THE NATIONAL PROJECT "YASHIL MAKON" IN UZBEKISTAN AND ITS
CONSISTENT IMPLEMENTATION

Introduction
One of the global problems today is the environmental problem. Environmental
cleanliness, well-being, and the level of air purity are all important factors, and focusing on these
factors remains a pressing topic. A number of measures are being implemented in our country to
improve the environmental situation, prevent the harmful effects of transboundary garmsel winds
and dust storms on the environment. Over the past period, 588 hectares of "green parks," 662
hectares of "green public parks," as well as 40 km of "green belts" around the cities of Bukhara,
Nukus, Khiva, and Urgench, have been created within the framework of the nationwide "Green
Macon" project.
At the same time, the effective continuation of the nationwide project today requires
urgent measures.
In order to further popularize the nationwide "Green Space" project in Uzbekistan,
improve the public administration system and widely introduce advanced technologies in the
field of ecology, as well as ensure the implementation of the tasks defined in the "Uzbekistan -
2030" Strategy:
1. It is established that the following additional mechanisms are being implemented during the
implementation of the nationwide "Yashil Makon" project:
a) at least 50 percent of the annually allocated funds from the State Budget shall be directed to
financing "My Garden" projects formed on the basis of public opinion through the "Open
Budget" information portal for the creation of "green parks" and "green public parks."
In this case: at the initiative of the population, an initiative is put forward to create "green parks"
and "green public parks" with a cost of no more than 250 million soums, indicating the address
and drawings of the site;

The process of forming and voting on "My Garden" projects is carried out annually in January-
February;
b) funds annually allocated from the State Budget are directed through the targeted investment
program for landscaping of the Republic of Uzbekistan according to the scheme given in
Appendix No. 1 to: creation of dendrary, dendrological and botanical gardens in each region;
fencing of cities and districts with "green belts"; Creation of large orchards with an area of at
least 5 hectares;
creation of a "green shield" to reduce the impact of transboundary winds, garmsel, and dust
storms;
Today, it is necessary to develop various projects to improve the quality of life of the
population, preserve nature, and strengthen a healthy lifestyle. One such project is the "Green
Space" project. In this regard, about 20 decrees and resolutions of the President, state programs
and strategies were adopted.
FUNDS RECEIVED FROM ADDITIONAL FINANCING MECHANISMS FOR THE
"YASHIL MAKON" NATIONAL PROJECT
GOALS OF THE DIRECTION
1.Development of design and estimate documentation for the creation of "green belt," "green
garden," "green public parks," "green shield," "green cover" - protective forest plantations and
protective forest plantations within the framework of the "Yashil Makon" nationwide project,
organization of practical work and their maintenance for three years before transfer to the
permanent owner.
2. Preparation of seeds of trees and shrubs corresponding to the climatic conditions of the
regions for carrying out forestry measures, ensuring the conduct of laboratory tests of seeds in
the prescribed manner, creation of a gene bank for seed production.
3.Development of forestry and forest nursery, including the creation and development of a
system for growing seedlings using the intensive method and with a closed root system.
4.Establishing nurseries in forestry enterprises and developing home-based work in the field of
nurseries on forest fund lands.
5.Design, preparation of land plots, carrying out work on planting low-water-consuming tree and
shrub seedlings.
6. Implementation of measures to combat diseases and pests of trees and shrubs.
7. Measures for the implementation of irrigation systems and the organization of water supply.

