Abstract

The issues of further improving the well-being of the population, providing the population with sufficient and high-quality food products are the basis for ensuring food security. Therefore, it is an urgent need to analyze the theoretical foundations and priority areas of the production, processing and supply of food products to the population in our country in sufficient quantities and in good quality.

Abstract:

The issues of further improving the well-being of the population, providing the

population with sufficient and high-quality food products are the basis for ensuring food

security. Therefore, it is an urgent need to analyze the theoretical foundations and priority areas

of the production, processing and supply of food products to the population in our country in

sufficient quantities and in good quality.

Priority will be given to the production of quality food products, the creation of a guaranteed

reserve in this regard and their uninterrupted supply to the market, as well as ensuring price

stability. For this, all measures will be taken by the Government and khokimiyats, and this issue

will be under the constant control of the President. The factor that will give the fastest results in

reducing poverty and increasing the income of the rural population is a sharp increase in

productivity and efficiency in agriculture. In this regard, the priority task is to increase the

income from each hectare of land from the current average of $ 2,000 to at least $ 5,000. To do

this, we need to widely introduce the most advanced technologies, water-saving and

biotechnologies, achievements in the field of seed production, science and innovation into

agriculture.

"Agriculture has a special place in the cultivation and production of food products. It is no

coincidence that the President of our country, Sh. Mirziyoyev, in his address to the Oliy Majlis,

emphasized that reforming the agricultural management system, introducing advanced

technologies for the rational use of land and water resources, and ensuring food security are our

most important tasks." The issues of further improving the well-being of the population,

providing the population with sufficient and high-quality food products constitute the basis for

ensuring food security. Therefore, it is an urgent need to analyze the theoretical foundations and

priority areas of food production, processing, and supply of food products to the population in

sufficient quantities and of high quality.

The draft resolution of the Cabinet of Ministers "On approval of the National Strategy for

ensuring food security in the country for 2019-2024" has been posted on the portal for

discussion of draft regulatory legal acts. The document states that ensuring food security in the

country has become one of the main directions of sustainable development of the socio-

economic situation of society, improvement of the health and life of citizens, national security

and stable maintenance of the country's independence. In this direction, strategically targeted

and consistent measures are being implemented in the republic to sustainably provide the

population with quality food products and support agricultural producers. Food security is a

state of the economy in which, regardless of fluctuations in world markets, the population is

guaranteed to be sustainably supplied with food products, on the one hand, in quantities

corresponding to scientifically based indicators, and on the other hand, at the level of medical

standards, while creating conditions to satisfy consumption. The main goal of achieving food

security is to provide processing enterprises with raw materials and the population with food

products, regardless of internal and external negative influences. It can even be achieved in

situations such as currency shortages, importation of products from abroad An embargo on

entry (the imposition of barriers by other countries) should not be linked to price increases.

Ensuring food security is a guarantee of Uzbekistan's independence, socio-economic and

political stability in the country. Natural disasters, water shortages for irrigation, droughts, etc.,

occurring as a result of climate change, make it difficult to grow food. As a result, prices in

world food markets are rising. Also, the global financial and economic crisis that began in 2008

and is still ongoing is causing this problem to become more acute.

This is clearly evidenced by the fact that in 54 countries of the world there has been a decrease

in the financial situation of families, the majority of the population in more than 20 countries

suffers from hunger, the average life expectancy of the population has decreased in 12 countries,

and in recent years more than 840 million of the world's population has suffered from hunger.

That is why the issues of ensuring food security are given great importance all over the world.

Agriculture plays an important role in ensuring food security.

In this regard, the President of the Republic of Uzbekistan Sh.M. Mirziyoyev, in his speech at

the joint session of the chambers of the Oliy Majlis, noted that “The issues of reforming

agriculture and ensuring food security undoubtedly remain one of the most important tasks for

us. First of all, great attention is paid to the consistent development of the agro-industrial

complex and its locomotive, that is, the driving force, of diversified farms.” Since the first years

of independence, food security issues have occupied one of the central places in the socio-

economic policy of Uzbekistan. Now the issues of further improving the well-being and quality

of life of the population, and ensuring the full supply of food to the population are closely

related to the problem of ensuring food security. Therefore, the need to study the theoretical

foundations and priority areas of ensuring food security based on the implementation of the

food program in Uzbekistan from a scientific, theoretical and practical perspective determined

the relevance of this research topic.

Some aspects of the problem being studied in Uzbekistan are generally studied in the textbook

“Economic Security of the State” by H.P. Abulkasimov, while another of our economists, N.Kh.

Ergashev, shows the importance of insurance in ensuring food security in Uzbekistan. Also,

some aspects of the issue of food security have been studied in their textbooks and textbooks by

our economists Sh. Shodmonov, A. Olmasov, T. Joraev, D. Tojiboeva. It should be noted that

although studies conducted by foreign scientists used many years of official statistics, they did

not provide practical recommendations and suggestions for improving the national economy.

The studies examined mainly examined the issue of food security as a factor that creates global

economic security.

As of 2022, 4 laws and 138 resolutions related to ensuring food safety in our country (21

resolutions of the President of the Republic of Uzbekistan, 80 resolutions of the Cabinet of

Ministers of the Republic of Uzbekistan, 27 resolutions of the Oliy Majlis of the Republic of

Uzbekistan, and 10 resolutions of ministries and committees of the Republic of Uzbekistan)

have been put into effect and placed in the lex.uz national database of legislative information of

the Republic of Uzbekistan. The Laws of the Republic of Uzbekistan "On the Quality and

Safety of Food Products" dated August 30, 1997, the Laws of the Republic of Uzbekistan "On

Measures to Provide the Population with Certain Types of Food Products" dated April 29, 2021,

and the Laws of the Republic of Uzbekistan "On Amendments to the Tax Code of the Republic

of Uzbekistan on Guaranteed Provision of the Population with Basic Types of Food Products"

dated October 25, 2021 are laws that serve to ensure food safety. The Resolutions of the

President of the Republic of Uzbekistan No. PQ-58 dated December 22, 2021 “On measures to

further improve the system of research, strategic planning and management of reforms in the

food and agricultural sector”, No. PQ-4922 dated December 16, 2020 “On measures to expand

and deepen cooperation of the Republic of Uzbekistan with the Food and Agriculture

Organization of the United Nations, the International Fund for Agricultural Development of the

United Nations and the United Nations World Food Program”, No. PQ-4821 dated September 9,

2020 “On measures to accelerate the development of the food industry of the republic and fully

provide the population with quality food products” also substantiate the need to improve the

living standards of our country's population and ensure food security as a key factor in socio-

economic development.

The physical possibilities of food consumption mean the possibilities of agricultural production,

processing, storage and delivery of food products available in our country to the population.

That is, it is important to consider their quality in relation to the standard of living of the

population, along with satisfying the needs of the population with food products in accordance

with physiological standards. The physical possibilities of food consumption include the

availability of food products in the required volume, quality and assortment in accordance with

international demand in our country, as well as the possibility of their uninterrupted supply.
In conclusion, Food security is a state of the economy in which, regardless of fluctuations in

world markets, conditions are created to ensure the stable supply of the population with food

products, on the one hand, in quantities corresponding to scientifically based indicators, and on

the other hand, at the level of medical standards.
