ABSTRACT
At the new stage of Uzbekistan's development, special attention was paid to the comprehensive support of the
representatives of the elderly generation. Our state pays special attention to the health and cultural recreation of the
participants of the Second World War, single people. Citizens with disabilities living in our country, approved by the
decision of the Ministry of Health and Finance of the Republic of Uzbekistan dated May 17, 2016 "The procedure for
providing needy persons with prosthetic-orthopedic items, technical rehabilitation equipment and wheelchairs is
correct according to the regulation of "prosthesis-orthopaedics" and technical means of rehabilitation are being
provided.

INTRODUCTION
In the Republic of Uzbekistan, "Glorification of human
dignity" is the main foundation of state policy. In
particular, in the religion of Islam and its holy source,
the Holy Qur'an, honoring the human race is set as one

the Holy Qur'an that even the angels were commanded
to prostrate to Adam (verse 34). [1, 6 b ]
In the decree of the President of February 3,
2021 "On the State Program on the Implementation of
the Strategy of Actions in Five Priority Areas of the
Development of the Republic of Uzbekistan in 2017-
2021", special attention is paid to creating facilities for
pensioners.
2017-2021, in order to further increase the
effectiveness of the ongoing reforms, create
conditions for comprehensive and rapid development
of the state and society, implement the priority
directions for modernization of our country and
liberalization of all spheres of life, taking into account
the opinion of the general public. In 2008, the Action
Strategy on the five priority directions of the
development of the Republic of Uzbekistan was
approved.
The Strategy of Actions on the five priority
directions of the development of the Republic of
Uzbekistan in 2017-2021 is the most important program
document that defines the priority directions of state
policy in the medium-term perspective.
In the updated Constitution, the principle that
Uzbekistan is a "social state" was sealed, and the
norms related to the obligations of the state in this
field were tripled. Including: "It is determined that the
population will use guaranteed free medical services.
In general, norms related to the protection of public
health have been increased 4 times in the Constitution.
[2: No. 151 (940), 3 b ] So, it is very important to reliably
protect the health of the population and eliminate the
threat of infectious diseases.
The concept of "social state" is closely related
to the idea of "human dignity". At their root, first of all,
there are noble goals of glorifying human dignity and
serving the people. The essence of the social state is
covered by issues of creating decent living conditions
for every person based on the principles of equality
and justice. In the words of the President, "a social
state means, first of all, equal opportunities for the
realization of human potential, creation of necessary
conditions for people to live a decent life, and
reduction of poverty!" [2: No. 218 (1007), 1 b]
In the narrow sense, the welfare state provides
benefits to the population, provides services to
society, and solves issues related to housing. In a broad
sense, it implements a significant number of programs
aimed not only at direct support of the population, but
also measures to manage and organize the economy,
including employment and related issues, as well as
comprehensive macroeconomic management.
Literature analysis. In the history of our
national statehood, we have witnessed that aspects of
the concept of a social state were the main idea and
vital practice even in the oldest times of our country.
For example, the words expressed in the work of our
great grandfather Abu Nasr Farabi, who lived in the
9th-10th centuries, "The City of Virtuous People", fully
correspond to the essence of the "social state"
principle. Such noble ideas formed the content of the
life and works of our great ancestors such as Amir
Temur, Mirzo Ulugbek, Alisher Navoi Babur. The
renewed Constitution also pays great attention to the
economic issues of the society.
On December 28, 2018, as the Head of State stated in
his address to the Parliament of the Oliy Majlis, today
investments are the heart of the economy. After all,

