IMPROVEMENT OF THE CONSTRUCTION SYSTEM IN THE
CONDITIONS OF THE DIGITAL ECONOMY

Abstract:
In this article, the application of the digital economy in the construction industry accelerates the work process
and eases the construction system through an electronic system. Recommendations for the improvement of
the rental system and the development of a transparent construction system were discussed.
1 INTRODUCTION
Digital technologies began to develop with the advent
of computers. Computing systems, having reached a
high level of their functional development, began to
be used in other industries. Their noticeable use was
in accounting and economic calculations. In
technology, computers have found their place in the
calculations
of
structures,
technologies,
and
automation of production processes.

The service economy and the tourism sector are one
of the most promising types of economic activity. In
developed countries, the service economy is
becoming increasingly important, the volume of
production of services and income from them is
increasing. According to the classification of the
World Trade Organization, the service economy
includes more than 150 different services. These
include business services, communication services,
financial services, educational services, tourism and
related
services,
transportation
services,
transportation and recreation, and cultural and sports
activities.
It can be seen that currently the service
sector is the main type of economic activity. Almost
everyone uses one or the other service. The digital
economy requires, first of all, the creation of
broadband Internet ports and the laying of optical
fiber Internet lines. Taking into account these
problems and creating favorable conditions for the
development of e-commerce in the country is now
urgent. In recent years, the concept of digital
economy has appeared in the theory and practice of
the economy of many countries. It is characterized by
the rapid development of digital technologies, the
revolution in the information sector and the
acceleration of the processes of globalization of the
economy
The Decree No. PD-6079 of the President of
the Republic of Uzbekistan dated October 5, 2020
"On the approval of the strategy of "Digital
Uzbekistan - 2030" and measures for its effective
implementation" refers to the development of the
digital economy, the improvement of digital
technologies in all areas and sectors
tasks on application of issues, elimination of
problems in the field are presented. Among them, the
following tasks can be mentioned:

to ensure the full implementation of projects
and measures provided for in the strategies,
programs for the digital transformation of
regions and sectors, "roadmaps" by state
bodies and organizations, local executive
authorities, as well as their systematic
control of timely execution;
-
listening to the monthly reports of the heads
of state bodies and organizations on the
implementation of planned projects and
measures for the development of the digital
economy and electronic government, as well
as
considering
the
issue
of
their
responsibility;
-
on the basis of constant monitoring, to
further improve the provision of electronic
state services, to take measures to optimize
functional processes and procedures in the
activities of state bodies and organizations;
-
considering new projects in the field of
digital economy and making decisions on
their implementation, as well as, if
necessary, making changes to digital
transformation programs and "roadmaps" of
regions and industries based on prepared and
agreed project documents and additions can
be made and so on.
On the basis of this decree, it is possible to
mention a number of works on the development of the
construction industry, especially rental construction,
the development of measures for the automation of
the industry, and the updating of existing digital
technologies and platforms in the industry.
2. RESEARCH MATERIALS AND
METHODS
Comprehensive measures are being implemented
in our country for the active development of the
digital economy, the widespread introduction of
modern information and communication technologies
in all sectors and areas, first of all, in public
administration, education, construction, health care
and agriculture.
Construction industry in today's digital
economy
It is desirable to improve the management
efficiency evaluation methodology in enterprises, to
develop management efficiency evaluation criteria in
the construction industry and to increase its
capabilities. In this regard, based on the Resolution of
the President of the Republic of Uzbekistan dated
February 21, 2022 "On additional measures to
support housing construction and construction
materials industry" PQ-139, housing construction
The tasks and assignments related to the development
of networks, the introduction of digital technologies
to the field, the construction of smart houses, and the
improvement of the building materials industry have
been determined, which further increases the work
that needs to be done in this field. In addition, the
introduction of digital technologies in the field to a
new stage will also make it possible to increase the
efficiency of management processes in the
construction sector.
In the construction industry, the end of the tender
(tender) sales held in the national information system
"Transparent Construction", as well as direct
negotiations with the customer in accordance with the
legislation,
design-search
and
construction-
contracting organizations Agreements on the
development of project-estimate documents and the
execution of contract works between the parties must
be signed in this system with an electronic digital
signature and sent electronically to the State Finance
Management Information System of the Ministry of
Finance for registration or accounting. Each object
included in the approved address lists should be
included in the "Transparent construction" national
information system with an identification number,
and any changes or additions to them can be reflected
in this information system.
Regardless of the risk category, it is ensured that
all objects are registered and controlled by the
competent authority before the start of construction
and assembly work.
Construction is a high investment industry with a
long production cycle. The volume of construction
directly reflects the dynamics of socio-economic
development of the region and the entire country.
The construction industry is the most important
strategic
direction
of
the
socio-economic
development of our country and makes up about 6%
of the country's gross domestic product. Industry has
all the potential to become one of the main means for
the growth of the Russian economy.
Economic tension has had a negative impact on
the construction industry, primarily due to a sharp
decrease in the number of orders received by
construction companies.
When studying trends in the construction market,
QMRA (Construction Industry Rating Agency)
accurately calculates the index of competitiveness of
the construction industry, which shows the dynamics
of changes in construction in a certain region.
The main directions of the strategy are as
follows:

development of regions in terms of urban
planning and in this context ensuring effective
public participation;
✓
increase the quality and safety of urban planning
activities;
✓
the effectiveness of administrative procedures in
the
field
of
urban
planning,
ensuring
reasonableness and transparency, as well as
increasing the efficiency of the activities of
construction network organizations;
✓
digitalization of urban development activities,
introduction of modern information and
communication technologies to the network;
✓
training, retraining and upgrading of personnel in
the field of urban development, development of
scientific potential;
3. RESEARCH RESULT
Based on the results of the research, it should
be noted that until the end of 2022, high volumes of
construction work were recorded in the regions, in
particular, in the city of Tashkent, Tashkent region
and Samarkand region. That is, 25598.2 billion in
Tashkent city. soums, 9323.1 billion in Tashkent
region. 7036, 7 billion soums. Construction works
amounting to soums were recorded.
The construction industry is one of the
industries that has been contributing to the stable
growth of the national economy of our country. The
indicators of construction work by types of economic
activity showed that: buildings and constructions
construction direction accounted for 67.9 percent, and
the growth rate decreased by 103.0 percent compared
to the corresponding period of 2021; the direction of
construction of civilian objects made up 21.5 percent
of the share, and the growth rate reached 106.0
percent; the direction of specialized construction
works accounted for 10.6 percent share and 127.1
percent growth rate.
Most of the completed construction works
relate to the construction of new buildings and
structures. 68.6% of the total construction works or
71,729.7 bln. Soum construction works are aimed at
creating new production facilities, housing and other
social facilities in the economy.
4. CONCLUSION
As a conclusion, it can be said that based on
the results of the analysis, it is desirable to further
develop the industry, especially to bring the industry
to a new market stage based on the widespread
promotion of digital technologies.
Based on the above conclusion, the
following proposals and recommendations were
developed:
transparency of issues of development of the
industry based on digital technologies;
on the basis of continuing the smart city project,
create a smart neighborhood, smart people;
implementation of digital technologies in smart
cities;
security system based on the use of digital
technologies
strengthening;
reduction of production and construction costs
based on the introduction of digital technologies, etc.
