The Role of Forming A
Sense of Participation in
Youth in Social
Development

Abstract:
The article discusses the issues of increasing
and improving the sense of participation of young
people in the development of social relations in the
Republic of Uzbekistan; the importance of state policy
issues related to youth in building civil society, as well as
the vital prospects of democratic traditions in the
development of society.

Introduction:
Attention has been paid to improving all
forms of youth activity in the development of society
since ancient times. The Greek philosopher Socrates
emphasized the importance of cultivating a sense of
involvement in the moral development of young people
in society. These include Aristotle's views on intellectual
qualities and good behavior that reflect human
qualities.
In our country, the issues of increasing and improving
the involvement of young people in the development of
social relations have been recognized as one of the
priority tasks. The fact that issues of state policy related
to youth have become the most important value of
building civil society, and determining their life
prospects based on democratic traditions, is becoming
an important criterion.
In Uzbekistan, practical processes related to youth life,
issues of comprehensive support and empowerment of
young people, and the creation of the most modern
conditions for them have been raised to the top of state
policy priorities.
State youth policy is a priority area of reforms being
implemented in our country, and its goals are to help
young people find their place in social life in a complete

and perfect way, to become knowledgeable, strong-
willed, talented and competent in all aspects, and to
constantly freely demonstrate their talents. is a set of
measures. In order to implement these processes, our
state is creating all the necessary conditions in the
organizational, normative, cultural, social, economic
and political aspects. All issues related to the full
realization of the potential of young people in social
life are being resolved in a guaranteed manner. All
normative, legal and legislative frameworks of state
youth policy have been perfectly formed, and relevant
legislative documents are being adopted in a timely
manner under appropriate conditions.
In addition to the norms applicable to all citizens, the
Constitution of the Republic of Uzbekistan also
contains rules that apply specifically to young people.
In particular, Articles 50, 51, 52, 53 of our Constitution
in the new edition are considered to be related to
education, and Article 50 states: “Everyone has the
right to education. The state ensures the development
of a continuous education system, its various types and
forms, state and non-state educational organizations.
The state creates conditions for the development of
preschool education and upbringing. The state
guarantees free general secondary education and
initial vocational education. General secondary
education is compulsory. Preschool education and
upbringing, general secondary education are under
state control. Inclusive education and upbringing for
children with special educational needs is provided in
educational organizations. In addition, Article 78 of our
Constitution states that “Children are equal before the
law, regardless of the lineage and civil status of their
parents. The state is obliged to ensure and protect the
rights, freedoms and legitimate interests of the child,
and to create the best conditions for his or her full
physical, mental and cultural development; "Article 79
states: "The state ensures the protection of the
personal, political, economic, social, cultural, and
ecological rights of young people and encourages their
active participation in the life of society and the state."
The state creates conditions for the intellectual,
creative, physical and moral formation and
development of young people, for the implementation
of their rights to education, health, housing,
employment, leisure and recreation; "Article 80 states
that "Children who have reached the age of majority
and are capable of working shall be obliged to take care
of their parents." The standards are noted.
The ability of young people to find their place in social
life, live a prosperous life, and make positive changes
in their daily lives is closely linked to the characteristics
of society. In the system of ensuring state youth policy,
there is a constant systemic interaction between
young people and other segments of the population of
society. This mutual relationship takes on the stable
features associated with ensuring the national interests
of society, adhering to all existing constitutional and
legal principles, and jointly striving for the prosperity of
the country.
In the theory and practice of youth policy on all
normative and organizational bases, young people are
recognized as a social group that ensures the future and
prospects of our country. In recent years, numerous
normative and legal documents have been adopted to
strengthen the authority of young people in society,
strengthen their life position, and support them in the
socio-economic sphere. For example, the Resolution of
the President of the Republic of Uzbekistan dated
August 14, 2018 No. PQ-
3907 “On measures to raise
young people in a moral, ethical and physical way, and
to raise the quality of the education system for them to
a new level”, the Resolution of the President of the
Republic of Uzbekistan dated June 30, 2020 No. PF-6017
“On radical reform of the state policy on youth in the
Republic of Uzbekistan and Decree of the President of
the Republic of Uzbekistan dated June 30, 2020 No. PQ-
4768 “On the organization of the activities of the Youth
Affairs Agency of the Republic of Uzbekistan”, Decree of
the President of the Republic of Uzbekistan dated July
13, 2021 “On add
itional measures to support and
encourage young people in all aspects and further
increase their social activity Decree No. PF-6260 of the
President of the Republic of Uzbekistan dated April 20,
2021 “On additional measures to support and promote
the entrepreneurial activity of young people, their social
protection, and meaningful organization of their leisure
time” Decree No. PF
-6208 of the President of the
Republic of Uzbekistan “On radical improvement of the

