Annotation.
In modern society, information and communication
technologies (ICT) are occupying a key place in almost all spheres of life. This
article analyzes the socio-philosophical and psychological effects of ICT in the
formation and development of family values. The role of technology in the
strengthening of generational treatment, upbringing and emotional ties is
studied in the family, as well as in communication and cooperation between the
elderly and young people. Also, in the article, the author highlights the positive
and negative aspects of the Act and makes clear suggestions on how to maintain
a healthy atmosphere in the family. In particular, topics such as parental
responsibility, intergenerational communication culture, norms for the use of
social network resources are also considered.

The rapid development of information and communication technologies
(ICT) also has a significant impact on all aspects of the life of modern society, in
particular, family relations and values. Family values occupy an extremely
important place in strengthening socio-spiritual bonds between generations, in
the correct orientation of personality maturation and in ensuring stability in
society. Modern technological progress, however, can influence these values in
different ways, sometimes causing them to change or weaken. Therefore, the
positive and negative impact of ICT on family values is worth studying in depth
from a scientific-philosophical and socio-psychological point of view.
First, ICT takes social communication to a new level, eliminating the
geographical boundaries of human interaction. Family members, although far
from each other in terms of distance for various reasons, were able to exchange
messages without interruption thanks to modern communication tools. This
situation, in turn, is relevant in maintaining socio-emotional unity in the family.
For example, through video conferencing or messengers, young people can
constantly communicate with their parents, relatives in an online state. Such
opportunities are especially important for family members who are in labor

migration. Already, no matter how far away the distance is, family ties do not
break or weaken due to the need for communication[1].
However, along with the direct positive effects of the act on family values,
negative consequences are also observed. In some cases, there is a risk that
family ties will be limited to artificiality, virtuality, and superficial interactions.
The British sociologist Zygmunt Bauman argues that the exposure of family and
interpersonal relationships to abstraction is mainly due to modern technological
factors[2]. In his eyes, human beings can go far beyond the deep emotional
harmony of real life.
Also, an excessive amount of information flow in modern families can
exacerbate mental disparity between different generations. While young people
have a high level of characteristics, such as being ostracized by technology,
actively mastering new applications and social networks, there is a chance that
their parents or representatives of the older generation will be far removed
from these processes. As a result, there is a high incidence of generation-wide
communication disorders, family relationship disagreements. At the same time,
in some cases, the elderly are concerned that young people are obsessed with
such a “virtual life”, since face-to-face communication, intimate conversation and
eye-to-eye warmth are dominant in the traditional family concept[3].
Family values have always been held in particular esteem in Uzbek society.
An example of this is the activities of the neighborhood Institute, strong ties
between relatives, the priority of Customs and traditions in local social life.
During the years of independence, a lot of attention was also paid to the family
issue at the level of public policy, measures were taken to strengthen the
institution of the family through various legislative acts, decrees, decisions. Our
first president, Islam Karimov, had also always focused on the importance of the
family, describing it as the “backbone of society” [4]. And at the modern stage, an
in-depth analysis of this process is necessary, since ICT brings a new look,
opportunity and some risks to the Family Institute.
The socio-psychological environment in the family in most cases also
directly affects the upbringing process. Some psychologists argue that the fact
that young children are surrounded by gadgets from an early age can cause
difficulties in their socialization. A child's need for values such as affection,
emotional closeness may become more than satisfied due to a reduction in the
size or quality of communication within the family. As a result, the child seeks to
satisfy his demands of affection and attention mainly in virtual communication.

It is likely that this will weaken the atmosphere in family ties and cause
problems in interpersonal relationships in the future.
However, the positive effect of the act on family values cannot be denied
either. In particular, the ability of family members working or training at long
distances to establish visual contact with each other has increased. Quick
sharing of photos and videos, airing family events over the internet, sharing the
work or study process with the family through video calls – all this serves to
maintain emotional closeness between family members. It also eases community
activities such as family budget planning through various online platforms, day-
to-day planning, discussion of homework.
Another important factor in this regard is related to the promotion of
family values of the information environment on the internet or, on the contrary,
the possibility of spreading ideas that contradict it. In modern conditions, each
family member, in particular, children, is quickly and easily reached by various
information in the global information space. If this information is perceived
through uncontrolled or incorrect filtering, there is a risk that children will
develop prejudices, views contrary to national and family values. Therefore, the
rational use of resources in the media and the internet, the development of a
culture of media literacy in the family is a requirement of the Times. Russian
scientist B.V.Malinovsky believes that in the family it is very important to give
instructions to children when choosing content on the internet, analyze and
discuss information together. Then the children will be able to find specific
answers to questions about the messages they receive on the social network or
on various sites[5].
One of the most effective ways to strengthen family values during the ICT
era is the transfer of traditional customs, national holidays and family traditions
in their modern form, even through online platforms. For example, practices
such as showing family celebrations to loved ones in the form of live broadcasts,
keeping and sharing family photo albums in digital format, bringing everyone
together through social networks on children's birthdays or at various
ceremonies were previously rare. Now it has become normal. The most
important thing is that in these processes family moral standards, educational
ideas should be not forgotten, but, on the contrary, more widely promoted. Then
Technologies will set the stage for enriching national culture and serving family
values.
In place of the conclusion, it is worth noting that ICT can have two different –
positive and negative-effects on the development of family values. As positive

aspects, it is possible to list such as quick communication between family
members, maintaining emotional closeness, ease of information exchange,
expansion of the possibilities of planning family processes. However, when these
technologies are applied incorrectly or uncontrollably, risks such as a negative
impact on the upbringing of children, a weakening of Family Values, a
communicative interruption between generations arise. Therefore, in order for
family values to be preserved and strengthened, it is necessary not only to rely
on technology or not to refuse a whole, but also to have a coordinated, clearly
targeted approach with them. Paying attention to the technological literacy of
each member in the family, the development of media culture, national
traditions and the application of traditional values in the process of upbringing
in harmony with modern applications are important conditions for achieving an
ideal balance. Thus, family values continue to serve in the way of prosperity and
well-being of our society, in a way that is in line with vital necessity, through the
test of the Times.
