Abstract

The digital transformation in public administration has turned e-government into a key tool for improving service delivery, transparency, and efficiency. Effective functioning of e-government is impossible without a strong legal framework. This article analyzes the legal foundations of data protection, electronic identification, cybersecurity, interoperability, and digital administrative processes. Furthermore, it examines international practices from 2022–2025, challenges such as digital inequality and technological obsolescence, and provides recommendations for both developed and developing countries.