development today. In other words, "Economic
development and social protection are inseparable
concepts and cannot be imagined without them." [3:
issue No. 1 (960). 1 b]
The fact that special attention is paid to the
social sphere in the petition is also embodied in the
same vital truth. In particular, to ensure continuity of
the reforms carried out in the health care system, to
provide all-round support to persons with disabilities,
those who have lost their breadwinners, lonely elderly
people, and in general, the strata in need of assistance,
pension provision special emphasis is placed on
problem solving. In particular, taking into account the
development of oncological diseases that worry the
people of the whole world, the need to further
strengthen the work on improving the qualifications of
specialists in this field abroad, and providing medical
institutions serving the population with modern
equipment in this direction was emphasized, and a
number of problems in the field while eliminating it, he
gave hope to thousands of patients suffering from this
disease.
In fact, it once again proves that the human
factor is our main goal, that social protection of people
and constant care for them has become the content of
the reforms. For example: "One of the age-old
traditions of our people - our noble actions of
supporting people with disabilities, those who have
lost their breadwinners, lonely old people, and in
general, the people who need help, will continue again.
This will remain one of our priority tasks", [3: issue No.
1 (960). 1 b] in his Address.
Year by year, our state is improving priority
tasks in the field of social protection of the population.
In particular, in the last two years, the number of
people receiving social benefits has been increased by
1.3 times, the amount of benefits has been increased by
2 times, and the procedure for full payment of pensions
to working pensioners has been introduced. [3: issue
49 (1008) 2 b
] According to demographic forecasts, the share of the
population of retirement age in the life of the society
(by 1.2 million people) is expected to increase in 2018-
2025. According to information recorded on the
"Norma" information and legal portal, the number of
pensioners and pensioners in our republic has
exceeded 3 million 445 thousand people. 3,100,000 of
them are old-age pensioners. A certain part of them
continues their work." [3: No. 24 (983). 3 b ]
According to paragraph 1 of the 2018 decree of
the President "On additional measures to improve the
efficiency of the citizens' pension system and
strengthen social support for pensioners", from
January 1, 2019, pensions will be provided to all
working pensioners being paid in full. As we noted, this
decree has created a great opportunity for pensioners
who have made a worthy contribution to the
development of the country. Such an incentive
increases the enthusiasm of those with rich experience
who continue their work.
As of April 1, 2019, among other things, "the
total number of pension and social benefit recipients
was 3,542,463 or their share in the population was 10.7
percent. This indicator was 2,656,396 (74.9 percent) of
old-age pensioners. [3: No. 23 (982). 4 b ]
In February 2019, a meeting of the Fund's Board of
Trustees, dedicated to the results of the 2018 activity
and the main tasks in 2019, was held in the meeting hall
of the republican Board of Directors of the "Nuroniy"
fund to support the social activities of Uzbekistan's
veterans. passed In this regard, Shuhrat Jalilov,

Trustees, stated the following about the activities
carried out by the Foundation in 2018 and the priority
tasks of the Foundation in 2019 based on the
President's Address to the Oliy Majlis. For example,
"currently there are more than 3 million 485 thousand
pensioners in our country. 925 of them are veterans of
the Second World War, and 29,000 are veterans of the
labor front.
In accordance with the decree of our President
of December 28, 2016 "On measures to further improve
the activities of the Nuroniy fund for social support of
Uzbekistan veterans", as a result of the work carried
out, 126 districts of the fund A library with all facilities,
office equipment and communication tools for (city)
departments was built and put into use.
In 2018, 1,076 elderly people who worked
honestly for many years in the economy and
production, science, culture, education, health,
jurisprudence and other fields, as well as mothers who
earned respect by raising their children in the spirit of
loyalty to the Motherland, I, II, III degrees They were
awarded with the "Veteran of Labor" badge.On the
occasion of national holidays, the "Nuroni"
foundation's management of the republic provided
material assistance in the amount of 1.6 billion soums
to single elderly people and the disabled from the
fund's own funds and the funds of sponsors. 164
million soums were provided to the residents of
"Mehribonlik", "Sakhavat" and "Muruvat" houses.
In order to develop domestic tourism in our
country, to familiarize the representatives of the older
generation with the historical cities and material and
intangible wealth of our republic, with the support of
local governments, sponsors and regional branches of
the "Nuroni" foundation, visits and tours for more than
165,000 veterans were organized. trips were
organized.
According to the decree of the President of
April 16, 2018 "On encouraging the participants of the
Second World War", 1169 participants of the Second
World War were awarded 5 million soums and
souvenirs. [3: issue 8 (967). 1 b ]
We have great people who taught the world. Each of
their words contains a whole world of meaning. Plato
the judge says: When everyone has a state and a world
of wealth, if he does not show mercy to the people,
then if he falls into poverty, no one will look at him with
compassion. The value of good deeds is great.
The main goal of the International Charitable
Foundation "For a Healthy Generation" is to actively
participate in the implementation of social programs
and make a worthy contribution to raising a healthy
and well-rounded generation, taking into account the
world experience of public and state structures. In
2018, the Foundation carried out a number of good
works in constant cooperation with the Foundation.
Svetlana
Imomova,
the
chairperson
of
the
international charity fund "For a healthy generation",
gives the following information: for the purpose of
social support, a total of 380 veterans in need of social
protection were provided with charitable assistance. In
addition, about 30,500 people with disabilities received
prosthetic-orthopedic goods and rehabilitation tools
worth 3.6 billion soums. 16,000 of them were treated
in rehabilitation centers, and nearly 17 billion soums
were spent for these purposes." [3: issue 8 (967). 2 b ]
The doctors went to a distant village and
conducted a medical examination of the residents.
They diagnosed and treated patients who came with
complaints. For some reason, no one complained of
heartache. Doctors who had never encountered such a
situation before started looking for the reason for it. It
is assumed that the air or water of the village is healing.
However, not a single guess turned out to be correct.

