DIGITIZATION-AN IMPORTANT “DRIVER” OF THE DEVELOPMENT
OF NEW UZBEKISTAN

Abstract.
This article describes the work carried out in Uzbekistan in this field,
namely in the field of modern digital economy, as well as the work carried out in the
context of global awareness. In particular, examples are given of how the conditions of
the pandemic affected, what its impact on the world economy was. What works are
being carried out in this direction are also described in Uzbekistan.

Today the world is changing much faster. In particular, with the beginning of the
global pandemic, the role of digital technologies has grown significantly, which has
shown the importance of digital transformation, especially for developing countries,
including Uzbekistan.
Indeed, digital transformation has the potential to further modernize society and
increase the competitiveness of the national economy. In this regard, special attention
is paid to the ongoing reforms, as well as the digitization of all key areas within the
framework of the development strategy of the New Uzbekistan for the next five years,
as well as the establishment of a real information society in the country.
Since the beginning of the 2000s, Uzbekistan began to prioritize the
development and digitalization of information and communication technologies (ICT).
In particular, “the comprehensive program for the development of the National
Information and communication system of the Republic of Uzbekistan in 2013-2020”,
“the strategy of action on the five priority areas of development of the Republic of
Uzbekistan in 2017-2021” and “the development strategy of New Uzbekistan for 2022-
2026” and “Digital Uzbekistan – 2030” envisage a number of measures aimed at
implementing digital transformation in the national economy, industry and society as
a whole.
In particular, the main system of the Electronic Government of our country is
the single interactive public services portal (my.gov.uz) upon launch, significant
progress was made in the field, as well as in the introduction and digitization of new
technologies in public administration. As a result, as of January 2022, 56% of public
services my.gov.uz provided through, the number of public services on this e-
government platform has reached 307, and more than 1.3 million citizens have used e-
government services. At the same time, the total number of internet users in Uzbekistan
reached 27.2 million at the beginning of this year.

In addition, over the past period, large investments have been attracted to the
industry in order to improve the ICT systems and digital infrastructure of the Republic.
As a result, according to the State Statistical Committee of the Republic of Uzbekistan,
in 2017-2021, the gross value added in the field of information and communication
increased more than 2 times, reaching 11.8 trillion soums (more than US $ 1 billion)
in 2021.
Also, since the establishment of IT parks in Uzbekistan, the volume of exports
in the sector has increased 50 times and reached US $ 46 million. The number of
permanent residents of the park increased from 147 to 500, more than 300 new
companies were opened, and 8,500 high-paying jobs were created. More than 11,000
young people currently operate in IT parks.
The total length of fiber optic communication lines in our country has grown
significantly since 2017. For example, according to the Ministry of Information
Technology and communications of the Republic of Uzbekistan, in 2017-2022 this
figure increased by almost 6 times, and in January 2022 the total length of fiber-optic
communication lines reached 118 thousand kilometers. Also, as of 2017, the bandwidth
of the international data transmission network has increased by 28 times from 64.2
Gbit/s to 1800 Gbit/s.
It should be noted that the global pandemic has been revised and improved in
Uzbekistan's digitization strategy in order to eliminate pressing issues in it and ensure
sustainable development, indicating the need for digitization and digital
transformation.
According to the decree of the president of the Republic of Uzbekistan Shavkat
Mirziyoyev dated October 5, 2020, the Strategy “Digital Uzbekistan – 2030” was
approved, as well as the “road map” for its implementation in 2020-2022. The strategy
includes priority areas such as digital infrastructure, e-government, national market of
digital technologies, education and development of skills development in the field of
information technology, with the provision of two programs: digitization of territories
and digitalization of networks.
The most important conditions for the successful implementation of the strategy”
digital Uzbekistan – 2030 " consist in increasing the financial supply of the industry
and digital literacy of the population. Thus, in accordance with the document, the
Ministry of Information Technology and communications of the Republic of
Uzbekistan, together with other relevant state bodies, will take measures to complete
the digitalization of preschool education, health and secondary schools by the end of
2022.
Also, digital Uzbekistan-2030 is instrumental in achieving the objectives set out
in other national strategic documents and programs, in particular, the national tasks for
the UN Sustainable Development Goals in the period before 2030 and The New
Uzbekistan development strategy for 2022-2026.
It is known that the “new Uzbekistan development strategy for 2022-2026”
adopted on January 28 of this year-the creation of a nationalistic state through the
promotion of human value and the further development of a free civil society; the
transformation of the principles of justice and the rule of law in our country into the
most basic and necessary condition of development; the rapid development of;

