Requirements for professional competence and personal
qualities of a visual arts teacher

Abstract:
This article analyzes the development and enhancement of personal qualities and professional
competencies required of teachers in organizing modern educational processes. Key personal attributes of
teachers, such as love for the homeland, loyalty to national values, preservation of historical heritage, interest in
societal reforms, and attention to their outcomes, are highlighted. Additionally, the article emphasizes the
importance of teachers' moral, managerial, and scientific-methodological preparation, their inclination toward
innovative processes, and their ability to engage in continuous self-mprovement as fundamental criteria of the
teaching profession. Challenges faced by young teachers in adapting to educational institutions, their relationships
with colleagues, and the significance of supporting them are also addressed.

Introduction:
The foundation of elementary education
serves as the basis for acquiring future knowledge. An
elementary school teacher must approach this
responsibility conscientiously. An elementary school
teacher is a multifaceted individual with unique
characteristics. Unlike teachers of other subjects, they
are required to possess deep knowledge and a broad
worldview across various disciplines. They must excel in
moral, managerial, and professional competencies. In
terms of moral knowledge, they should understand the
principles of a democratic society, moral values, state
development priorities, and the objectives envisioned
in this context. They must grasp the ideological,
cultural, and moral processes in the era of globalization
and their implications for the education system.
From a managerial perspective, they should be capable
of managing the class environment, fostering
collaboration with parents, organizing in-class and
extracurricular
activities,
and
developing
the
professional qualities and specialized abilities required
of a teacher. Furthermore, they should facilitate a
healthy and harmonious educational environment and
foster social cohesion within the educational
institution. Regarding professional expertise, a teacher
must thoroughly understand the state education
standards for elementary education, master modern
teaching methodologies, stay informed about
innovations in educational reforms, and have a
profound understanding of the methodology for
teaching elementary subjects. They should ensure
consistency and coherence in the content, tools,
methods, and forms of elementary education.
Additionally, they must be proficient in applying
modern approaches and innovations in their
professional activities and be adept at teaching
multiple curricula simultaneously in multi-grade
classrooms.
As Malla Ochilov stated, "The duty of a teacher is the
unity of intellect and emotion." A teacher must
understand the essence and significance of the
demands of their profession, recognize their potential
to benefit both society and individuals, and identify
ways to cultivate the qualities essential for a teacher.
Only then does the sense of professional duty begin to
develop, enabling the teacher to carry out actions
autonomously. This is when one can assert that the
teacher has developed a sense of duty. One of the most
crucial duties of a teacher is continuous self-
improvement.

A critical requirement for pedagogical competence is
instilling love and loyalty to the homeland, fostering
patriotism, and embedding these feelings into the
hearts and minds of students. Teachers must develop
students’ understanding of the symbols of independent
Uzbekistan, national traditions, customs, values, and
the essence of independence
—
its importance and
necessity. They are expected to organize and manage
spiritual and educational activities that promote these
concepts
while
demonstrating
organizational,
research, and creative abilities, along with essential
personal qualities. Educational reforms implemented in
our country, derived from the needs of the state,
society, and individuals, emphasize creating conditions
for participants in the educational process that meet
the requirements of socio-economic development.
These reforms aim to nurture individuals who are
adaptable, self-developing, broad-minded, capable of
free and independent thinking, morally enriched, and
grounded in the values of past generations and
universal human principles. Such individuals should be
loyal to the homeland, family, and friends, ultimately
emdiving the spiritually and morally complete
person. These efforts necessitate the establishment of
an adaptive, dynamic, and advanced educational
process designed to meet these goals. The modern
requirements for organizing educational processes
outline the key personal qualities that need to be
developed and enhanced in teachers. These include:
Love for the Homeland
: Loyalty and devotion to one’s
country, parents, and friends.
Adherence to National Values
: Respect for the
Constitution and laws of the independent republic,
state symbols, national traditions, and universal human
values.
Interest in Reforms
: Awareness and attention to
ongoing reforms and advancements within the
country.
Understanding Peace and Freedom
: Comprehension
of the importance and necessity of peace,
independence, freedom, and tolerance.
Appreciation of History
: The ability to assess past
events and current progress objectively based on
historical knowledge.
Pride in Independence
: Recognition of the value of
living in an independent era, coupled with confidence
and creativity for the future.
Fairness and Compassion
: Active, just, and loving
relationships with others and nature.
Self-awareness and Respect
: The ability to respect
oneself and others, exercise self-management, and
freely demonstrate personal potential.
Harmonizing Interests
: Balancing personal interests
with national priorities.
Preserving
Heritage
:
Active
participation
in
strengthening and developing the nation’s spiritual
legacy.
Supporting
Independence
:
Contribution
to
strengthening independence and engaging in
modernization efforts.
Promoting National Values
: Preserving national
traditions and instilling love for the homeland and
loyalty to independence in the younger generation.
Fostering Social Cohesion
: Promoting interethnic
harmony, social cooperation, and religious tolerance.
Systematic Thinking
: Possessing critical, broad, and
reflective thinking.
Duty Awareness
: A deep sense of responsibility
towards the homeland and future generations.
Innovative Engagement
: A propensity for research,
analytical activity, independent learning, self-
improvement, and engagement in innovative
processes.
These attributes form the foundation for assessing
pedagogical competence, including the development
of necessary knowledge, skills, and abilities in teachers.
Today, the state prioritizes education by creating
opportunities for teachers to continuously improve,
innovate, and organize the educational process based
on modern scientific principles. Furthermore, efforts
are made to attract young specialists to education,
introducing new responsibilities for enhancing
teachers' professional competence. The influence of a
teacher on their community is reflected in their
authority, knowledge, worldview, passion for their
profession, subject expertise, relationships with
students, organizational abilities, leadership, and
initiative. However, educational institutions often
employ
teachers
with
diverse
backgrounds,
temperaments, and intellectual capacities, affecting
their approach to work and responsibilities. Newly
recruited teachers may initially have varying
perceptions of their colleagues' roles and the
institutional environment until they adapt. Experience
shows that many young teachers face difficulties
adjusting psychologically to institutional conditions,
leading some to abandon teaching despite their
capabilities. Dismissive attitudes towards young
teachers
—
such as unfair criticism or efforts to
undermine their confidence
—
can discourage them
from continuing their careers. Teaching is dedicated to
shaping individuals, a noble yet complex mission of
nurturing well-rounded personalities with national and
universal values. Each student has unique traits and

behavior, requiring teachers to employ pedagogical
and psychological expertise tailored to individual
characteristics. Educators must be prepared to
navigate the complexities of human relationships using
specialized methods, emphasizing the importance of
understanding
these
nuances
during
teacher
preparation.
