REFORMS IN THE FIELD OF CULTURE AND ART IN THE REPUBLIC OF
KARAKALPAKSTAN

Annotation:
This article discusses the reforms being implemented in the field of culture and art
in the Republic of Karakalpakstan and their social significance. It also analyzes the decisions
made by the government and the programs that have been carried out, explaining the extensive
work being done to develop culture and art. In particular, it briefly highlights the measures taken
to promote our national culture and the importance of these processes for the youth.

The reforms in the field of culture and art in the Republic of Karakalpakstan are having a
significant impact on social and economic development in various parts of the country. The
development of culture does not only involve promoting the arts, but also includes the
responsible task of preserving and passing on our national values to future generations. Under
the initiatives of President Shavkat Mirziyoyev, the field of culture and art has entered a new
stage, and many cultural events and programs are being implemented in the Republic of
Karakalpakstan. This article analyzes the general state of these reforms and the achievements
made through them.
Our history, past, and culture are all legacies passed down from our ancestors. As Ibrahim
Yusupov, the hero of Uzbekistan and the national poet of Uzbekistan and Karakalpakstan, said:
"Even after all these exiles and sufferings, I admire that you have reached this day." For
centuries, the language of our nation, from traditional clothing to cultural heritage, has remained
a cornerstone of our identity. It is worth mentioning how this heritage has been preserved and
passed down to us with gratitude and reverence. President Shavkat Mirziyoyev signed a decree
to celebrate the 200th anniversary of the renowned Karakalpak poet and thinker, Ajiniyoz
Qosiboy O’g’li (1824–1878). As noted, the decree signed by our President on July 16 this year,
which states that the 200th anniversary of the famous Karakalpak poet and thinker Ajiniyoz
Qosiboy O’g’li is to be widely celebrated, and its inclusion in the UNESCO international
anniversary plan, fills our hearts with pride.
The document mentions that Ajiniyoz “made a significant contribution to the
development of culture and literature with his unique and profound works, to educating the
younger generation in the spirit of patriotism and noble ideas, and to strengthening the age-old
friendship and understanding between the Uzbek and Karakalpak peoples. The humanistic
philosophical views reflected in his poems and epic works have deeply resonated with the hearts
of the people.”
He studied at the Sherg’ozi Khan and Qutlimurod Inoq madrasahs in Khiva. This great
figure, who gained fame not only in the country but throughout the region as a popular poet,
eminent teacher, and master calligrapher, is especially notable. His beautiful works are also
beloved by the Turkmen, Kazakh, Kyrgyz, and other fraternal peoples,” the decree states. This

decision quickly began to show its results. The extensive work being carried out in the field of
Karakalpak culture and art is bringing immense joy to us young people. It is worth mentioning
that at Istanbul University in Turkey, a practical conference dedicated to the 200th anniversary of
the birth of the great Karakalpak poet Ajiniyoz Qosiboy O’g’li was held on the topic “Spiritual
World’s Strength”. My teacher, Karakalpak folk singer Gulbaxar Akhimbetova, participated in
this conference, where she spoke about the life journey and creative example of the great
classical poet Ajiniyoz to the youth of Turkey and all interested people. At the same time, my
teacher performed the song “I had my hands” by Ajiniyoz, accompanied by the Karakalpak
national music instrument, the dutar. Such a remarkable event can truly be said to have been a
gift to the entire people of Karakalpakstan.
At the event, Sanjar Mo'lazimog'lu, Head of the Department of the International Turkish
Culture Organization "Turksoy," and Rasul Zarikeyev, Deputy Chairman of the Council of
Ministers of the Republic of Karakalpakstan, spoke and highlighted the significance of the event.
Additionally, scholars from Istanbul University and Karakalpakstan spoke about the literary
legacy of the great poet and his role in the literature and culture of the Turkic peoples.
Furthermore, a decision was made by the Cabinet of Ministers titled "Measures for the
Further Development of Culture and Art in the Republic of Karakalpakstan." In order to develop
the field of culture, art, and cultural tourism, the "Measures for the Further Development of
Culture and Art in the Republic of Karakalpakstan for 2021-2024" program was approved.
The program includes the following:
Increasing the effectiveness of educational institutions;
Further development of museums, theaters, and creative teams;
Strengthening the material and technical base of cultural centers;
Strengthening and developing the material and technical base of the "Karakalpakfilm"
film studio;
Organizing and holding cultural and promotional events.
Under the initiative of our esteemed President, the rich historical and cultural heritage of the
Karakalpak people has been widely promoted on the world stage. As our leader has said: "We
are one people if we are united, and our homeland is one when we are united," emphasizing that
love begins with respect and consideration for each other. Science, knowledge, and culture are
essential for the future. These programs are not only producing results but also helping to make
our people famous around the world.
Regarding the fundamental reforms in the activities of cultural centers, a number of practical
measures have been implemented in Karakalpakstan. In the center of the Muynak district, the
activities of the Youth Center, the Culture and Recreation Park, and the music and art school are
the result of the decision by the Cabinet of Ministers of the Republic of Uzbekistan dated March
30, 2019.
Currently, the quality of cultural services provided to the population and youth in the
Muynak district has improved. Since the opening of the cultural center, it has effectively met the
needs of the community and ensured the meaningful use of their free time. However, it is worth
mentioning that these activities are seasonal, and continuous cultural and educational events are
needed. During the winter months, the lack of events may slow down the activities of cultural
centers. Furthermore, people have more free time during this period. Therefore, it is considered
appropriate to create favorable conditions for their activities, especially in the winter season.
President Shavkat Mirziyoyev has stated: "We must never forget one truth: if culture and art do
not develop in our country, society will not progress. The development level of our people is

primarily evaluated based on our national culture. In this sense, culture is the face of our people
and society." He further emphasized, "Since we have started to create the new image of
Uzbekistan, we must begin by developing our national culture”.
Indeed, the development of human spirituality and intellect cannot happen without
culture and art. Our country has also gone through periods of progress and stagnation in this field.
However, in recent years, the government has implemented significant changes and reforms to
elevate the development of these fields to a new level. The most remarkable thing is that even
during the global crisis of the pandemic, attention to culture and art in our country has not been
neglected.
The reforms being carried out in the field of culture and art in the Republic of
Karakalpakstan are especially important in the education of the younger generation and the
preservation of national heritage. The development of cultural centers, theaters, museums, and
creative teams, as well as the support for cultural tourism, is not only enhancing the spiritual
level of the people but also contributing to economic stability. Cooperation with various
countries and the organization of international cultural events is a significant step in promoting
the rich cultural heritage of the Karakalpak people to the world. The results of these reforms will
become even more noticeable in the near future and will help strengthen the country's position on
the international cultural stage.
