This blog post highlights the outcomes of the international conference on "Problems and Solutions in Increasing the Legal Literacy of Persons with Disabilities and Providing Free Legal Assistance," held on September 28, 2024. It emphasizes the legal challenges faced by persons with disabilities in Uzbekistan, particularly the low awareness of their rights despite comprehensive legal protections. The article reviews the rights enshrined in the Law of the Republic of Uzbekistan "On the Rights of Persons with Disabilities," including access to education, employment, healthcare, and cultural participation. It also covers the impact of international conventions like the United Nations Convention on the Rights of Persons with Disabilities and national initiatives like the "Sharoit.plus" mega-project, aimed at enhancing inclusion through specialized platforms like "Huquq Plus" and "Kitob Plus." Annotation

: This blog post highlights the outcomes of the international

conference on "Problems and Solutions in Increasing the Legal Literacy of
Persons with Disabilities and Providing Free Legal Assistance," held on

On September 28, 2024, I participated as a volunteer for the Huquq.plus – a

special legal information web portal for persons with disabilities – in the
international conference on "Problems and Solutions in Increasing the Legal
Literacy of Persons with Disabilities and Providing Free Legal Assistance." The
conference was attended by Akiko Fujii, UNDP Resident Representative in
Uzbekistan, Otabek Narziyev, Head of the Legal Clinic at Tashkent State
University of Law, Petra Goryub, Director of the "Regional Dialogue"
international NGO branch, as well as activists for the rights of persons with
disabilities and representatives of the media.

During the conference, persons with disabilities also participated.

Unfortunately, it was pointed out that many of the legal benefits for persons
with disabilities in Uzbekistan are not being ensured. The reason for this is the
low level of legal awareness among persons with disabilities.

In today’s blog post, we will analyze the specific rights and opportunities of

persons with disabilities under Uzbek legislation.

According to the Law of the Republic of Uzbekistan "On the Rights of

Persons with Disabilities," the rights of persons with disabilities are divided into
the following categories:

Creation of favorable conditions for the full-fledged participation of

persons with disabilities in the life of society and the state

Recognition of a citizen as a person with a disability, rehabilitation

and habilitation of persons with disabilities

Health protection of persons with disabilities and social aid to

persons with disabilities

Education, vocational training, retraining, and advanced training of

persons with disabilities

Labour and employment of persons with disabilities

In Chapter 3 of Article 641 of the Law of the Republic of Uzbekistan, the

following rights of persons with disabilities are listed:

Ensuring equality and preventing

In this table, we will review the rights of persons with disabilities in the

field of sports. The Republic of Uzbekistan has adopted the United Nations
Convention on the Rights of Persons with Disabilities, and Article 30 of this
convention specifies the following:

“States Parties recognize the right of persons with disabilities to take part

on an equal basis with others in cultural life, and shall take all appropriate
measures to ensure that persons with disabilities:

(a) Enjoy access to cultural materials in accessible formats;
(b) Enjoy access to television programmes, films, theatre and other cultural

activities, in accessible formats;

(c) Enjoy access to places for cultural performances or services, such as

theatres, museums, cinemas, libraries and tourism services, and, as far as
possible, enjoy access to monuments and sites of national cultural importance.”

In the Presidential Decree No. 5114, sports departments have been

established in all types of sports educational institutions for persons with
disabilities.

Starting from September 1, 2021, the "Sport for All" project has been

implemented in Uzbekistan. The objectives of this project include:

Widening participation for persons with physical disabilities in

parasports;

Providing social support for them;

Integrating them into society.

December 3rd is recognized worldwide as "International Day of Persons

with Disabilities." On this day, annual competitions are organized in our country
in the following sports:

· Para table tennis;

· 5x5 football, handball;

· Para athletics;

· Para powerlifting;

· Para badminton;

· Chess, and others.

What benefits are available for persons with disabilities to participate

in sports events?

In addition, the Resolution No. 123 of the Cabinet of Ministers of the

Republic of Uzbekistan, dated March 11, 2024, was adopted. According to this
resolution, the following groups are granted free access to state sports events:

Persons in need of care;

Elderly people living alone;

Persons with disabilities and their accompanying persons.

Moreover, the following individuals can participate for free in sports clubs

at state-owned physical education, wellness, and sports facilities based on a
referral:

Persons living alone who require care;

Persons with disabilities living alone.

The guarantees of the rights of persons with disabilities in Uzbekistan are

increasing year by year. Today, the rights of persons with disabilities are being
taken into account, and a special project, Sharoit.plus, has been launched for
them.

This project is considered one of the mega-projects in Uzbekistan, and it

encompasses several large-scale projects, including the following:
