This article examines the concept of the offender (subject of crime) in corruption-related offenses, focusing on its legal nature and the defining features of a special subject. The analysis explores the legal status of public officials, their organizational and administrative powers, and their role in the commission of corruption acts. International standards — including the UN and Council of Europe Conventions — are compared with national legislation. The article also discusses the involvement of private-sector officials, petty corruption, conflict of interest, and institutional requirements for integrity in public service. These aspects form the basis for classifying corruption-related offenders.References