approach to universal problems arising from national interests; includes one hundred
strategic goals that should be achieved in the next five years within 7 priorities, such
as strengthening the security and defense potential of our country, conducting an open,
pragmatic and active foreign policy.
The development strategy also places special emphasis on digitization of
important sectors, introducing new technologies to public services, the judicial system,
law enforcement agencies, the road management system, the health system, social
services, banking and agricultural sectors and other key sectors of the national
economy.
In particular, a number of tasks are envisaged, such as the development of the"
e-government "system, bringing the share of E-public services to 100%, digitizing
public services and transferring 20% of them to the private sector, the introduction of
the Mobile ID system of identity in the provision of public services, as well as the
implementation of projects" digital passport of citizens "and
In addition, by ensuring stable high growth rates in the sectors of the economy,
it is planned to increase the gross domestic product per capita in the next five years –
1.6 times and the per capita income by 2030 to US $ 4 thousand, as well as to create a
basis for entering the ranks of "countries with above-average income".
In this regard, the digital economy is transformed into the main "driver" industry,
increasing its volume by at least 2.5 times by the end of 2026, increasing the volume
of the software products industry by 5 times, and their exports by 10 times to US $ 500
million, as well as increasing the level of digitization of production and operating
processes in the real In addition, priority is given to improving the quality of urban
digitization, construction and design work and developing within the framework of the
Smart City concept.
In general, digital technologies play a central role in the post-pandemic recovery,
as well as in the construction of a stable economy. Therefore, digitalization and digital
transformation should be the main priority for developing countries such as
Uzbekistan.
In the following years, Uzbekistan has achieved high results in the field of ICT
development and digitalization, especially in the provision of electronic public
services. At the same time, in addition to the ongoing cooperation with South Korea,
Russia, Estonia, China, it is important to attract such technologically advanced
countries as Germany, Great Britain, the United States, Singapore, Japan to the IT
sector of the country, to diversify the geography of international partners. Investments
in the digital ecosystem, IT infrastructure and electronic services serve to further
modernize the national economy and accelerate inclusive growth in all areas.

Annotatsiya:
Sun’iy yo‘ldoshning radar tadqiqotlari ma’lumotlari asosida
kartometrik va morfometrik hisob-kitoblar majmuasi amalga oshirildi. Sug‘orish
tarmog‘i va drenaj havzalari xaritalari GAT dasturlari asosida avtomatlashtirilgan
tartib-qoidalar yordamida tuzilgan. Mavjud kartografik baza va uslubiy modellashtirish
apparati keyinchalik murakkab morfometrik ko‘rsatkichlar, tayanch va qoldiq yuzalar,
shuningdek, boshqa relyef parametrlari xaritalarini tuzish imkonini beradi.
Kalit so‘zlar:
GAT dasturlari, xaritalar, sun’iy yo‘ldosh, kartografik baza,
raqamli tasvirlar, kosmik tasvirlar, dasturiy ta'minot.
Hozirgi vaqtda Yerni masofadan zondlash ma’lumotlarining katta qismi Yerning
sun’iy yo‘ldoshlaridan Yer yuzasining raqamli tasvirlari ko‘rinishida olinadi. Raqamli
masofadan zondlash ma'lumotlari bilan ishlash uchun siz maxsus dasturlardan
foydalanishingiz kerak. Kosmik tasvirlarni qayta ishlash uchun zamonaviy dasturiy
ta'minot uzoqdan ma'lumotlar bilan ko'plab kerakli operatsiyalarni bajarishga imkon
beruvchi dasturiy paketlar ko'rinishida taqdim etilgan. Ushbu operatsiyalarga
quyidagilar kiradi:

atmosfera, geometrik, radiometrik tuzatish;
▪
tasvir sifatini tiklash va yaxshilash;
▪
rasmlarni bog'lash va qayta ulash;
▪
raqamli balandlik modellarini (DEM) yaratish;
▪
turli matematik usullar va modellar yordamida tasvirlarni dekodlash;
▪
sun'iy yo'ldosh tasvirlari asosida turli tematik xaritalar yaratish va boshqalar.
Ushbu ishning maqsadi Yerning radarlarini tekshirish ma'lumotlari asosida
DEMni yaratish - SRTM (Shuttle radar topografik missiyasi) va DEMni qayta ishlash
natijalari bo'yicha tematik xaritalarni yaratishdir.
DEMni yaratish uchun dastlabki ma'lumotlarning an'anaviy manbalari
topografik xaritalar, masofaviy zondlash ma'lumotlari (RS), sun'iy yo'ldosh
joylashishni aniqlash tizimlaridan olingan ma'lumotlar, geodezik ishlar va radar
tadqiqotlaridir.
Hozirgi vaqtda ko'plab rivojlangan mamlakatlar milliy DEMlarni yaratdilar.
