MECHANISMS, METHODS AND TRENDS OF IMPLEMENTING MANAGEMENT
MODELS IN MODERN MANAGEMENT EDUCATION

Abstract:
In a market economy, it is necessary to improve the monitoring and evaluation system
for managing the quality of education and create an effective system of social guarantees and
support for implementing educational diagnostics.

Based on the idea that “New Uzbekistan begins at the school threshold”, a fundamental reform of
the national education system has been initiated, and consistent reforms are being implemented
based on the Decree of the Head of our State “On measures to develop the spheres of education
and science in the new period of development of Uzbekistan” and the Resolution “On additional
measures to further improve the education system”, in order to more clearly reflect the difference
between yesterday and today, the following main directions are being defined:
- increasing the prestige of the teaching profession, creating decent working conditions for them;
- improving state educational standards and requirements, curricula and textbooks;
- creating a system for directing students to modern professions, forming professional skills;
- digitalization of the management system in the field of public education, widespread introduction
of information and communication technologies into educational processes, and creation of
electronic educational resources;
- strengthening the material and technical base and infrastructure of public education institutions,
creating new student places, expanding the network of non-state educational institutions. It is
planned to introduce a national student assessment system (National Learning Assessment
System- NLAS) by 2025. Also, educational processes will be constantly improved based on the
results of international studies on the quality of education (PIRLS, TIMMS, PISA) and the
introduction of a national assessment system. In order to improve the quality of education, starting
from the 2023/2024 academic year, only textbooks created based on international requirements
will be used in primary grades. The Ministry plans to switch to internationally recognized
textbooks in exact and natural sciences in grades 5-11 by the 2025/2026 academic year. At least
2,000 sets of computer equipment are purchased annually to update outdated computer classrooms
in schools. The study also examined the activities of regional public education departments and
identified the following shortcomings in the organization of modern management, including:
- low staffing, high workload, and lack of clear division;
- lack of a department or staff unit responsible for monitoring and improving the quality of
education;
- lack of a department responsible for developing and implementing a strategy to improve the
quality and content of education in districts and cities;
- lack of departments responsible for out-of-school education, social protection, vocational
guidance, legal and personnel issues, etc.

Structure of the Regional Department of Public Education
During the research, it was found that regional methodological centers also operate under the
department, and employees of the center registered by the Department of Public Education are
involved in various areas of management. There are a total of 196 staff units in these
methodological centers of the Republican Educational Center of the Ministry of Public Education
in the regions, the number of which varies in each region, but this difference does not correspond
to any criteria. That is, the organization of staff units was not approached based on the number of
educational institutions in the region. During the research, no regulatory document was developed
at the republican level (Government resolution, order of the Ministry of Public Education) on the
organization of regional educational centers. According to expert interviews, the establishment of
these centers was approved by the decision of the regional governors. The study conducted an
international comparative analysis of the organization of modern management in regional public
education departments and, taking into account the best practices of the United States and South
Korea in this regard, proposed the following modern organizational structure of the regional
public education department.

Model structure of the Research Center for Strategic Development in the Management of
Educational Systems
Improving the monitoring and evaluation system for education quality management and
implementing educational diagnostics. Introducing Educational Management Information
Systems (EMIS). This will expand the opportunities for increasing management efficiency, along
with introducing innovative management in the field of public education. Also, establishing the
“Strategic Planning, Forecasting and Analytical Analysis” Department in the administrative
apparatus of the Ministry of Public Education of the Republic of Uzbekistan. Through the
functions of this department, it will be possible to strategically develop the public education
system. The number of general educational institutions operating in the Republic of Uzbekistan
amounted to 10,289 as of the beginning of the 2021/2024 academic year, an increase of 515
compared to 2018 (Figure 5).

The number of general education institutions by region, in units (as of the beginning of the
2021/2024 academic year) It is advisable to introduce innovations in the training of senior staff
of the public education system, including general education school principals, especially online
training. The use of distance learning methods in the training of general education school
principals compared to traditional methods allows for savings of approximately 1.2 billion soums
per year. Educational activities by non-state educational organizations are carried out in
accordance with state educational standards and state requirements. In recent years, due to the
increased attention paid to this type of education, the number of non-state general education
organizations has been increasing year by year.
