INTRODUCTION
In the statement of the President of the Republic of Uzbekistan
“
On the
approval of the concept of the development of the higher education system of the
Republic of Uzbekistan until 2030
”
, three directions of the development of
modern education were determined [5].
Special attention is paid to the importance of the
“
incon capital
”
factor in
youth development and comprehensive support of the work carried out in this
direction. In it, as one of the most important problems of the higher education
system, the problem of developing the professional culture of the students is paid
special attention to the improvement of the future students
’
professional skills.
Development of professional culture of the student of medical education requires
him to fully understand his future professional position, requires him to
understand the criterion that determines his future activity. In order to solve this
problem in medical education, it is necessary to develop the professional,
scientific and technological development of medical education, to form the
professional culture, modern approach, spiritual and moral idea of the medical
education. In today
’
s education system in Japan, it is important not only to impart
knowledge to the students, but also to change their attitude towards the social,
cultural and natural environment. The main direction of modern education in the
field of medical education is to form and develop the future doctor in a strong way
to the society and train him in the spirit of innovation.

It consists of elucidating the issues of using competence of higher education
through working with literature, studying sources and analyzing data.
METHODS
Working with literature, theoretical and practical analysis.
DISCUSSION OF THE OBTAINED RESULTS
Today, in many researches, the validity of Cukpot
’
s idea of
“
virtue first, then
knowledge
”
is being recognized again and again, because his culture is not
measured by his knowledge. That
’
s why today, in order to train the future doctor,
it is necessary to provide medical education and develop medical culture. In
higher medical education today, connecting the pedagogical system with medical
pedagogy, medical pedagogy is evident in the fact that we are not forming
students in medical education who have up-to-date knowledge of the field of
education, who can apply the innovations in medicine to education, and who have
acquired medical knowledge, skills and qualifications. According to the
researcher A.C. Zapecotskyi,
“
Education and learning do not create an ideal
emotional-emotional environment, without which there will be neither a child
nor a real social worker. Therefore, the main direction of personality formation in
the system of higher education should be socio-cultural direction, because a
person who does not have spiritual and moral culture cannot fully express himself
in society. [4; 184 b]
For a student, education is a Japanese channel of teaching, learning and
brewing.
Today we can increase education in two ways: External
–
the educational
environment, study notebooks, notebooks, textbooks and visual training (internal
reproduction of medicine and medicine);
Internal
–
differences and changes specific to the student (knowledge,
activity level, ability and worldview)
In the field of medicine, it is possible to close the medical culture, as the
vociferous person in the field of medicine.
The science of pedagogy
in the medical higher educational institution
determines the social environment, the goal of medical education, and directs the
medical student to the development of professional competence, spiritual and
professional development of the student.
Pedagogy at the medical university determines the development of a person
in social interaction. Medical pedagogy provides a framework for determining the
goals in medical education, mastering the skills of professional competence and
professional development.
Analyzing the word
“
competence
”
in medical education, it is determined by
the relative and practical skills of the student of medical education in carrying out
professional activities. They also found a talent for professional activities,
a medical talent, and a high level of medical knowledge to form the character of a
doctor in Japan.
The purpose of higher medical education is the formation of skills such as
competence, responsibility, serious attention to medicine, and enthusiasm in the

future doctor. In this way, two scientific aspects of medical activity are clearly
demonstrated:
the second step
in the activity is value, which is related to self-
awareness in the activity, individuality in the activity, acceptance and development
of the humanistic approach;
the second one
is related to the technological
assimilation of the culture and the combination of activities. In front of higher
medical education, there is a task of harmonizing this inventive step, which
determines the level of professional and personal development of the future doctor.
This general global orientation defines the basic tasks of education. It can
be clearly explained by the training and practical training conducted by the
teacher who prepares the future doctor, but the behavior of the pedagogue can be
clearly demonstrated in it. The general and specific criteria set in the medical
education system is called the definition of clinical criteria.
During the research, the scientist researches three important functions of
pedagogy:
–
analytical
–
comparative study, description, generalization, interpretation;
–
forecasting
–
development of scientific recommendations for effective
management, goal setting and educational strategy;
–
projective
–
constructive
–
implementation of new pedagogical technology,
pedagogical system, innovative system, pedagogical research results. [5]
It is necessary to reconcile the scientific and practical task of pedagogy with
the task of medical education. The main task of medical education is to determine
the law that defines the educational system, the tendency to develop the principle.
The science of pedagogy also determines the development of the general
trend of higher medical education, which can be legalized with positive results in
the field of pedagogical research. To such trends and laws, we must adhere to the
following: organization of the educational system according to the set goals, step-
by-step implementation of the cooperation of the teacher and the student in the
organization of the general strategy of the educational system;
–
to determine the practical direction of training a medical student for
pedagogical activity, taking into account the practical knowledge and practical
skills of the medical student in carrying out professional activities and the
educational results;
–
to develop the integrative principle of training the professional thinking
of the medical student from the clinic to the clinical level and for the systematic
development of independent activity.
The use of the spiritual-physical, socialization component of developing a
future doctor in the educational system is determined based on the necessary
requirements of the State Education Department, the training program, the
training program for practical training, the ability to model and solve the
problems that arise in the school.
Determining these patterns and trends is related to the global task of
pedagogy in the field of higher medical education, the development of an
innovative pedagogical system. The well-known Polish scientist V. Okon says that