Cabinet of Ministers of the Republic of Uzbekistan dated

Development of State Youth Policy in Uzbekistan until

Cabinet of Ministers of the Republic of Uzbekistan dated
June 7, 2022 “On approval of the Progra
m for the
implementation of state youth policy in the Republic of
Uzbekistan in 2022-
2023”, are among them.
In accordance with the Decree of the President of the
Republic of Uzbekistan No. PF-6017 dated June 30, 2020
“On measures to radically reform and re
launch state
youth policy in the Republic of Uzbekistan”, the Youth
Affairs Agency of the Republic of Uzbekistan, as well as
its branches in the Republic of Karakalpakstan, regions,

Tashkent city administrations and district (city)
branches, were established in our country. The decree
included many tasks to be performed by the Youth
Affairs Agency, which outlined innovative mechanisms
for all-round support and encouragement of young
people. For example, educating young people in the
spirit of loyalty to the Motherland, respect for national
and universal values, broadly involving the growing
younger generation in science and innovation, and
educating them in the spirit of "National recovery - the
essence of national progress!" to determine measures
aimed at unifying around the idea of; to protect the
rights and freedoms, legal interests of young people, to
actively participate in the implementation of crime and
crime prevention among young people;
Five important initiatives have been widely
implemented, including sending talented young
people to study at leading foreign higher education
institutions,
ensuring
their
participation
in
international competitions, involving the younger
generation in culture, art, physical education and
sports, increasing their literacy in information
technologies, promoting librarianship among young
people, and ensuring the employment of women. to
coordinate the work aimed at the implementation, to
develop their intellectual potential and talents; to
widely involve young people in small business and
private entrepreneurship, to create additional
conditions for their mastery of modern professions and
digital economy skills, and to assist in the processes of
providing them with jobs; "developing international
cooperation in the field of youth policy, taking
necessary measures to increase our country's position
in international youth rankings, and systematically
organizing work with young people studying abroad"
are set out.
Proposals and initiatives on solving social issues in
society today by young people, existing problems in
the regions, and Programs are being adopted to
address these issues. In this regard, the government,
regions, and Tashkent city, district, and city
khokimiyats are also regularly adopting numerous
programs and action plans related to solving youth
problems. Thus, youth problems are being addressed
regularly at the state, government, and khokimiyat
levels, and important implementation of advisory
measures is being ensured.
In the system of solving youth problems, existing state
and non-state organizations in society, political parties,
mass media, as well as the social responsibility and
innovative activity of each citizen play an important
role. Because solving the problems of young people
strengthens their confidence in the future, increases
their creative potential, develops their creative
abilities, creates action programs and progressive
creative ideas in everyday life, as well as progressive
innovative thinking, as a result, important values that
contribute to national progress are formed in society.
The Youth Agency and the Youth Union are
implementing the following measures to improve the
comprehensive socialization of young people in society
and increase their responsibility in solving social
problems:

improve
the
educational, educational
and
methodological base of the organization, as well as the
system of continuous professional development of
employees and leaders on the basis of innovation;
- comprehensively increase the effectiveness of the
activities of grassroots organizations, expand their social
interaction with youth representatives in their places;
- to modernize the activities of youth social service
centers, to promote new initiatives to assist them in
solving issues related to social and social security in the
work of all categories of the population;
- strengthening festivals and educational events that
serve to strengthen the socio-spiritual atmosphere of
interethnic harmony and religious tolerance among
citizens living in our multi-ethnic, multi-confessional
country today;
- to establish the activities of the Council of Progressive
Leaders on a community basis in localities, work with
unorganized youth, strengthen the cooperation of
leaders of grassroots organizations with the mahalla
institute;
- to increase the effectiveness of local legal culture and
healthy lifestyle-related activities, organize various
initiatives, assistance and support with young families;
- Continuous promotion of the upbringing of a new,
harmonious and enterprising generation among the
general public of young people through the mass media.
The
Youth
Union's
leading
organizations
in
organizations, enterprises and institutions are not only
responsible for ensuring the implementation of state
youth policy, but also for attracting experienced,
competent and qualified personnel to this area, helping
them implement social programs and innovative ideas,
and for forming a strong and reliable community
through constant work. It consists of searching for and
educating young people who are socially active, have
civic responsibility, and have high leadership skills, and
by implementing their socially significant initiatives, it
serves to promote democratic traditions and values of
national progress in society and determine its future.
In the era of globalization, social problems that exist in
the world have a negative impact on the life of our
country. The issue of youth participation in preventing

social problems is also relevant today. Increasing the
legal and moral responsibility of young people, forming
their immunity on the basis of serving the state and
society is an important task in the implementation of
state policy on youth.
