This article analyzes the scientific and practical issues related to urban development standards, technical control, resource estimation standards and their practical application in the field of highway construction. The dangers of corruption in this field, ensuring legality in the relationship between the contractor and consulting engineer, and the actual aspects of the introduction of innovative technologies and international standards in road construction are highlighted. Laboratory control, use of geosynthetic materials, cage and densification technologies, and the legal and economic basis of Resource Estimate Norms (RESM) were thoroughly examined in the study. The article also developed scientifically based suggestions and recommendations for the development of the industry.References