Finally, when the village people were asked the secret
of this, the old people said: We guard against vices such
as gossip, envy, lack of respect, grudges and enmity.
We do not treat anyone like this. On the contrary, we
live in mutual respect and honor. That's why we have
no complaints about heart disease. "Ekosan"
International Charitable Public Fund for Ecology and
Health has carried out many good works within the
framework
of the State Program for the
implementation of the Strategy of Actions in the five
priority directions of the development of the Republic
of Uzbekistan in the "Year of Active Investments and
Social Development" in 2017-2021. increased In
particular, in order to help medical institutions located
in the Aral Sea and border areas to provide quality
medical services to the population, the fund held a
charity campaign "Sakhavat" and helped many
patients. In particular: in accordance with this charity
campaign conducted in cooperation with the "Anemia
and Leukemia" charity public fund, in March and April
of this year (2019), the population in need of social
protection, including the elderly and people with
disabilities, living in Khorezm, Surkhandarya and
Syrdarya regions. and labor veterans and needy
patients being treated in medical institutions were
distributed free of charge. It is worth noting that the
cooperation with the regional branches of the
"Nuroni" foundation in this regard gave the expected
results. 170 million soums were allocated to such noble

Pursuant to the goals and tasks defined in the
action strategy for all-round support of Nurani,
meritorious works have also been carried out in the
Republic of Karakalpakstan. Sharap Usnatdinov,
chairman of the Karakalpakstan branch of the
"Nuroniy" foundation, gives the following information:
"Currently, there are about 191,000 pensioners in the
Republic of Karakalpakstan. 24 of them are
participants in the Second World War, and 802 are
behind the front lines. The number of our elderly
people who are over a hundred years old, eighty, and
ninety years old is also a majority. We are not wrong to
say that all this is due to the fact that the well-being of
our lives is increasing year by year, the state provides
comprehensive support to the elderly generation, and
creates favorable conditions for providing them with
medical and social assistance. His visit pleased all of us,
Nurani, as well. According to the words of the head of
our state, the fact that Karakalpakstan will undergo
major changes in the next two to three years has lifted
our spirits like a mountain and encouraged each of us
to realize new dreams and hopes. During the next visit
of our President, we were very pleased that the Isuzu
bus was presented to the Karakalpakstan branch of the
Nuroni Foundation.
In 2018, the main attention was paid to the
social support of the participants of the Second World
War and the labor front, lonely people who need the
help of others, and elderly people with disabilities. For
this purpose, about 2 billion soums of financial aid was
provided to about 10,000 such elderly people with the
support of local administrations, sponsors and regional
branches of the fund. The elderly from Karakalpakstan,
inspired by the high attention and care, are willing to
support the President, to solve the urgent and life-
giving issues in front of us in harmony, relying on rich
experience, and to show activity in the process of
reforms. he knows that it is his duty and purpose." [3:

