INTRODUCTION
In our country, the issue of raising a morally and physically mature
younger generation has always been an essential part of state policy. Although
significant efforts have been made in this regard, it is no secret that these
reforms are not yet comprehensive enough to fully meet the demands of modern
times and that certain shortcomings remain in some areas. The President of the
Republic of Uzbekistan, Shavkat Miromonovich Mirziyoyev, emphasized in his
address to the Oliy Majlis and the people of Uzbekistan: "…we will raise young
people as individuals who think independently and logically, possess noble
qualities, and are educated based on modern knowledge and experience, as well
as national and universal values."
From this, we can conclude that the future of our country is in the hands of
a generation that is both intellectually and physically well-developed. Therefore,
it is necessary to strengthen efforts in this area even further.

In the research process, methods of logical, historical, systematic, and
objective scientific inquiry were applied. Descriptive and comparative methods
were also used to explore the topic. In this article, the role of national ideology
and spiritual values in the upbringing of the new generation of Uzbekistan is
objectively highlighted. Furthermore, the works of Sh.M. Mirziyoyev were taken
as methodological sources to demonstrate the relevance of the topic.
As the First President of Uzbekistan, I.A. Karimov, once stated:
"Uzbekistan’s position in the global community in the 21st century largely
depends on how our future generations will be raised." Thus, any negligence or
shortcomings in this area can be considered a blow to the future. Moreover, in
an era where terrorism, which has become the scourge of the 21st century,
continues to take on various forms, vigilance, determination, and courage are
required. In recent years, ideological enemies have been attempting to
implement their sinister plans using the latest telecommunications
advancements, including the internet. For this reason, we cannot allow any void
in our spiritual space.
First President Islam Karimov repeatedly emphasized that if such a void
emerges, it must be filled with a new way of life and values that align with young
people’s interests in science, professional skills, a healthy lifestyle, and
constructive activities. How can we protect young people from engaging in
negative behaviors or falling under the influence of harmful movements?
Childhood is a highly critical period in human life, during which young people
undergo both physical and psychological development. In international terms,
this is the stage of their definitive development.
DISCUSSION AND RESULTS
During this period, their hearts and minds actively evolve, their worldview
takes shape, and this formation progresses through different stages—family,
kindergarten, neighborhood, school, lyceum, and university. Unfortunately, it is
precisely at this stage of life that some young people may develop negative
habits, such as alcoholism and drug addiction. So, what measures can be taken in
such situations?
First and foremost, young people must be provided with a solid education
and upbringing. They should make productive use of mass media, develop
philosophical and legal perspectives, and be influenced by the works of literary
and artistic figures, as well as intellectuals. At this point, it is worth recalling the
words of the First President, Islam Karimov: "To build a great nation and achieve
a prosperous future, we must educate wise, enlightened individuals who are

proud of their history, great values, and nationality, and who believe in the
future."
It is well known that youth education has always been one of the most
pressing tasks and continues to hold great significance.
After the Republic of Uzbekistan gained independence and stepped into
the 21st century, this issue became even more urgent, transforming into one of
the most critical matters of life and death. The First President of independent
Uzbekistan, Islam Karimov, once wrote:
"I have often reflected on the words of Abdulla Avloni: ‘Education for us is
either life or death, either salvation or destruction, either happiness or disaster.’
These words, which were of great significance to our nation at the beginning of
the century, are just as important today—if not even more so."
Wise individuals say that the more perfect education and upbringing are,
the happier a nation lives. For education to be complete, it is absolutely essential
to prevent the emergence of any ideological or moral void.
Today, at the global level, ruthless competition, conflicts, and
contradictions are becoming increasingly severe. Threats such as religious
extremism, terrorism, drug addiction, human trafficking, prostitution, illegal
migration, and the spread of so-called "mass culture" are intensifying. As a
result, the national, religious, and family values and beliefs that humanity has
followed for millennia are being eroded. These and many other threats are
creating serious problems in human life, especially in the upbringing of young
people—an undeniable truth that no one can refute.
The upbringing of our youth is not the responsibility of a single person. If
we all work together, our young people will grow up to be individuals who serve
their homeland and nation. Good upbringing, like spirituality, is instilled in a
person through a mother’s love, a father’s example, and the teachings of
ancestors.
"Without cultivating love and respect for one’s people, traditions, language,
and culture, it is impossible to nurture a true patriot who perceives their nation
as an equal member of the global community."
The Role of Parents in the Upbringing of Children
In today’s era of globalization, are all parents in our country sincerely
fulfilling their honorable duty to raise young people in the spirit of patriotism?
How many parents are there among us who leave their children's upbringing to
schools, neighborhoods, colleges, universities, or society? Are there not also