the implementation of the innovative pedagogical system is related to the
principle and principle of teaching. It increases the most important aspects of
teacher and student activity: innovation, scientific essence, availability and
consistency of educational content, increase of teaching methodology, its
deontological and professional orientation.
Some scientists who studied the personality from the socio-psychological
and pedagogical point of view point to its clear physical power. According to Ulap,
while living and acting in a certain socio-physical society, his character is
determined by the social conditions of this society, thus, the person himself is
influenced by the economic (social-pofeccional) and environmental (educational
and professional conditions of higher education) environment) is recommended
[3; 224 b].
Today, in the period of renewal of our country, the economic, social and
cultural outlook of our country requires the formation of a culturally and socially
developed community. In this future healing, incompetency, spiritual knowledge,
development, self-awareness, understanding of the true meaning of one
’
s life and
faith in the future, understanding of one
’
s own life, inner world, striving for
modern knowledge, creativity for an active life, new knowledge, economic and
social-cultural He says that he is ready to stay up to date with the situation.
That
’
s why today it is important to organize an educational institution that
develops the field of medical education and discovers medical culture. Today, in
the system of higher medical education, it is not only useful as a training complex
that can be used to provide information, but also as a means of improving the
ability to solve problems of life in terms of mutual interaction and cooperation
between teachers and students.
Today, the solution to the problem of integration of medical education in
our country is carried out in the general direction of modernization of the local
national medical education system. These two areas
–
health protection and
education
–
are closely related, and the importance of medical education, its role
in strengthening the well-being of the population, its scope and purpose are being
debated. Today
’
s modern medical education must be accessible to everyone, of
constant high quality, multifaceted, equipped with modern technology, and able
to meet the needs of health care.
We have a lot of opportunities to modernize the higher medical education
in our country. First of all, in the example of the great scientist Abu Ali Ibn Sina,
the descendant of the medical doctor, we will find the solid formation of
independence, compassion, love for others, selflessness, and an active life
position.
Although a lot is said about the problem of developing the medical culture
of the future doctor in the recently conducted observation and research, the stage
of the work being done in this area is highlighted. According to the opinion of the
sample we researched, the competence of the medical staff is explained by the

conviction that professionalism is due to all factors, including culture and moral
standards.
When studying the problem of modernizing higher medical education in
Yukapi, it is necessary to pay special attention to the development of the future
doctor
’
s professional culture. For this purpose, it is important to develop the
professional culture of medical students, to awaken the concept of loyalty to
others, and to teach them to be responsible.
At the same time, studying practice in the field of medicine increased the
shortage of higher education in this field. A.N. Baptko, A.M. Izutkin, Yu.P. Litsyn,
I.F. Matyushin, E.P. Mikhaylovcka-Kaplovalap stated that the problems related to
the spiritual healing of the healer, including the confrontational relationship with
the patient, are contrary to the spirituality of the healer.
–
defamation, violation
of public and national standards, violation of biomedical ethics, professional
irresponsibility, co-optation, etc. from the sentence Shulap.
Instilling medical culture in medical education is a way to form a foundation
for the future doctor
’
s self-improvement internal mechanism. This approach
makes it possible to train the future doctor as a person with high professional
qualities, in a certain social environment, with medical non-optimal competence.
In this direction, today A.A. Petpova is studying the ethnopedagogical
culture of the general practice physician, O.V. Denicova is studying the
psychological mechanism of the physician
’
s professional identity,
L.V.Mupzagalina
’
s formation of the physician
’
s personal identity in higher
education, C.I. Kulikova
’
s pedagogical approach of the physician
’
s professional
activity and This includes the self-exaggeration of a patient with an xponic
pathologist, O.V. Papakhina
’
s study on the impact of the educational system of the
medical nursing system on the development of medical nursing, L.V. Bogdanova
’
s
work on the issue of communicative development of the future doctor.
The goal of medical education is the personal and professional formation of
the future doctor, the development of his general culture, the initiation of self-
education, and the formation and development of medical culture. Medical culture
is related to the formation of the following virtues in the future medical practice:
intentionality as a map of attention to one
’
s own development; creativity, as the
ability to own one
’
s creativity; in terms of mutual respect, mutual respect for
others; the ability to defend the principle; individuality; empathy
–
the ability to
understand the inner world of another person, the state of perceiving him
physically, cognitively and existentially; to reveal and realize one
’
s own potential.
In order to solve the problem of medical culture in the higher medical
school, the following tasks are solved: to introduce the future doctor to the artistic
and ecstatic aspects of culture, to work on his own, to develop the desire for
beauty, to develop the moral aspect of self-discipline, to follow the rules of
medical ethics, It is necessary to form the skills of acquiring knowledge,
qualifications.

