A NEW STAGE IN TRAINING MID-LEVEL PERSONNEL IN THE LEGAL
EDUCATION SYSTEM

Abstract.
This article highlights the implementation of principles ensuring the
attractiveness of education that has been successfully tested abroad, based on the principle of
voluntariness in continuous professional education. It discusses professional education as a
primary tool for preparing specialists for professional activities, as well as the activities of legal
colleges, the coverage of graduates by higher education, their employment issues, the application
of modern information technologies in educational processes, and the experiences of developed
foreign countries. Furthermore, the article analyzes the application of these experiences to
professional educational institutions and proposes relevant recommendations in this regard.

Currently, the legal education system plays a crucial role in strengthening the country's
legal system and raising legal awareness. The preparation of qualified legal professionals who
meet the demands of the modern era requires the improvement of the legal education system. This
article explores the main directions for developing the professional legal education system.
Today, educating the emerging generation to be intellectually capable and sharp, and
providing them with solid knowledge, is directly linked to the high level of expertise of
professionals. As we all know, the global socio-economic processes occurring at the beginning of
the 21st century are reshaping the ideological and philosophical image of the world and demanding
the formation of new thinking and worldview. This requires significant reforms in the education
system, and it is no exaggeration to say so. At present, the material and technical base of vocational
schools, colleges, and technical schools has been strengthened, and the quality of education is
continuously improving. Simultaneously, the system of retraining pedagogical staff has also been
established.
In the new Uzbekistan, democratic values are developing, and citizens are actively
participating in the economic and political life as active subjects, contributing to the formation of

a civil society. This, in turn, highlights the need to equip the younger generation with the ability
to learn and acquire education throughout their lives. Continuous education creates the necessary
conditions for the development of a creative, socially active, and spiritually enriched individual.
In the unified system of continuous education, school preparedness plays an important role.
On May 24, 2024, the President of the Republic of Uzbekistan issued Decree PF-80 "On
further increasing the responsibility of justice bodies and institutions within the framework of
administrative reforms and forming a compact management system."
Based on this Decree, four qualification improvement centers within the Ministry and its
affiliated organizations will be merged, and a Legal Personnel Retraining and Qualification
Enhancement Institute will be established.
At Tashkent State University of Law (TSUL) and the Legal Personnel Retraining and
Qualification Enhancement Institute, scientific-methodological and consultative support will be
provided for the activities of justice bodies and institutions. Scientific and innovative research will
be conducted in the field of law enforcement, and a system of field-based scientific inquiry will
be introduced to address legal issues.
Legal lyceums will be established in Namangan and Samarkand. The "school-lyceum-
technical school-university" system will be implemented by organizing "Law classes" and
providing in-depth law education in 2,080 schools to train legal personnel.
Currently, there are 5,077 students enrolled in legal technical schools.
Qualification requirements, curriculum plans, and subject programs for the specialty
"Jurisprudence" will be developed based on the European Credit Transfer and Accumulation
System (ECTS) in legal technical schools.
It is emphasized that the promotion of legal awareness and legal culture among young
people, as well as the formation of legal immunity against factors negatively influencing their legal
education, will be guided by the idea of "The future of the country—law-abiding and intolerant
youth towards offenses." Justice bodies and institutions, including Tashkent State University of
Law and legal technical schools, will play an essential role in this regard.
The goal is to shape an intolerance towards legal violations among youth, instill respect for
laws, strengthen their sense of belonging to the country's fate, and foster patriotism through
organizing complex legal advocacy events. This includes:
- Organizing events such as "Legal Aid to My Peers" through visits to justice bodies and
institutions;

- Enhancing the prestige and reputation of the legal profession, cultivating respect and pride
among youth for this profession, and encouraging them to gain legal knowledge through practical
activities;
- Establishing an online legal literacy school aimed at increasing the legal knowledge of
youth and offering free legal educational courses;
- Holding "Legal Knowledge Month" in educational institutions and organizing various
seminars, training sessions, and competitions on legal topics to encourage youth to improve their
legal knowledge.
The Ministry of Justice is responsible for organizing events that focus on increasing legal
knowledge among young people. They are also working to comprehensively develop the activities
of legal technical schools, improve their legal status, and elevate education quality to an
international level.
To improve professional legal education, it is essential to focus on the following areas:
revising educational programs based on modern demands, increasing the share of practice-oriented
subjects, introducing specialized courses in legal technologies and innovations, and expanding
courses on international law.
It is crucial to train highly qualified teachers in legal disciplines and continuously update
their knowledge. To achieve this, it is necessary to organize professional development programs
based on foreign experiences and encourage teachers to participate in international legal
conferences and seminars.
