ABSTRACT
This article described the stages of the all-axiological formation of the national value system. The specifics of each
period were analyzed.

INTRODUCTION
Each person, each nation, each peoples has its own
world of values. True, the universe of these values does
not always remain the same. The change of eras,
fundamental changes in time and space create the
basis for the change of values and its renewal and
development. Or, on the contrary, as a result of the
specific influence of external negative factors, it also
leads to the destruction of ancient values characteristic
of the peoples of a certain nation or region. We can
reflect on the change of period, the renewal of values
caused by the changes in this period, and give a
number of examples from the past and history.
Just as no state in the world lives alone and does not
develop in solitude, a certain nation does not live
alone, does not develop in solitude. It should be noted
that throughout history, a certain nation, peoples treat
each other in full harmony, influence each other in their
own way, enriching themselves and others, both

materially and spiritually. But it should also be noted
that no peoples, having completely renounced their
identity and accepting other peoples spirituality,
culture, its values, cannot enrich themselves at the
expense of these criteria. A separate individual, living
in another social environment, is able to completely
adapt to this space. But when a general peoples
renounce their whole self and accept another peoples
culture, spirituality, its values, it is the extinction of that
peoples. A nation that has destroyed its world of values
is a lost nation. That is why national values are the
foundation of the nation, the persistence and stability
of national values are the basis for nation evolution,
and nation evolution is the basis for state prosperity.
National values are a historical phenomenon, because
the formation of a system of values characteristic of a
certain nation took place in a socio-political time and
space different from the historical paths of another
nation or peoples. For this reason, every nation
expresses universal values in its own way. In the psyche
of each nation, universal values come to the surface in
the form of a specific system. These universal values
are not created by a separate people, the emergence
of which is formed during the historical experience of
each peoples and nations.
Values have the characteristic of internal development
throughout their evolution. So, there are also external
influencing factors. In general, the socio-political
environment at each stage of the development of
society, events and phenomena in this environment,
the processes that occur affect the development and
renewal of values to some extent.
METHODS
In the process of analyzing this article, methods of
historicity, systemicity, consistency and objectivity
were widely used. The scientific work of our republic
and foreign scientists has been established as a
methodological resource.
RESULTS AND DISCUSSION
From the first years of the independence of our
country, all spheres of our society began to find
progress in their own interpretation. First of all,
restoring our long-standing values has become one of
our main tasks to take it to a new level by making it
stable. Because, the value is the backbone of this
nation. That that even today the topic of national
spirituality, culture, value is recognized as a separate
topic. In particular, the reforms carried out in this area,
the decisions made and decrees are finding their the
proof in practice and are manifested as one of the main
priorities of state policy.
We can study the stages of the all-axiological formation
of the national value system into four periods,
harmonizing our independent path of progress, which
continues from the day of independence to the
present day, with our value system.

The first phase, which includes the years 1991-2000.
This period is important because of the formation of
the national foundations of statehood and the
development
of
the
general
principles
of
development. Changing all aspects of our society with
large-scale reforms, in particular, creating a unique
spiritual environment of the new society that has
emerged in our country, restoring the ancient culture,
spirituality and values of our people and promoting
them as one of the important tasks was recognized.
The creation of “Uzbekistan's own concept of
independence and development path” will serve as the
basis for this stage. A separate chapter of this book
was called “the spiritual and moral basis of the
development of an independent Uzbekistan”
, and for
the first time in it a detailed analysis of the issues of the
development of folk spirituality was carried out.
We can explain the first stage of the all-axiological
formation of the national value system by the
following criteria:
•
loyalty to universal values;
•
strengthening and developing the spiritual
heritage of our peoples;
•
the free manifestation of one's own capabilities;
•
Patriotism.
In addition, the presidential decree on the creation of
the republican public center "Spirituality and
Enlightenment", and later the adoption of the decision
to further increase the effectiveness of this center, is
one of the important reforms of this period.
The second stage from 2001 to 2010, literally like all
spheres of society, is determined by changes and
updates in socio-economic spheres and significant
reforms carried out in this regard.
The First President was I.Karimov, in a June 2000
interview with the correspondent of the newspaper
“Fidokor”, establishes the image of this period through
the f
ollowing speech: “the strategic goal of the policy
of renewal and development implemented in our
country is to build a civil society based on a legal
democratic state and a market economy.”
This period is distinguished by the effectively
implemented processes of democratization of our
country and its modernization.
On November 12, 2010, the "Concept on the further
empowerment of democratic reforms in the country
and the development of civil society" was adopted.
Adoption of this concept was the basis for the
beginning of the third stage, ending the second stage.
This period, in turn, is marked by the implementation
of a number of reforms "aimed at increasing the
effectiveness of spiritual and educational work carried
out in our country to educate youth in the spirit of
harmony of national and universal values."

The fourth stage of the all-axiological formation of the
national value system covers the period starting in late
2016 and continuing into the present. During this
period, important changes are being made in our value
system, like in all aspects of our life.
“Strategy for the five priority areas of development of
the Republic of Uzbekistan in 2017-
2021” developed by
the President of the Republic of Uzbekistan Mirziyoyev
and as a logical continuation of this strategy
"Development strategy of the new Uzbekistan for
2022-2026" today is of great importance in the spiritual
life of our society.
CONCLUSION
As a conclusion, we can say that on the basis of each of
the decrees, decisions, effective reforms being carried
out in our state today, first of all, the prosperity of our
country, important ideas that serve for its future stand
out. In this, mainly issues such as the peace of our
country, the well-being and tranquility of our peoples,
the solution of the problems of the population in our
country were expressed.
