Abstract:
This article covers the main stages of organizing volleyball
competitions, the specific aspects of the refereeing process, and pedagogical and
organizational principles. The impact of sports competitions on the physical and
social development of students and the main standards that should be
considered in refereeing are analyzed on a scientific basis.

Introduction
Today, physical education and sports activities are becoming one of the
important factors in shaping a healthy lifestyle of the younger generation in
schools and higher educational institutions. In particular, competitions held in
volleyball, along with the development of students' physical abilities, teach them
discipline, solidarity and responsibility. In the development of modern sports
pedagogy and the physical education system, the issues of the correct and
effective organization of sports competitions, especially the establishment of
refereeing activities at a professional level in games such as volleyball, are of
great theoretical and practical importance. Volleyball, with its high dynamics,
technical and tactical diversity and game model based on team cooperation,
serves not only as a powerful tool for strengthening physical health, but also for
developing the psychological preparation, social adaptation and emotional and
intellectual potential of young people (FIVB, 2022).
At the same time, one of the priorities of the state policy for the
development of physical education and mass sports in the Republic of
Uzbekistan is to strengthen the integration of sports competitions with the
education system. In particular, the Law “On Physical Education and Sports”

(2015) and the Presidential Decree No. PQ-4887 dated October 30, 2020 noted
the improvement of the organizational and legal framework of sports
competitions, the improvement of the qualifications of judges, and the
introduction of an evaluation system in accordance with international standards
as one of the important tasks. From a scientific and theoretical point of view, the
process of organizing sports competitions is not only a set of technical measures,
but also a complex system that includes many psychological factors, such as
pedagogical strategies, communicative culture, division of labor, and stress
resistance. In particular, experts such as T. Martens (2004) and R. Weinberg
(2010), studying the criteria of management, evaluation, and motivation in
sports, emphasize the competencies of refereeing in terms of accuracy,
impartiality, and quick and accurate decision-making under stress.
This shows that refereeing is considered a complex profession that
combines not only technical knowledge, but also psychological and
communicative competencies. Also, the integration of volleyball competitions
into the educational process is an important tool for forming healthy
competition principles among young people, strengthening teamwork, mutual
respect and strengthening social values such as sports ethics (Karimov, 2019;
Musurmonov, 2020). In particular, the positive impact of volleyball competitions
held in secondary educational institutions on the formation of competencies
such as leadership, initiative, responsibility, and self-control in students has
been proven by the example of pilot projects in our republic (National Olympic
Committee of Uzbekistan, 2021). Based on the above-mentioned scientific-
theoretical and practical aspects, this article deeply analyzes the stages of the
process of organizing volleyball competitions, the methodological foundations of
refereeing activities, and the pedagogical and psychological aspects of this
activity. This will clarify the role of sports competitions in the formation of not
only physical development, but also personal and social competencies.
Stages of organizing volleyball competitions
To successfully hold a competition, attention should be paid to the
following stages:
• Preparatory stage: registration of teams, preparation of playing areas,
formation of a jury.
• Organizational stage: drawing up a competition schedule, explaining the
rules to participants, holding an opening ceremony.
• Main stage: holding games according to plan, fair refereeing.

• Analytical stage: summing up the final results, awarding winners,
identifying errors and shortcomings.
Basic principles of refereeing
Refereeing in volleyball games is the basis of sports justice. Referees must
strictly adhere to the following rules:
• Neutrality - each decision should be based only on official rules, not on
personal opinions or feelings.
• Clarity and precision - in each disputed situation, clarification is required
and the result must be recorded clearly.
• Equal treatment of teams - creating the same conditions for all teams,
avoiding bias.
Pedagogical significance of competitions
Volleyball competitions play an important role in the education of young
people. They:
• strengthen mutual respect and friendship;
• increase psychological resilience;
• create an atmosphere of healthy competition;
• direct students to work and social activity.
International rules and practices
Refereeing according to the rules approved by the FIVB (International
Volleyball Federation) sets a single standard not only for national but also for
international competitions. By teaching students these rules, they can be
prepared for high-level competitions.
Conclusion
Effective organization of volleyball competitions and proper refereeing not
only ensure the fairness of the sports process, but also have a significant impact
on the spiritual, physical and social development of students. Acting on the basis
of a pedagogical approach in each sports game is an important factor in the
upbringing of children and finding their place in society. Organizing and
refereeing a volleyball game is one of the complex, integrative areas of modern
sports pedagogy, in which sports technologies, psychological competencies,
management culture and ethical principles are integrally combined. The results
of the study show that the high-quality organization of volleyball competitions
should, first of all, be based on a systematic approach and a scientifically based
organizational model.
Scientific and practical experience proves that the design of the
competition, the state of preparation of athletes, management mechanisms that

eliminate irregular order, the refereeing structure and digital monitoring tools
are important factors ensuring the objectivity of the competition (FIVB, 2023;
Lehnert et al., 2020). In particular, modern technological innovations - video
review (challenge system), automatic signal systems and real-time statistics -
not only increase the fairness of the competition, but also qualitatively reshape
the requirements for refereeing.
Also, refereeing is not only a technical task, but also a professional work
activity that requires a high level of emotional stability, moral strength,
communication culture and social responsibility. Honesty, impartiality and
continuous self-improvement should be accepted as the main principles in
refereeing. Local and international experience in this regard shows that the
presence of a reliable refereeing environment in sports games directly affects
not only the results of the competition, but also the mental state of athletes, the
attitude of the growing younger generation to sports, and the formation of
sports culture in society (Weinberg & Gould, 2019; Rakhimov, 2023).
Significant progress is being made in the sports system of Uzbekistan in
such areas as consistent systematization of refereeing and competition holding,
adaptation to international standards, and training of a new generation of
referees. Therefore, the high-quality organization of volleyball competitions
from student to professional levels, the professional growth and ethical training
of referees remain one of the priority areas of state sports policy.