In addition, medical education should serve one purpose of training and
development of the patient: it is manifested in the holistic development of the
patient person, which means the importance of cultural, social, moral and
professional development in the future doctor.
Such demands placed on the students of medical higher education are
determined by the social framework of modern society and the state, which is
focused on the development of a person living in a changing social and natural
environment.
In this regard, we emphasize that the professional culture of the future
doctor is based on three basic principles, and we emphasize that it is important
to adhere to the rules of medical ethics, the doctor-bemop relationship, and the
formation of professional activity. The critical aspect of the professional culture
of the future doctor: lack of knowledge and adherence to medical-ethical
principles in professional activities; a high level of knowledge of strong behavior
skills and abilities of a person for basic life situations; It is manifested in the ability
to behave in a morally inadequate and inappropriate way in his communication
and activities. In this sense, it is important to form the professional culture of the
future doctor, and secondly, it is important to form a future professional doctor
with a high moral culture.
Formation of medical culture in the future hospital is one of the urgent tasks
of the pedagogic student in medical higher education, which, in turn, includes the
development of professional activity. A student studying at a medical university
in Japan begins to define his own life path, and the future doctor determines his
own life path, and the speedy activity of the future doctor depends in many ways
on the student
’
s education and perfect knowledge. In education, it is important to
use the educational opportunities of the educational environment, the existing
professional and personal skills of the teacher and the personal skills of the
students, and the development of the institution. The close pedagogical
partnership between students and professors-teachers in the single educational
institution of the institute is the basis of the implementation of the training
program and the quality education program.
In our opinion, one of the serious problems in medical education today is
the fact that the technology of this work has not been developed at an advanced
level. Therefore, it should be noted that the development of the student
’
s
professional culture is an important task that responds to the modern technology
(new pedagogical tools, psychological methods, tools and forms), modern socio-
economic, spiritual and spiritual conditions, and the development of the spiritual
condition of the doctor.
After examining the educational and clinical work carried out in the past
three years for the students of medical higher education in Japan, we came to the
conclusion that it is problematic to use the doctor who divides the student
’
s free
time in the interest of developing the medical culture in Japan. It is worth noting

that we kissed the Japanese flag of brewing the medical culture of the future
doctor.
In order to determine and explain the purpose, task and content of the
future medical education in Japan, as well as the method of its organization and
the choice of the voice, a survey was conducted among the 2nd year students
(150 people) who are studying in the field of
“
Medical Pedagogy
”
. In this case, it
was possible to determine the importance of the chosen method and the student
’
s
attitude towards it.
In order to determine the responsibility of the medical profession and the
painful concept of medical culture, we asked what do you mean by
“
Medical
culture
”
? 55% of the students answered that
“
Medical culture is the doctor
’
s good
manners, the ability to communicate with the patient, and the seriousness of his
work.
”
he added.
Therefore, it is important to evaluate the set of personal characteristics of
professional importance from the medical education student to the medical
practitioner, to determine the importance of this characteristic and the extent of
this characteristic.
Rating on a 5-point scale increased. In assessing the importance of a certain
professional activity, 60% of students increased the need to be a doctor in the
field of medicine, and 40% increased the need to have a good knowledge of
professional culture, pedagogic-psychological knowledge.
Then he asked the student,
“
Do you think that a healer should be a person
with high morals?
”
and
“
Do you think it is wrong to abuse the deontologist of a
doctor?
”
was asked.
When asked what is the importance of the communicative competence of
the doctor in his professional activity, 62% of the students said that the
communicative competence in the professional activity serves as a contributing
factor to the development of the acquired knowledge in practice, and 48% of the
students said that the communicative competence is a helpful factor in the
scientific knowledge gained in the activity.
Conclusion. Based on the above analysis, we can say that in preparing the
medical student for professional activities and developing the medical culture of
the student, special attention should be paid in the educational institution of the
higher medical school and its educational support should be provided. Today, in
the medical higher educational institution, there has been an increase in the
number of research opportunities in the field of education, training, professional
activity, communication competence of the future doctor, application of
innovation in medical education as a separate topic.
