Аннотация

It is intended that this annotated bibliography be used as a stand-alone resource or in tandem with the related literature review about Language Planning and Policy: Factors that Impact on Successful Language Planning and Policy. A variety of literary sources, such as research reports and journal articles, are consulted in the bibliography. In order to give a summary of the main ideas and shared comprehension of the elements that influence successful language planning and policy, especially in relation to the revitalization of Indigenous and minority languages also upkeep. The goal was to find more modern works of literature, created about approaches and materials on language policy and planning (LPP). Although the literatures were based on the review’s body of work was expanded to include foundational works that addressed the major.

There are several works about implementing language policy and planning

through materials development in many countries. Language policy was described as a
statement of intent while language planning was the procedure of implementation.
However, these two terms are mostly utilized as one combination. Moreover, the terms
macro-level and micro-level were widely utilized to explain the topic. In educational
field, main choices are decided related to the languages, such as which languages should
be taught, for which level learners (primary, secondary and tertiary). After that,
curriculum and syllabus decisions should be followed, like how much time should be
spend on language learning, what kind of teaching methods and approaches should be
utilized for teaching and learning and many others. For the development of such
implementations English Language Teaching (ELT) Projects were also included. For
instance, English-in-Action Project (EIP, 2011) was introduced in Bangladesh. Those
projects were useful for local capacity and expertise to develop teacher training should be
met with educational objectives. Pakistan government was considered that textbook in
language-in-education should be centralized for secondary-level learners and gave
several recommendations, such as language policy implementations should match
learners’ needs, wants with their future job requirements, flexible curriculum and
syllabus, select suitable textbooks. Additionally, some problems of Primary School
learners were discussed and suggested to ask several questions in ELT Projects; about
timing, relevant materials are available or not, successful instructional programs for
language learning and so on. Some researchers mentioned their thoughts about successful
implementing language planning and policy for education. Among them, Enever and
Moon pointed out that materials need to be appropriate for age of the learners and

suitable for their culture. Malaysian researchers were also conducted a research on
language learning and witnessed for lack of English language competence. One proposal
was suggested by Swanson and Bargwhal (2009) which was included seven tools. Those
tools were created with adaptive policies which can be changed according to local
contexts. Elmore (1979), introduced ‘backward-mapping’ and ‘forward-mapping’
approaches. Forward-mapping approach is like from top to bottom or from macro to
micro of systems while backward-mapping is vice-versa. The term ‘subalterns’ was used
to describe local agents, specifically social actors and they were parents, teachers and
local administrators who could not participate actively to form LPP implementation.
They utilize ethnographic approaches, such as observations, interviews and other written
communications in their own contexts. Creese and Backledge (2010) stated about using
all languages in multilingual classrooms and called it as ‘heteroglossia’ and this approach
was called ‘translanguaging’. After this approach was appeared national language policy
was compared with international ones. Then, international published materials were
started to utilized in local contexts. The usage of national materials development projects
was developed with the help of those international published materials.

The research was organized well by dividing into parts which need to be

mentioned, such as what can be included in planning language and its policy, thoughts,
findings, global and national published materials development for implementing LPP.
However, there was given general information about micro, macro-level systems with
short explanations and I think it might be a bit difficult to comprehend the topic. So it
would be better if those terms should be defined in a detailed way as the readers who do
not know those terms might come across several challenges. Moreover, the language of
this work was quite complicated to understand what the authors wanted to say. I tried to
understand it as the LPP course knowledge helped me but if the learner can face
challenges who does not have enough information about LPP. In addition, there were
written about ELT aid projects but no enough information about those projects. In my
opinion, it would be much more interesting if one project was defined widely in order to
be understandable for learners or draw pictures about language projects in their minds.
Need to say that, the article was supported with numerous citations from another article
which was useful for learners for their further learning if some points were difficult to
comprehend they can search additional information from given resources.

This research paper reminds me “Language History Planning and Policy” course

but some information of these literatures gives general ideas about what is Language
Planning and Policy while that the course was taught us detailed and specific data about
how we can plan language policy and made some proposals related to that course.
Moreover, the terms like macro-level, micro-level were introduced in that course. So why
these two courses are connected with each other? As in “Language Planning and Policy”
course, the instructor was taught us writing proposals for the improvement of educational
system, such as extraordinary ideas for teacher training programs, Eglish for specific
purposes (ESP) courses and many others. While this course may be linked with how to
design or develop materials for those teaching proposals. According to Kaiser (2018),
LPP is useful to solve language learning problems which can be controlled by
government, it includes, how to design materials, textbook or course book problems but it
might much time as it is considered long-term approach. Furthermore, the role of

language actors, namely people with power people with expertise and people with
interests for implementing LPP is important (Zhau, 2011). Also, this article can be
connected with all other previous courses as they fulfill each other’s gaps and provide
with supportive knowledge. Another example is that “Curriculum development” course
which helps to create syllabus and curriculum through designing, developing, adapting
and modifying textbooks, and other teaching materials according to learners’ needs,
wants and interests.

While not explicitly mentioned in most constitutions, the use of native languages

as alternatives for development is currently acknowledged in principle throughout Africa.
Local languages coexist as official languages with English, especially in Southern and
East Africa. For instance, English has been taught in the Department of Foreign
Languages in Tanzania after being completely deinstitutionalized at the Dar er Salaam
University. Some nations, like Namibia, however, are unable to make this assertion. Over
the previous thirty years, politicians and these nations’ language planners have asserted
language. Intended should be interventions into issues like ethnicity, regionalism, and
ethnic group allegiance that are seen as barriers to modernization and unification.
Consequently, language has been considered a mediating variable in relation to two
noteworthy characteristics (Namibia, 1996).

Conventionally, language planning is thought to be intended to affect other

people’s actions. Despite being communicated through language, this impact tends to
produce a wide range of behaviors that go well beyond linguistic consequences. As an
example, consider the fact that throughout the previous forty years, planners and
Language planning strives to promote national unity and modernization, according to
lawmakers in some African republics. They have therefore shown that their linguistic
agendas were actually developed as interventions to address perceived roadblocks to
progress and unification. Because of this, language has been considered as a mediating
factor between two notable characteristics of Africa: diversity and the adoption of
English as the national language.

Since a critical social theory constructed from multiple disciplines would be the

most analytically strong study of language policy’s effects on society, it would be
required to evaluate the ideology of language policy. An interdisciplinary approach’s
strength is that there isn’t actually a single axis or societal problems are complicated and
cannot be sufficiently explained by a single theory. Therefore, a variety of difficulties
utilizing narratives, life histories, critical ethnographies, critical racial theories, historical-
structural rather than neoclassical approaches, evaluative case studies, and so forth serve
as the foundation for current post-cultural and postmodern language-policy studies
(Myers-Scotton, 1990).
