaza qilish uslublarini qo’llab tabiatga zararli ta’sir
ko’rsatishning oldini olishlari, ekologik bexatar qaror qabul qilishlari lozim.
Iqtisodchilar va zamonaviy ishlab chiqarishning boshqa malakali mutaxassislar
o’zlarining har bir professional harakatlarini ekologik baholashlari kerak.
O’zbekistonda atrof muhitni muhofaza qilish milliy harakat rejasi va tabiiy
resurslardan oqilona foydalanish va tabiat muhofazasi bo’yicha mo’ljallangan
Davlat dasturi amalga oshirilayotgan hozirgi paytda bunday olib borilayotgan
bunday tadqiqotlarga talab katta. O’zbekiston Respublikasi Oliy Majlisi
Konunchilik palatasining Ekologiya va atrof-muxitni muxofaza kilish masalalari
kumitasi, TMK davlat kumitasi va Ekoxarakat tomonidan o`tkazilgan bir qator
davra suxbatlari.1 O’zbekiston Respublikasi Prezidenti I.A.Karimovning
«O’zbekiston XXI asr bo’sag’asida: havfsizlikka tahdid, barqarorlik shartlari va
taraqqiyot kafolatlari» asarida yer zahiralarining cheklanganligi va sifat
tarkibining pastligi bilan bog’liq havf to’xtovsiz ortib borayotganligi, ayni vaqtda
yer ulkan boylik bo’libgina qolmay, balki mamlakatimizning kelajagini belgilab
beruvchi omil ekanligi, shuning uchun ham yerlarni muhofaza qilish, ulardan
o’ta samaradorlik bilan va oqilona foydalanishni yo’lga qo’yish zamonamizning
eng dolzarb masalasi ekanligi alohida ta’kidlab o’tilgan. Ekologik xavfsizlikni
ta’minlash, tabiiy resurslardan samarali foydalanish, hududlarning tabiiy resurs
salohiyatini keng miqyosda o’rganish va ularning imkoniyatlaridan majmuali,
ilmiy asoslangan tarzda foydalanish mamlakatimiz oldida turgan dolzarb
masalalardandir.

Xozirgi davrga kelib ekologik nobarqarorlik o’choqlari deyarli barcha

viloyatlarda mavjud. Yuqori ekologik nobarqarorlik asosan lokal tusga ega.
Qoraqalpog’iston Respublikasi, Xorazm, Farg’ona va Navoiy viloyatlari eng
noxush hududlar hisoblanadi. Atrof muhit muammolariga orasi O’zbekiston
hududlari uchun quyidagilar katta ahamiyatga ega:
-atmosfera havosining ifloslanishi; · suv resurslarining ifloslanishi va chuchuk
suv yetishmasligi;
-aholining toza ichimlik suvi bilan yetarlicha ta’minlanmaganligi;
-tuproq sho’rlanishi va tanazzulga uchrashi; · qattiq chiqindilar shu jumladan,
zaharli sanoat chiqindilarining to’planishi; · oziq-ovqat mahsulotlari ifloslanishi;
-turlar xilma-xilligi majmualarining biologik mahsuldorligini pasayishi va
qisqarishi.

Ta'kidlash joizki, taqdim etilgan O‘zbekiston Respublikasining Atrof-muhit

holati to‘g‘risidagi Milliy ma'ruza ekologiya sohasida o‘ta muhim va yuqori
talabga ega bo‘lgan axborot resursi sanalib, u o‘n yildan ortiq vaqt mobaynida
chop etilmagan bo‘shliqni to‘ldirishga qaratilgan. Ma'ruza keng jamoatchilik
uchun ham, qaror qabul qiluvchilar va faoliyatning turli sohalaridagi
mutaxassislar uchun ham dolzarbdir. Hech kimga sir emaski, har bir nooqilona
faoliyat muqarrar ravishda har qanday davlatning ijtimoiy-iqtisodiy
rivojlanishining asosi bo‘lgan tabiiy muhit ob'ektlari va ularning holatiga ta'sir
qo‘rsatmay qolmaydi. Ekologik siyosat yangi O‘zbekistonning kun tartibida
muhim o‘rin tutadi. Vazirlik faoliyatini takomillashtirish, ekologiya va atrof-
muhitni muhofaza qilish sohasini transformatsiya qilish choratadbirlari, iqlim
o‘zgarishi va uning oqibatlariga qarshi kurashish bo‘yicha harakatlar,
daraxtlarning kesilishiga moratoriy, toza «yashil» energiyani joriy etish, qattiq
maishiy chiqindilarni boshqarish, «yashil» transport infratuzilmasini
rivojlantirish, muhofaza etiladigan tabiiy hududlar tarmog‘ini kengaytirish,
ekotizimlarni tiklash va bioxilma-xillikni saqlash, cho‘llanish va qurg‘oqchilikka
qarshi kurashish, ekologik qonunchilikni xalqaro standartlar asosida
unifikatsiya qilish, sohaga zamonaviy axborot texnologiyalarini joriy etish chora-
tadbirlari ijobiy tendentsiyalarni namoyon etmoqda. Davlatimiz rahbari Shavkat
Mirziyoyev tomonidan ilgari surilgan «Yashil Makon» tashabbusi chinakam
umummilliy loyihaga aylanib ulgurdi.

