Abstract

This article highlights the legal and practical powers of the prosecutor's office in combating crime, especially crime prevention, modern control mechanisms, and approaches. The work on crime prevention, the application of best international practices, and initiatives to raise the legal awareness of citizens will be analyzed. It is especially emphasized that in the activities of the prosecutor's office, crime prevention, rather than combating it, remains one of the priority strategies.

THE ROLE OF THE PROSECUTOR'S OFFICE IN PREVENTING CRIME AND

MODERN APPROACHES

Abstract:

This article highlights the legal and practical powers of the prosecutor's office in

combating crime, especially crime prevention, modern control mechanisms, and approaches. The

work on crime prevention, the application of best international practices, and initiatives to raise

the legal awareness of citizens will be analyzed. It is especially emphasized that in the activities

of the prosecutor's office, crime prevention, rather than combating it, remains one of the priority

strategies.

Аннотация:

В данной статье освещаются правовые и практические полномочия органов

прокуратуры в борьбе с преступностью, особенно в предупреждении преступлений,

современные механизмы надзора и подходы. Проанализирована проводимая работа по

профилактике преступности, инициативы по применению передового международного

опыта и повышению правосознания граждан. Особо подчеркивается, что в деятельности

органов прокуратуры одной из приоритетных стратегий является предотвращение

преступности, а не борьба с ней.

Mazkur maqolada prokuratura organlarining jinoyatchilikka qarshi kurashish,

ayniqsa jinoyatlarning oldini olishdagi huquqiy va amaliy vakolatlari, zamonaviy nazorat

mexanizmlari hamda yondashuvlar yoritiladi. Jinoyat profilaktikasi bo‘yicha olib borilayotgan

ishlar, ilg‘or xalqaro tajribalarni qo‘llash va fuqarolar huquqiy ongini oshirishdagi tashabbuslar

tahlil qilinadi. Prokuratura organlari faoliyatida jinoyatga qarshi kurashishdan ko‘ra uni oldini

olish ustuvor strategiyalardan biri bo‘lib qolayotgani alohida ta’kidlanadi.

Introduction

In any democratic society, the fight against crime is carried out not only by punishing, but also

by eliminating the factors that cause it, along with measures to prevent crimes. In the Republic of

Uzbekistan, a systematic legal framework for crime prevention has been formed, and the

prosecutor's office takes a leading role in their implementation. The prosecutor's office is not

limited to conducting criminal cases, but also takes systematic measures to prevent the

commission of crimes, warn about socially dangerous situations, control dangerous individuals,

and conduct legal propaganda among the population. Especially today, modern approaches in

this regard, digital technologies, monitoring social networks, and preventive interviews are

becoming the main tools.

Crime prevention - as the main direction of the prosecutor's activity

One of the most important directions of the prosecutor's activity is to identify and eliminate the

factors that lead to the commission of crimes. In this regard, prosecutors conduct studies at crime

scenes, identify causes such as social problems, violations, and weak legal control, and demand

action by submitting a presentation or protest to the responsible organizations. This prevents the

recurrence of crimes.

Investigative control and surveillance of persons at risk of crime

The prosecutor's office conducts preventive control over persons prone to crime, previously

convicted, administratively punished, or who pose a threat to public safety. By conducting

regular interviews with these persons, issuing warning letters, and cooperating in adapting them

to the social environment, crimes are prevented. The prosecutor's office works in cooperation

with the Department of Internal Affairs, neighborhoods, educational institutions, and civil

society institutions in this regard.

The effectiveness of legal advocacy and preventive work

An important tool in preventing crimes is raising the legal awareness of the population. The

prosecutor's office holds legal discussions, round tables, and seminars in schools, colleges,

universities, enterprises, and organizations. Regular explanatory work, especially among young

people prone to crime, is contributing to a decrease in crime. Coverage of the prosecutor's

office's activities in the media also encourages citizens to develop a legal culture.

Modern approaches: digital monitoring and a "preventive control" system

In recent years, the prosecutor's office has been effectively using information technologies to

detect and prevent crime. An electronic database of crime-prone areas and individuals has been

formed, and control in areas classified as dangerous is being strengthened. Preventive raids,

monitoring before dangerous events, and combating violence and criminal propaganda on social

networks are modern approaches. The prosecutor's office also studies and deeply analyzes the

causes of each crime based on the principle of "one crime - one analysis."