A report-meeting dedicated to the results of
2018 activities and main tasks in 2019 of the Navoi
region branch of the "Nuroniy" fund to support the
social activities of Uzbekistan's veterans was held. In
2018, it was noted that a number of activities were
carried out in the region to increase attention and care

for the representatives of the elderly generation, and
to increase their social activity. In particular, 1 billion
634 million 287 thousand soums were allocated for this
purpose from the funds of hokimities, state and non-
state organizations, sponsoring entrepreneurs, and
directly from the "Nuroniy" fund. Also, 44,890
veterans underwent medical examinations, of which
7,613 were treated in hospitals. 1843 people recovered
their health in the sanatorium. In cooperation with the
regional health department, wheelchairs, hearing aids,
canes and crutches, as well as prosthetic and
orthopedic items were delivered to 2,063 elderly
people. In addition, 8084 fathers and mothers were
involved in trips and pilgrimages organized in
cooperation with sponsoring organizations. In
particular, the commissioning of the buildings of the
"Nuroniy Maskani" for the cities of Navoi, Zarafshan
and Karmana, Kyziltepa, Navbahor, Uchquduq and
Tomdi districts of the fund serves to increase the social

In recent years, a number of activities have been
carried out in our country to provide social support to
the elderly, to effectively organize their health
activities, to spend their free time meaningfully, and to
increase their activity in social life. In particular, in the
past year (2022), 965,000 Nuranis were given free
medical examinations, 23,000 Nuranis were provided
with medicine and food, more than 21,000 Nuranis
were treated in sanatoriums, 19,000 technical means
of rehabilitation were provided, 118,000 Nuranis were
provided with other types of material assistance, 221
World War II veterans and single elderly people's
homes were repaired, more than 1 million Nuranis

At
the
new
stage
of
Uzbekistan's
development, with the efforts of the head of our
country, we have to pay due respect to the elderly,
provide social protection for the needy, disabled and
those who need the help of others, and protect their
health. creation of suitable conditions for keeping and
living contentedly has become one of the priorities of
the state policy. As a result of the measures taken on
the basis of a compassionate social policy, the average
life expectancy of the population has increased, and
the number of dignified intellectuals living a long life is
expanding year by year. Shuhrat Usmanov, the Deputy
Chairman of the Republican Board of the "Nuroni"
Foundation, gives the following information: "Today,
43,044 people living in our country are living close to
100 years old, and more than 600 people are 100 years
old and older. , 402 of them are women, about 100 are
participants of the Second World War, 5894 are
veterans of the labor front.
In order to further expand the scope of
providing social and medical services to the
representatives of the elderly generation, the
"Nuroniy" foundation is in cooperation with the
Republican Administration and the Ministry of Health
of the Republic of Uzbekistan "On the organization and
holding of the Month of Health Protection of the
Elderly" in our country. According to the Joint Decision
of August 1, 2023 to September 1, 2023, "Elderly Health
Month" was announced, and during this month, free
preventive and in-depth medical check-ups were
conducted for elderly people in all regions of our
country, in the most remote villages and hamlets.
In accordance with the Memorandum of Cooperation
signed in May 2023 between the "Nuroni" fund, the
Republican Administration and "Soglom Kozlar" LLC,
the doctors of the "Healthy Eyes" LLC clinic provide
medical care to the elderly with eye diseases. service at
preferential prices has been launched.

According to the decision of the Cabinet of
Ministers dated January 5, 2023, 709 visually impaired
persons, 52 persons with visual impairments, according
to the recommendation of the Republican Deaf
Society, were rehabilitated in "Yangiyol" sanatorium
for heart and nervous diseases. For these purposes,
"Nuroni 1 billion 609.4 million soums were spent from
the funds of the fund. A total of 592 sick, disabled, and
low-income persons were provided financial assistance
in the amount of 282 million soums. In the last (2023)
month of Ramadan, on the initiative of our President,
iftars were organized in the homes of low-income
families, and 1,400 underprivileged Nuranis were sent

In short, the Strategy of Actions on the five
priority directions of the development of the Republic
of Uzbekistan in 2017-2021 raised the system of support
for the elderly generation to a new level. These
qualities are in accordance with the hadith of the Holy
Prophet (peace and blessings of Allah be upon him)
