IMPROVING OF A LEGAL CULTURE - A CRITERION FOR THE DEVELOPING
OF A DEMOCRATIC RULE OF LAW

Summary:
In the article, it is determined that level of legal culture of citizens is important
in the process of developing a democratic legal state, increasing the scope of reforms in
society, insuring the rule of law, and protesting human rights and freedoms. Evidence-based
opinions on this process are also presented.

In our country, processes and measures related to the implementation of the human factor,
ensuring its well-being, creating comprehensive conditions for it, increasing its spiritual and
educational worldview and legal culture are actively developing. Ensuring the rule of law,
protecting human rights and freedoms, developing important aspects of life and environment
of the population and increasing the scale of reforms in society, it is important to study the
level of legal culture of citizens and introduce methods for increasing it into public life.
In accordance with the Decree of the President of the Republic of Uzbekistan dated January 9,
2019 PF-5618 “On the radical improvement of the system for raising legal consciousness and
legal culture in society” strengthening the life. "The establishment in society of a spirit of
respect for laws is the key to building a democratic rule of law!"; pay special attention to
raising the legal consciousness and legal culture in society, especially systemic and close
education"

Indeed, legal culture is, first of all, respect and disregard for the laws in force in society,
ensuring the continuous and strict implementation of regulatory legal acts. One of the most
important aspects of the new legal culture is the strict observance of laws in practical
activities, their full observance, constant activity on their basis. In addition, it is important to
constantly realize the importance of laws in public life, to constantly master the culture of
their observance as an important value in life. President of the Republic of Uzbekistan Sh.M.
Mirziyoyev said: "In ensuring the rule of law, it is important to improve the legal culture and
educate citizens in the spirit of respect for the law. Based on the principle of "Justice in the
Rule of Law," we will continue to work to strengthen the public's sense of respect for the law
and intolerance of offenses. Particular attention will be paid to the prevention of offenses"

Improving the legal culture and legal activity of citizens in society has a positive effect on
improving the reforms carried out in the country in the social, economic, political and cultural
spheres, the processes of comprehensive accelerated and innovative development of society.
Legal culture is a factor contributing to the social cohesion of citizens, social groups and civil
society institutions, ensuring the stability of the "individual-society-state" system.
Therefore, in the current period of national recovery, increased attention is paid to issues of
legal culture.
Researchers expressed various scientific opinions regarding the formation and development
of legal culture.
Among the scientists of our country A. Saidov and U. Tadzhikhanov is an indicator of legal
culture, reflecting the practical expression of actions related to the implementation of legal
norms as a form of social culture. Legal culture is defined as a form of general culture of the
individual, expressed in knowledge of all legal norms, tireless observance and successful
implementation of them in life, respect for the rights and freedoms of other citizens and
uncompromising behavior towards offenders.
Thus, legal culture is one of the most important aspects of a person's cultural appearance in
society and determines his important role in public life. Legal culture reflects the
characteristics of a person associated with the awareness of his social activity in the context
of the existence of trends, values and ideas in society, the realization that he is an active
part of society, full responsible participation in the work of society, the manifestation of
patterns of creativity, initiative and dedication in this process embodies.
Under the "legal culture" H. Odilkariyev described the educational level of the legal system
in society, the state of awareness of people about this legal system, respect for the law of
citizens, the implementation of legal norms, intransigence towards those who do not comply
with rights, the level of law-abiding. Thus, legal culture plays an important role in the
formation of perfection in society, the spiritual and cultural level of people, their view of
society.
The manifestation of the features of the legal culture associated with the development of a
democratic rule of law, public life is associated with the following measures:
1) further improvement of scientific, pedagogical, material and legal sources related to the
improvement of legal culture, and the formation of highly qualified human resources in this
direction;
2) development of an institutional system of legal culture, taking into account the possibilities
of improving the legal culture of citizens in conditions of ensuring the stability of the legal
system;
3) expanding the range of studies that determine the role of law in the scientific study of the
historical, cultural, educational and social significance of the culture and social development
of society;
4) orientation towards real relations of processes aimed at further improving the
influence of legal culture on lawmaking and initiative in society.