Direct communication with citizens: open doors and reception days

Openness between citizens and the prosecutor's office is important for effective combating crime.

For this purpose, local prosecutors regularly hold citizen receptions and communicate with them

face to face. Measures are taken to influence the relevant organizations on the basis of the

identified problems based on the appeals. The legal activity of the population is increasing

through open days, mobile receptions, and online appeal systems.

The importance of international experience and cooperation

In the activities of the prosecutor's office, preventive approaches are being implemented in the

fight against crime based on international experience, in particular, cooperation with Germany,

South Korea, Turkey, and European countries. In thiscauses, dangerous social situations and

predisposition to crime are analyzed psychologically. The Prosecutor General's Office of the

Republic of Uzbekistan participates in trainings and seminars in cooperation with international

organizations.

Analysis of types of crimes and prosecutorial control over dangerous areas

In the prevention of crimes, working according to their types and places of occurrence increases

efficiency. Based on crime statistics, the prosecutor's office identifies types of crimes that are

common in certain regions, for example, theft, fraud, violence, drug addiction or domestic

violence. On this basis, prosecutors determine territorial preventive measures. For example, they

move on to specific measures such as outreach work with young people around schools, evening

raids in cooperation with internal affairs, and work with the neighborhood with socially

dangerous family members. This approach is called "targeted prevention".

Cooperation between local councils and the prosecutor's office

In the prevention of crime, prosecutorial bodies act not only as law enforcement agencies, but

also as bodies cooperating with local authorities. Prosecutors of the Republic of Karakalpakstan,

regions, and district and city prosecutors regularly provide information on the crime situation at

local councils. In accordance with the decisions of the council, measures such as working with

groups prone to crime, providing social assistance, and ensuring employment strengthen the

preventive approach.

Prevention of youth crime: special programs carried out with the participation of the prosecutor's

office

In recent years, a number of comprehensive measures have been implemented to prevent crime

among young people. The prosecutor's office regularly organizes events such as "Prevention

Month", "Law Promoters' Week", and "Youth and the Law". Within this framework, prosecutors

provide explanations about crimes and administrative offenses in educational institutions based

on practical examples. Such an approach serves as an important tool in changing the attitude of

young people to crime.

Social protection of the population as a factor in crime prevention

Unemployment, poverty, education and social inequality are noted as important factors among

the main causes of crime. The prosecutor's office works together with social protection

organizations to identify such problems. In some regions, social actions are being implemented

at the initiative of the prosecutor's office, such as placing unemployed people in jobs, assisting in

obtaining social assistance, and providing assistance to citizens with disabilities or living alone.

This is an approach aimed at eliminating the root causes of crime and is an important direction of

modern legal prevention.

Openness of the prosecutor's office's activities: the role of information and communication

technologies in preventive reforms

Today, prosecutor's offices pay special attention to strengthening the openness of their activities

and their communication with the public. Through special Internet portals, "Antikorrupsiya.uz",

"e-ijro" and other digital platforms, citizens can anonymously report criminal cases, illegal

actions or dangerous situations. The prosecutor's office will thus be able to prevent a crime

before it is committed. Increased public trust is an important guarantee of effective prevention.

The need for analysis and scientifically based decision-making

Decision-making based on statistical and scientific analysis is a modern approach to combating

crime. The prosecutor's office annually prepares reports on types of crime, crime among youth

and women, domestic violence, and economic crimes, and measures are determined based on

these analyses. This way, not every crime situation, but the environment and factors that cause it

are eliminated.

Conclusion

The prosecutor's office plays an important and leading role in combating crime, especially in its

prevention. This activityshould be aimed at identifying and eliminating situations where a crime

may occur, and not after it has occurred. Today's approaches prove this: in order to effectively

combat crime, prosecutorial bodies are constantly working on the basis of modern methods,

advanced technologies and international experience. A notable result is the decrease in the level

of crime based on open dialogue with citizens, digital preventive tools and social cooperation.

Maintaining the primacy of legality, justice and human rights in this activity is the main criterion

of the prosecutor's work.
