Abstract. This article highlights the role and importance of quality education in the

development of society, explains the concept of quality education, analyzes the relationship
between education and development, and discusses the educational reforms implemented in
Uzbekistan in recent years. At the same time, it also discusses existing problems and their
solutions.

ОБРАЗОВАНИЕ — ОСНОВА РАЗВИТИЯ

Аннотация. В статье освещаются роль и значение качественного образования в

развитии общества, разъясняется понятие качественного образования, анализируется
взаимосвязь образования и развития, обсуждаются образовательные реформы,
реализованные в Узбекистане в последние годы. В то же время обсуждаются
существующие проблемы и пути их решения.

Quality education this is the students deep knowledge, independent thinking, critical

analysis, creative approach and modern from technologies use to take skills formative is a
system. World bank, UNESCO, Uzbekistan Republic President's decisions and other in
documents good quality education following criteria based on is evaluated:

-

relevance of curricula;

-

teacher qualifications;

-

Educational infrastructure;

-

Innovative approaches;

-

Fairness and openness of the evaluation system.

Quality education is not just about imparting knowledge, but also includes nurturing,

personal development, social responsibility, and civic awareness.

In today's era of globalization, it is important to invest in human capital to be

competitive. Such capital is formed precisely through education. The example of developed
countries (Finland, Singapore, South Korea, Canada) shows that their economic growth is based
on a quality education system. The key to development is innovation. And the basis of
innovation is modern knowledge. If there is quality education in a society, it leads to the
development of science, economic stability and a stable political system.

At the initiative of the President of the Republic of Uzbekistan, Shavkat Mirziyoyev,

fundamental reforms have been implemented in the education system in recent years. Some of
them are:

-New Uzbekistan Schools Project;
- Activities of the Agency for the Development of Science and Innovations;
- Reorganization of the professional education system;
- New centers for advanced training of pedagogical personnel;
- Digital education platforms;
Since 2022, the number of higher education institutions has exceeded 200. Branches of

foreign universities have been opened, indicators in international rankings are improving. Social
protection of teachers is being strengthened, their monthly salaries are being increased.

Analysis shows that in recent years, the rate of entry into higher education among school

graduates has increased. This is evidenced by the improvement in the quality of education.
Interest in education has increased, especially among girls. At the same time, there are the
following problems:

- Lack of teachers in some schools;
- Low professional qualifications of existing teachers;
- Insufficient attention to practical knowledge;
- Outdated textbooks;
- Problems in the evaluation system.

These problems negatively affect the quality and efficiency of education. The quality of

education can be improved by implementing the following measures:

-

continuous professional development of teachers;

-

Widespread implementation of the STEAM (Science, Technology, Engineering, Arts,

Mathematics) approach;

-

Ensuring continuity between schools and universities;

-

Implementation of international assessment systems (PISA, TIMSS);

-

Creating modern, interactive textbooks;

-

Providing students with innovative project-based education.

Also, providing social incentives (housing, loans, scholarships) to teaching staff will

motivate them to perform qualitatively.

The new version of the Constitution, adopted by referendum on April 30, 2023, placed

special emphasis on education. The following are some of the main changes:

1. The right to education is guaranteed

Article 39 clearly states that education is a constitutional right of every person:
"Everyone has the right to benefit from the achievements of science, technology, and

culture. Everyone is guaranteed access to education."

2. Compulsory education period extended
According to Article 40 of the new edition:
The state provides free and compulsory general secondary education, secondary

specialized and vocational education.

3. Free education and government assistance
The following new provisions appeared in the Constitution:

-

The state has created opportunities for free education;

-

Provides grants, scholarships, and benefits to talented students;

-

Helps children from low-income families get an education.

4. The status of teachers has been strengthened
The new edition also includes an important clause about the role of teachers in society:
"The work of teachers is valued, and their legal and social protection is ensured."
In conclusion, constitutional changes will serve the sustainable development of the

education system, the formation of human capital, and the strengthening of the foundation of
development. These reforms serve as an important basis for educating a potential generation that
is thirsty for knowledge. Quality education is the main factor of any development. The kind of
people who are growing up in society today will be the generation that will lead the state
tomorrow. Therefore, the future of Uzbekistan depends on how today's education system is
formed. Investment in education is the most important and profitable investment for the future. If
each of us acts responsibly to improve the quality of education, the prosperity of our country will
be ensured.