O‘zbekiston aholisi hamda iqtisodiyotining sezilarli ravishda o‘sishi

ijtimoiy-iqtisodiy va ekologik o‘zgarishlarning asosiy harakatlantiruvchi
kuchlaridan biri hisoblanadi. Shuningdek, rivojlanayotgan energetika

infratuzilmasi o‘sib borayotgan aholi soni, sanoatlashtirish va urbanizatsiya
sur’atlaridan ortda qolmoqda.

• Qishloq xo‘jaligida, shuningdek sanoatda (paxta, to‘qimachilik, yengil

sanoat, oziqovqat, kimyo, metallurgiya sanoatlari va h.k.lar) o‘rtacha yillik suv
iste’moli

yuqoriligicha

qolmoqda,

qurg‘oqchilikning

davomiyligi

va

chastotasining ortishiga olib keluvchi suv tanqisligi esa iqlim o‘zgarishi tufayli
kuchayib bormoqda. Aholining o‘sishi yuqori sifatli ichimlik suviga bo‘lgan
talabning oshishiga olib kelishi kutilmoqda. Suv havzalarining ifloslanishi (yer
usti va osti) oqova suvlarni tozalash inshootlarining samarasiz ishlashi
natijasida yuzaga keladi. Bunda, asosiy ifloslantiruvchi obyektlar sanoat, qishloq
xo‘jaligi va kommunal korxonalar hisoblanadi. Suv sarfini qisqartirish, qayta
tiklanadigan energiya manbalaridan foydalanish va qayta ishlash
texnologiyalarini joriy etish, shahar hamda qishloq aholisi uchun barqaror
yechimlarni ilgari surish bo‘yicha qator ishlar olib borilmoqda.

• Atmosfera havosining statsionar va ko‘chma manbalardan ifloslanishi

noqulay iqlim sharoiti tufayli kuchayib bormoqda. Bu, o‘z navbatida, asosiy
tarmoqlar: energetika, neft va gaz sanoati, metallurgiya, kimyo sanoati, qurilish
sanoati faoliyati, shuningdek avtotransport vositalari sonining o‘sishi bilan
bog‘liq. Shu bilan birgalikda, kuzatuvlar olib borilgan shaharlarning aksariyatida
asosiy ifloslantiruvchi moddalarning o‘rtacha yillik konsentratsiyasi maksimal
ruxsat etilgan konsentratsiyadan (MRK) past bo‘lib qolmoqda. Hozirda uglerod
oksidi va uglevodorodlar tashlamalarining kamayishi kuzatilmoqda, biroq, ayni
paytda azot oksidi va qattiq zarrachalar tashlamalari esa ortib bormoqda.
Tashlamalarning eng katta hissasi energetika (76%) va qishloq xo‘jaligi (18%)
tarmoqlariga to‘g‘ri keladi.

• O‘zbekistonda yer resurslarini boshqarishda ham salbiy, ham ijobiy

tendensiyalar kuzatilmoqda. Salbiy tendensiyalar o‘z ichiga tabiiy-iqlim omillar,
shuningdek antropogen faoliyat tufayli cho‘llanish jarayonlarining rivojlanishini
oladi. Ijobiy tendensiyalar sirasiga yashil maydonlar hududini ko‘paytirish, paxta
maydonlarini qisqartirish, don, sabzavot, meva va ozuqa ekinlari maydonlarini
ko‘paytirish, shuningdek suvni tejaydigan sug‘orish texnologiyalarini joriy
etishni davlat tomonidan qo‘llab-quvvatlanishini oshirish bo‘yicha chora-
tadbirlarni amaliyotga tatbiq etishni kiritish mumkin.

