DIRECTIONS FOR THE DEVELOPMENT OF HIGHER EDUCATION IN UZBEKISTAN

Abstract:
Higher education in Uzbekistan is developing rapidly and steadily. This process is
strongly influenced by internal development trends and global factors. The author attempts to reveal
the socio-philosophical essence of the most important aspects of the development of higher
education.

INTRODUCTION
The greatest tragedy of the higher education system of Uzbekistan is its separation from its
historical roots. Due to the fact that madrasahs have lagged behind in development in line with
social progress, the spiritual crisis of society, and other factors, the Uzbek people have become a
colonial state. As a result, a huge gap has emerged between higher education and universities and
madrasahs. The fact that religious madrasahs operating in Uzbekistan today function as secondary
specialized educational institutions is the result of our attitude towards madrasahs, which are our
national pride and honor, stemming from a postcolonial mindset.
METHODS
Content analysis is an important method in studying the new stage of higher education
transformation. Content analysis is a method aimed at analyzing social reality by transferring strictly
verbal information from a relatively objective nonverbal, textual form to a textless form
. That is,
through thousands of documents adopted in the process of managing higher education in Uzbekistan,
analytical data prepared on the process of higher education, interviews and other statements
published in the media, it is possible to analyze the real situation and delve deeper into the essence
of existing problems. Without content analysis, the above documents would not have valuable social
and scientific significance. In particular, content analysis of the issues raised in the works of the
First President of the Republic of Uzbekistan Islam Karimov and the President of the Republic of
Uzbekistan Shavkat Mirziyoyev can find solutions to a number of socio-philosophical problems. In
addition, a detailed analysis of the tasks and directions set out in the adopted regulatory legal acts
for the development of higher education in Uzbekistan and the adopted directions is also one of the
important directions of the research work. One of such major documents is the Decree of the
President of the Republic of Uzbekistan “On Approval of the Concept for the Development of the
Higher Education System of the Republic of Uzbekistan until 2030”. The Decree provides a detailed
analysis of the current state of higher education in our country, detailing the achievements and
shortcomings. The main problems are the low level of coverage of higher education, the fact that
current qualification requirements, curricula and programs are not focused on the formation of
practical skills in graduates, and the high share of non-specialized subjects in curricula, the lack of
effective work on training personnel in cooperation with higher educational institutions and
personnel customers, the insufficient participation of employers in shaping the content of higher
education, and the lack of formation of critical thinking, independent information search and

. The problems mentioned are systemic, and approaches to solving them
must also change. Problems related to the coverage of higher education have led to difficulties in the
material and technical base of higher education institutions, the abundance of non-specialized
subjects has led to the lack of formation of practical skills, and the lack of qualification requirements
has led to a decrease in the interest of employers.
RESULTS
It has become clear that 2020 will be associated with the name of the pandemic in the world. At the
time of writing, more than 12 million people
have been infected with Covid-19 in the world, and 569 thousand have died
. Despite the different
approaches to the emergence of a global pandemic, higher education has once again taken the lead.
Universal statistics on a global scale are being conducted by a teacher at Johns Hopkins University
in the USA and two of his students
. In such conditions, there are certain difficulties in conducting
scientific research on problems in social philosophy and conducting social surveys. However, based
on the capabilities of digital technologies, it is possible to obtain and process data from respondents
on a specific social reality. The Google Forms platform is a universal program for conducting online
surveys
. The platform, created in 2008, is convenient for conducting and analyzing various types
of surveys for free, but there is no ready-made questionnaire template for the education system.
CONCLUSION
Survey Monkey is one of the leading companies in the online survey market. Founded in 2009, the
platform conducts more than 20 million surveys per day. The total number of users is more than 25
million. The main advantage of this service is the availability of templates developed by Harvard
University on the attitude of students and parents to higher education, as well as on the attitude of
teachers to the educational process. Surveys created by leading higher education institutions around
the world can be purchased on a contract basis and used to conduct surveys. Of course, along with a
number of advantages, online platforms also have a number of disadvantages. Firstly, due to the lack
of verbal communication with the respondent on the online platform, certain difficulties may arise in
understanding the main idea and answering accordingly. Secondly, it is impossible to cover a
specific group of respondents. For example, it is impossible to determine whether a student or a
professor filled out a questionnaire distributed through social networks. Thirdly, after conducting
online surveys, there are certain difficulties in systematizing and analyzing the results, which
requires additional effort. At the same time, in the current pandemic, online platforms allow for
reliable and rapid data collection and processing when working in focus groups, as mobility is
crucial for identifying successes and shortcomings before conducting surveys with a large group of
respondents.

First, the scientific study of the transformation of higher education is a complex social process that
requires interdisciplinary integration, which, along with philosophical disciplines, will also need to
take into account advanced research in law, economics, management, and pedagogy.
Secondly, a number of methods have been successfully used to study this process, and some of them
can be applied to studying the transformation of higher education in Uzbekistan.
Thirdly, if we consider the higher education system in Uzbekistan as a separate open system, any
changes that can be introduced into it will be accepted, and it is this process that will serve as the
basis for transformation.
Fourth, a dialectical approach to the transformation of higher education makes it possible to
understand the conditions under which this process occurs, the mutual regularity of its causes and
consequences.
Fifth, through the universal laws of dialectics, it is possible to identify the patterns underlying
changes in higher education.
Sixth, during the pandemic, it is possible to conduct online surveys of respondents, and this method
allows for safe and rapid data collection.