those who, instead of actively engaging in their child's future, simply resign
themselves to fate, saying, "Whatever is written on their destiny will happen?"
Do all parents truly understand that education is a matter of life and
death? No one is born a criminal, nor does one become a criminal overnight.
Initially, certain negative influences and factors emerge, gradually leading to
changes in a person’s behavior, speech, and actions.
How is it possible that, in such situations, parents fail to notice or
recognize these changes? This "failure to notice", as the First President Islam
Karimov described it, is a danger within us. It is even more threatening than
external dangers. After all, people are aware of external enemies and prepare
defenses against them. However, it is almost impossible to predict when and
from where an internal threat will strike, or what its consequences will be.
The most unfortunate reality is that an internal threat often becomes the
victim of an external one. It follows its lead, obeys its commands, and those
young people who fall into this trap ultimately betray their parents and their
homeland.
A parent who neglects their child's upbringing hands them over to the
streets. That is why we must never forget that education begins at home. One of
the key priorities of youth policy is to raise a generation that actively contributes
to strengthening the foundations of national statehood, established during the
years of independence.
Indeed, Uzbekistan, which is steadily securing a worthy place in the global
community and achieving sustainable progress in all spheres, sees its future in
the form of a generation that correctly understands the realities of the present
time.
Indeed, the Law on the Fundamentals of State Youth Policy in the Republic
of Uzbekistan, adopted in 1991, the Law on State Youth Policy, published on
September 15, 2017, and the Decree on Increasing the Effectiveness of State
Youth Policy and Supporting the Activities of the Youth Union of Uzbekistan,
issued on July 5, 2017, all aim to achieve noble objectives by defining the main
principles of youth policy.
In particular, the seventh priority area of the Youth Union of Uzbekistan
states:
"In order to meaningfully organize the leisure time of young people,
especially the unorganized youth, efforts will be made to actively engage them in
sports and physical education, creative clubs, and various educational courses,

including foreign language training. This will provide ideological and
methodological support in organizing youth-related activities."
Currently, 67% of Uzbekistan’s population consists of young people, and
they form the majority of the workforce. In the future, these numbers are
expected to increase further. The social characteristics of youth—their
worldview, level of knowledge, professional skills, morality, and human
qualities—undoubtedly influence the overall development and progress of
society.
A nation with a strong sense of spirituality will naturally have a flourishing
culture and a bright future. In this regard, the Uzbek people have every right to
take pride in their rich heritage, national, and religious values.
CONCLUSION
In conclusion, it can be stated that the broad-scale policies, vast
opportunities, and effective reforms implemented by our government are paving
the way for a prosperous future for the youth. By making full use of these
opportunities, the youth of Uzbekistan must grow into a harmoniously
developed generation, where every young person:
- Masters foreign languages fluently,
- Gains deep knowledge of computer sciences,
- Utilizes the internet effectively,
- Upholds national and religious values,
- Engages in scientific research, and
- Becomes a dedicated and patriotic citizen of Uzbekistan.
Such young individuals will be able to ensure the peace and stability of our
nation and determine its future. They will build the great future of Uzbekistan,
solve major challenges, protect the country's independence, and live by the
principle of harmony between national and universal values.
It is particularly noteworthy that young people today recognize these
responsibilities as their sacred duty. We have a strong spiritual foundation for
raising a harmoniously developed generation. By effectively utilizing our
spiritual heritage, we firmly believe that Uzbek youth will represent and defend
our country in all fields, ensuring that Uzbekistan remains an independent and
respected nation in the world. "The Uzbek people will never, under any
circumstances, be dependent on anyone."
