WAYS TO IMPROVE INNOVATION ACTIVITIES IN INDUSTRIAL ENTERPRISES
IN UZBEKISTAN

Abstract:
In many countries of the world, developmental progress has reached all circles of
economy, and Uzbekistan is one of them. The changes carried out in social and financial life of
the nation require development thoughts and advances. The article analyses positive foreign
encounters and refinement of using charge frameworks, which can advance the advancement of
advancement action and appears the effect of tax assessment on development movement. The
subject is about component of assessment inspiration of development movement at enterprises.
The creator proposes steps aimed at advancing financial productivity of assess inspiration within
the field of innovation activity of enterprises within the Republic of Uzbekistan, as tax collection
framework plays the imperative part in supporting development. Instruments of charge
inspiration include creation of such conditions that can advance demand for imaginative items
and speculation in modern progress.

Introduction
Innovation has become a key driver of economic growth and competitiveness in today's
fast-paced global marketplace. For industrial enterprises in Uzbekistan, fostering innovation is
critical to increasing productivity, improving product quality, and positioning themselves for
success in local and international markets. Despite the significant potential for innovation within
the country's industrial sector, several challenges continue to hinder progress, including limited
access to advanced technologies, insufficient funding for research and development, and a lack
of collaboration between industry and research institutions. The report addresses areas such as
improving technology infrastructure, fostering a culture of creativity and entrepreneurship,
increasing government support, and strengthening collaboration between the public and private
sectors. By examining both local and global best practices, this article aims to provide valuable
insights into how Uzbekistan's industrial enterprises can harness innovation as a means of
driving long-term growth and sustainability.
Literature review
The importance of innovation in driving economic development and industrial progress
has been widely recognised in both global and regional research. In the context of Uzbekistan,
several studies have examined the barriers to innovation and proposed frameworks for promoting
a more innovative industrial sector.
A large div of literature highlights the direct link between innovation activities and
economic growth. According to Schumpeter, innovation is central to the process of "creative
destruction", whereby new technologies replace outdated systems, leading to both economic
renewal and growth. Similarly, Porter emphasises the role of innovation in enhancing

competitive advantage, suggesting that companies must adopt innovative practices to remain
relevant in an increasingly globalised market. For Uzbekistan, the challenge remains to
transform industrial enterprises to become more innovation-driven and competitive in the global
context.
Several studies have focused on the unique challenges faced by Uzbek industrial
enterprises in adopting innovative practices. A study by Djonli (2019) identified a significant gap
in technological infrastructure, noting that many industries still rely on outdated machinery and
processes, which hinders their ability to innovate effectively. In addition, access to finance for
research and development (R&D) is limited and private sector investment in innovation is
minimal, as noted by Yunusov (2021). There is also a shortage of skilled personnel and
specialised knowledge, which further limits the country's capacity to innovate.
The role of the state in promoting industrial innovation is well documented in the
literature. According to Teixeira and Ferreira (2019), government policies that incentivise R&D,
technological upgrading and innovation networks are essential for creating an environment
conducive to industrial progress. In Uzbekistan, the government has initiated various
programmes, such as the State Programme for the Development of Innovation and Technological
Modernisation (2017), aimed at increasing R&D investment and improving the innovation
capacity of industrial enterprises. However, critics argue that the implementation of these
policies often lacks effective monitoring and support systems, which reduces their impact
(Saidov, 2020).
International studies provide valuable insights into best practices for improving
innovation activities in industrial enterprises. A study by Fagerberg (2005) points to the success
of countries such as South Korea and Germany, where government policies, public-private
partnerships and targeted investments in technology infrastructure have led to robust industrial
innovation ecosystems. These countries have successfully integrated innovation into their
industrial policies and created sustainable growth. In this regard, Uzbekistan could benefit from
learning from these models and adapting them to its unique economic and industrial context.
The role of organisational culture in fostering innovation has also been explored in the
literature. According to Amabile (1996), a culture that encourages risk-taking, creativity and
continuous learning is crucial for fostering innovation. For Uzbek industrial enterprises, a shift
from a risk-averse mindset to one that embraces experimentation and iterative improvement
could lead to significant innovation breakthroughs. Organisational strategies such as open
innovation models and intrapreneurship programmes could further enhance the ability of
industrial enterprises to innovate in a rapidly changing global landscape.
Results and discussion
The need vital course of the inventive advancement of the economy of Uzbekistan is the
creation of a national development component, which can be a framework of organisational,
financial and legal measures and the execution of certain inventive ventures. This framework
should guarantee the generation of modern information, the operational application of inquire
about comes within the genuine segment of the economy and the deal of modern items to
shoppers. In this respect, the viable improvement of advancement is of incredible significance,

since the competitiveness of mechanical ventures of the Republic as residential. In this respect,
the compelling improvement of innovative activities is of incredible significance, since the
competitiveness of mechanical endeavours of the Republic both within the residential and
remote markets depends on the proficiency and viability of its exercises.
Key strategies for improving the innovation environment in industrial enterprises in
Uzbekistan
- Efficient use of resources: Industrial enterprises in Uzbekistan can improve innovation
by making effective use of existing resources such as labour, materials and finance. This
approach can help increase economic potential without relying solely on new investment
or enterprises.
- Invest in scientific research: Directing investment towards scientific research,
particularly in digitalisation and automation, is crucial. This can lead to innovation in all
processes, from research and development to production and management, ultimately
improving efficiency and reducing costs.
- Adopt modern management strategies: Implementing modern management strategies,
such as vertical integration, can improve the organisational and economic mechanisms of
production processes. This approach helps to manage the entire production chain more
effectively, from raw materials to finished products.Tax Incentives for Innovation:
Utilizing tax systems to motivate innovation activities can significantly impact industrial
enterprises. By creating favorable tax conditions, enterprises can be encouraged to invest
in new technologies and innovative products.
- Vertical integration: The use of vertical integration strategies can enhance the innovative
development of industries by improving management efficiency and organisational structures.
- Periodic analysis and restructuring: Regular analysis of economic sectors and
restructuring of public administration systems can help align industrial innovation with global
market trends and entrepreneurial initiatives.
Conclusion
To improve innovation activities in Uzbekistan's industrial enterprises, a multifaceted
approach is necessary. This includes efficient resource use, strategic investments in research,
modern management practices, tax incentives, and vertical integration. These strategies
collectively aim to enhance the competitiveness and efficiency of industrial enterprises in the
global market. As technology continues to advance, the industry is required to expand its use of
digital technologies to improve the way it does business.By implementing digital technologies,
industrial enterprises:
- improves product and process development;
- supply chain integration promotes greater organizational flexibility to meet changing customer
needs;
- accelerates management decision-making;
