IMPLEMENTATION OF LEGAL EDUCATION AND UPBRINGING

Annotation:

This article is mainly devoted to the scientific essence of legal education and

upbringing, views related to its continuous implementation, and its socio-philosophical legal

analysis and foundations. The article also provides proposals and conclusions on the systematic

organization of this sphere.

We all know that the systematic and continuous implementation of legal education and

upbringing is one of the most important and pressing issues today. A socio-philosophical

analysis of this issue will help to provide a scientific and theoretical justification for this issue.

First of all, let's focus on the meanings of legal education and upbringing:

The current conditions of globalization show us that in order to build a strong, legal, democratic

state, which we want, it is necessary, first of all, to ensure international cooperation, as well as

to study their experience and apply it in our country. For this, it is important to develop a

mechanism for the development of legal culture and implement it based on world experience.

"Legal culture is understood as the level of legality of society, the level of public awareness of

existing laws, the observance of legal norms by citizens, officials, and intolerance towards those

who do not comply with them"[1]. Legal culture is an important condition for the rise of a

democratic society, and the development of legal culture in a democratic society is one of the

most pressing and important issues. Indeed, in the words of the Chairman of the National

Human Rights Center of the Republic of Uzbekistan, Academician Akmal Saidov: "In the

process of building a legal democratic state and a just civil society, the formation of legal

consciousness and legal culture of every citizen is the main and important task"[2].

Today's day shows that to build a strong, legal, democratic state, which we want, special

attention must be paid to the legal culture and legal education of citizens. Because upbringing

and culture are the first signs of development. Before discussing this issue, it is necessary to

begin by defining the concepts of legal education, civil society, and enlightened society.

"Legal education is a process of pedagogical influence on the legal consciousness of individuals

and social groups, aimed at a specific goal, implemented through planned and special methods

of legal education" [3].

"Legal education is the process of forming deep and stable legal knowledge, beliefs, needs,

values, lawful behavior, and habits in the consciousness of citizens, aimed at influencing the

consciousness and psyche of citizens, using forms, means, and methods of legal education" [4].

A civil society can be defined as a society consisting of citizens with a high level of legal

awareness and legal culture, and at the same time, having a mechanism of legal immunity to

improve legal education.

Civil society serves as an important guarantor of ensuring democracy, the rule of law, and

individual freedoms in the country.

In Abu Nasr Farabi's work "The City of Virtuous People," regarding the free society of citizens,

it is said: "Man cannot produce all the necessary things by himself; to obtain them, he needs the

services of people of various professions. Other people are in the same state. People need to

unite in a community and society to satisfy their needs and achieve perfection. In this

community, each individual learns professions according to their nature, talent, and abilities,

striving to achieve perfection in their art (craft) every day. Therefore, people living in different

places (of different nationalities and religions) unite into different societies" [5].

"Sh. According to Montesquieu, civil society is a society in which there is enmity between

people, and to put an end to this, it becomes a state"[6].

"We all know well that enlightenment appears at the intersection of spirituality, enlightenment,

and creativity. To strive for science, to give up one's own peace, and to find the strength to

create something new requires spiritual maturity. What always encourages a person towards

goodness and leads them to perfection is their high spirituality. Reforming the spiritual sphere

leads not only individuals but also the people and society towards high development. Indeed, it

is also an incomparable force that strengthens a person's inner world and will. An enlightened

society will be capable of any reforms"[7].

As a result of the socio-philosophical analysis of the continuous and systematic implementation

of legal education and upbringing, the following conclusions and proposals were made.

Firstly, integration into the education system. Introduction of legal education starting from

primary schools. If children and adolescents form legal consciousness at an early age, then later

they will increase respect and responsibility for laws in society.

Secondly, cooperation with state and public organizations. The creation of legal advisory and

educational centers is carried out through the systematic provision of legal knowledge to the

population.

Thirdly, the creation of digital and interactive resources. This will be achieved through the

creation of online platforms, mobile applications, and video tutorials for legal education.

Fourthly, simplification of the legislative framework and ensuring openness. This will be

achieved by creating legal documents that are understandable and easy to adopt for citizens and

providing prompt and clear information about changes in legislation.

Fifthly, stimulating the activity of citizens. This can be done directly by organizing

competitions, seminars, and conferences on legal literacy, as well as by developing incentive

programs for citizens to be aware of their rights and obligations.

In conclusion, it can be said that legal education and upbringing is not only the provision of

knowledge, but also a constant and systematic process that serves social stability and

development. It influences the entire system of society, ensures its development. Therefore, the

constant development of legal education and upbringing, making it an integral part of society's

life, is one of the main tasks of modern society.
