ORGANIZATIONS

This article highlights the unique role and importance of

Uzbekistan’s cooperation with international organizations.

Uzbekistan is actively strengthening its cooperation with major

international organizations to promote sustainable development, regional
security and social progress. Cooperation with the United Nations, the
Organization for Security and Cooperation in Europe and the Shanghai
Cooperation Organization is of the utmost importance. Uzbekistan closely
cooperates with the UN in various fields, including economic development,
human rights, health and education. As an OSCE partner, Uzbekistan strives to
strengthen regional security, democratic governance and human rights.
Uzbekistan is a full member of the SCO, a key regional alliance focusing on
security, economic cooperation and cultural exchange in Central Asia and
beyond.

The OSCE High Commissioner for Minority Peoples noted that Uzbekistan is

a full participant in the OSCE. The mandate of the High Commissioner is to
provide early warning of conflicts related to the problems of national minorities
and, where necessary, to take emergency measures at the earliest possible stage.
Our goal is to contribute to the stabilization of interethnic relations in your
country, says the High Commissioner. “We want more efforts to be made by
representatives of ethnic minorities to make a worthy contribution to the well-
being, peace and prosperity of the country” [1]. The work of the High
Commissioner is particularly relevant in the case of Uzbekistan, a country with
more than 140 nationalities and ethnic groups. This approach is closely aligned
with the reforms being implemented in Uzbekistan and its commitment to
strengthening national unity, social cohesion and protecting human rights.
Uzbekistan, in cooperation with the OSCE and other international partners, is
promoting policies that protect the dignity of all its citizens, regardless of their
nationality, and that provide an inclusive environment for sustainable peace and
development.

On June 22, 2018, the UN General Assembly adopted a resolution

“Strengthening regional and international cooperation to ensure peace, stability

and sustainable development in the Central Asian region” [2]. This resolution,
initiated with the active support of the countries of the region, including
Uzbekistan, emphasizes the importance of collective action to promote security,
regional connectivity, environmental protection, sustainable economic growth,
and respect for sovereignty and territorial integrity. It also reflects the growing
international recognition of the role of Central Asia in ensuring the stability of
the wider Eurasian region. The adoption of this resolution by consensus
demonstrates the commitment of the international community to support
regional initiatives aimed at building long-term peace, promoting dialogue, and
enhancing sustainable development throughout Central Asia.

In his speech, the head of Uzbekistan announced that a high-level

international conference on Central Asia would be held in Samarkand in
November 2017 under the auspices of the United Nations, and proposed
adopting a special resolution at its conclusion to support the efforts of the
Central Asian states to ensure security and strengthen regional cooperation [3].
During his speech, the President also proposed adopting a special UN resolution
on the results of the conference. This resolution will serve to officially support
the efforts of the Central Asian states to strengthen regional cooperation, ensure
long-term peace and stability, and develop mutually beneficial partnerships. The
initiative reflected Uzbekistan’s growing role as an active contributor to regional
integration and its commitment to multilateral diplomacy based on the
principles of dialogue, trust, and mutual respect.

On June 26, 2018, the Shanghai Cooperation Organization People’s

Diplomacy Center was established in accordance with the Resolution of the
President of the Republic of Uzbekistan No. PQ-3807 “On measures to provide
state support for the establishment of the Shanghai Cooperation Organization
People’s Diplomacy Center in Uzbekistan” [4]. The establishment of this center
reflects Uzbekistan’s active approach to developing soft diplomacy, cultural
exchange and civil society dialogue within the SCO. As one of the most influential
regional organizations in Eurasia, the SCO plays an important role in ensuring
peace, stability and development in its member states. Recognizing this,
Uzbekistan has established itself as a center for developing people-to-people
cooperation and building trust between the various states that are part of the
SCO. The main task of the SCO Center for Public Diplomacy is to support
initiatives aimed at strengthening mutual respect and understanding between
the peoples of the member states. It serves as a platform for dialogue between

non-governmental non-profit organizations, academic institutions, youth
groups, cultural representatives and other representatives of civil society.

The Center organizes conferences, cultural events, educational programs

and joint projects that highlight the common history, traditions and values of the
SCO countries. By engaging in public diplomacy and soft power, the Center
promotes regional solidarity and complements official diplomatic channels. This
helps to bridge gaps in dialogue, reduce stereotypes, and contribute to a more
integrated and cooperative SCO region. In addition, it emphasizes the
importance of people-to-people interaction in addressing common challenges
such as extremism, climate change, and economic inequality. The initiative also
reflects the broader goals of Uzbekistan’s foreign policy, which is aimed at
creating an open, regionally connected, and stable and prosperous Central Asia
under the leadership of President Shavkat Mirziyoyev. Uzbekistan, through the
SCO Center for Public Diplomacy, emphasizes its commitment to international
cooperation based on mutual benefit, respect for cultural diversity, and the
establishment of lasting peace.

In short, Uzbekistan's cooperation with the UN, OSCE, and SCO reflects its

balanced approach to international relations - combining global development
goals with regional security and economic integration. This cooperation plays an
important role in supporting Uzbekistan's internal reforms, improving
governance, and strengthening peace and stability in Central Asia. Uzbekistan
aims to deepen cooperation with these and other international organizations in
order to move forward and achieve sustainable development and regional
prosperity.