On March 29, President Shavkat Mirziyoyev chaired a videoconference meeting on work
within the framework of the "Yashil Makon" project and improving waste management.
This spring, 125 million seedlings are planned to be planted as part of the "Yashil
Makon" project. Work has begun on creating orchards in the regions and planting trees along
roads in 10 rows. This is well-established in the Republic of Karakalpakstan, Kashkadarya and
Namangan regions.However, in most regions and districts, the locations for planting trees have
not yet been determined, and funds have not been allocated for watering and planting. Therefore,
yesterday this issue was critically reviewed in the Cabinet of Ministers, and it was noted that
disciplinary actions were taken against 28 responsible deputy regional governors, district
governors and their deputies, as well as heads of system organizations.
The scope of work in this direction also varies across ministries.For example, the
Ministry of Defense created a park with an area of 100 hectares, the Ministry of Digital
Technologies, the Ministry of Mining and Geology - 65 hectares each.
However, seedlings have not been fully planted on the lands allocated to the Ministries of
Energy and Transport. Along the highways and railways, along the rivers and canals, around
industrial enterprises and gas stations, there are so many empty seats.
In general, it was noted that there is no initiative and propaganda to popularize tree
planting. It was emphasized that if local councils, the Ecological Party, and other associations, as
well as mahallas, work together with government organizations, many parks will be created. At
the meeting, upcoming tasks and new initiatives within the framework of the "Yashil Makon"
project were discussed.
There are many people in our country who want to plant trees and create greenery. But
the people living in apartment buildings do not have land. In this direction, a good initiative has
been launched in the Tashkent region based on the experience of South Korea. According to the
document, land will be allocated from districts and transferred to landscaping departments for a
period of 30 years. A drip irrigation system will be implemented at the expense of the local
budget, and the land will be prepared for planting trees. Each seedling is marked with the name
of the person who planted it. An employee of the landscaping department is assigned to care for
the trees.
The Head of State instructed to introduce this experience in all regions. There are 9,452
mahallas in our country. In particular, there are 39 thousand apartment buildings in cities. It was
emphasized that mahalla activists and managing service companies should facilitate tree planting
in these areas.

A system of planting trees in 5 rows was introduced, with the allocation of land along
roads and canals to applicants on the basis of direct contracts for a period of 10 years. Using this,

is, the Urban Planning Council establishes an obligation to plant trees on at least 30 percent of
the area of new construction and determines the type of seedlings. The facility is accepted for
operation only after fulfilling this condition. The Ministry of Construction was instructed to
extend this procedure to all regions and introduce a requirement for tree planting into urban
planning norms and licensing requirements.
In particular, it is planned to create green alleys with an area of at least 1 hectare in each
of the 38 "New Uzbekistan" blocks and 30% of the total area of 2500 apartment buildings to be
commissioned this year. The Ministry of Ecology, Environmental Protection and Climate
Change was instructed to create 444 green parks and 160 public parks in the regions, and to
launch the "My Garden" project. Responsible persons reported on plans to create green zones
along the edges of fields, around large enterprises and industrial zones. The practice of
delivering seedlings free of charge to social institutions will be continued this year as well, and
in total, more than 4 million seedlings will be distributed to them.
Also, if the Strategy for the Conservation of Biological Diversity in the Republic of
Uzbekistan for 2019-2028 provides for an increase in the area of protected natural areas from
today's 7% to 12%, then the Concept for the Development of the Forestry System of the
Republic of Uzbekistan until 2030 sets tasks to increase the area of forest fund lands from
today's 11.2 million hectares to 14 million hectares.
These works are being widely implemented mainly in the desert and arid regions of our
country.In the Aral Sea region of the Republic of Karakalpakstan, where soils are poor in biota
and have low fertility, thousands of hectares of saxaul and tamarisk orchards are created annually
within the framework of the "Green Space" program project.This is mainly done to prevent soil
from being covered with salt by blowing away salts and aerosols from the dried-up areas of the
Aral Sea during winds, to prevent salinization, and to prevent land fertility from declining.
To turn the territories of the desert zone into a green zone, it is advisable to plant plants
that require less water, plants that increase the level of moisture, and trees that are resistant to the
climate of Uzbekistan.
The President of our country is also making a great contribution to the implementation of
this work.After the meeting in Samarkand with the President of Turkey Recep Tayyip Erdogan,
who arrived in our republic on a state visit, the leaders of the two countries also contributed to
the planting of seedlings along the roads of the city of Samarkand as an example for our people,
as provided for in the project of the "Green Space" program.

Currently, dust storms are frequently occurring in areas such as Samarkand, Bukhara, and
Surkhandarya. The "Green Space" project plays an important role in significantly reducing air
pollution levels and preventing such processes. If we focus on this project and plant seedlings,
our environment will become cleaner.
In conclusion, it should be noted that increasing the number of seedlings of such trees
that purify the air, such as juniper and pine, and the free delivery of such seedlings to each
mahalla, depending on the population size, will further increase the effectiveness of this project.
It is also advisable to import new varieties of seedlings from abroad as an experiment, apply
them in practice, acclimatize them, and plant them in all regions of our country, increasing the
number of biota.