• Yerlarning degradatsiyasi va cho‘llanishining sabablaridan biri, bu suv

resurslaridan haddan ortiq foydalanishdir. Nooqilona sug‘orish amaliyoti,
shuningdek, keng ko‘lamdagi qayta ta’mirlashga muhtoj bo‘lgan eskirgan suv
ta’minoti infratuzilmasi Orol dengizining qisqa vaqt ichida cho‘llanishi va

qurishiga olib keldi. Bir paytlar dunyodagi eng yirik ichki dengizlardan biri
bo‘lgan Orol dengizi, uning irmoqlaridan suvni boshqa yo‘lga (o‘zanga) burib
yuborgan yirik sug‘orish loyihalari tufayli keskin qisqardi. Ushbu ekologik
falokat biologik xilma-xillikning yo‘qolishi, baliq zaxiralarining keskin
kamayishiga olib keldi hamda mahalliy aholining turmush tarziga salbiy ta’sir
ko‘rsatdi.

• O‘zbekistonda suv muammosi serqirra bo‘lib, u jo‘g‘rofiy, iqlimiy,

iqtisodiy va boshqaruv omillarining uyg‘unligi bilan bog‘liq. Mamlakatning
qurg‘oqchil va yarim qurg‘oqchil iqlimi cheklangan suv resurslari bilan uyg‘un
ravishda suv resurslarini barqaror boshqarish uchun jiddiy muammolarni
keltirib chiqarmoqda.

Sanoat binolari va inshootlarini loyihalash bosqichlari

-Texnik topshiriqni tayyorlash va buyurtmachi bilan muvofiqlashtirish.
-Kerakli dastlabki hujjatlar ro'yxatini aniqlash.
-Shartnoma loyihasini tayyorlash va buyurtmachi bilan kelishish.
-Buyurtmachi va nazorat organlari bilan loyihani muvofiqlashtirishni amalga
oshirish.
-Uch o'lchovli dasturiy ta'minot majmualarida 3D qurilish modelini bajarish.
-Ishlab chiqarishga o'tkazish.
-Xaridorning ob'ektini jihozlash va etkazib berish.
-O'rnatish sxemalarini bajarish.
-Ob'ektda bajarilgan barcha turdagi ishlar uchun PPR-ni bajarish.

-GOST 27751-88 (ST CMEA 384-87) "qurilish inshootlari va poydevorlarining
ishonchliligi. Hisoblashning asosiy qoidalari";
-SNIP 31-03-2001"ishlab chiqarish binolari";
-SP 56.13330.2011 "ishlab chiqarish binolari";
-SNIP 2.03.11-85"qurilish inshootlarini korroziyadan himoya qilish";
-Farmatsevtika sanoati binolari GMP yaxshi ishlab chiqarish amaliyotining
xalqaro standartiga qat'iy muvofiq ravishda amalga oshiriladi;
-Xalqaro IFSGA muvofiq oziq-ovqat sanoati binolari;
-Ma'lumotlar markazi binolari xalqaro miqyosda qat'iy ravishda EIA / TIA-942
"ma'lumotlar markazi telekommunikatsiya infratuzilmasi standarti".
Yuqoridagi standartlar binoning dizayn xususiyatlariga, ularning dizayni va
bezaklariga yuqori talablarni qo'yadi, masalan: kimyoviy agressiv muhitga
qarshilik, antistatik, ekologik toza va boshqalar.

Sanoat binolari va inshootlarini loyihalash xususiyatlari

Me'morning sanoat binosi loyihasini ishlab chiqish bo'yicha ishi nafaqat eskiz
rasmini tuzish, uni yanada rivojlantirish va fazoviy rejalashtirish echimini taklif
qilish bilan bog'liq. Arxitektor ishi davomida, masalan, bunday maqsadlar uchun
binolar uchun asosiy talablarni hisobga olish kerak:
-Binoning funktsional imkoniyatlari;
-Iqtisodiy maqsadga muvofiqlik;
-Binoning texnik xavfsizligi;
-Badiiy qadriyat va ekspressivlik.
Muhandislik va kommunikatsiya tizimlarini loyihalash juda muhimdir, chunki
ishlab chiqarish jarayonining samaradorligi ko'p jihatdan uning uzluksiz ishlash
imkoniyatiga bog'liq.
