The article examines the relationship between the normative content of the subject of law, laid down with the emergence of the Soviet state and law, with theoretical concepts in legal doctrine. The modern information society forms a new idea of the state and law, changes the content of legislation. Due to this, the qualitative content of the concept “subject of law” changes. The purpose of the article is to highlight certain new properties that fill the content of the term “subject of law”.

This paper examines the problem of finding and analyzing the solution of a boundary value problem for a second-order singular differential equation using the spectral method based on Chebyshev polynomials.

Digital fraud crimes in the economic sector are on the rise and the financial anxiety of consumers of digital goods and services is increasing. In May 2023, the authors of this study conducted an online survey on the Russian Federation with a sample of 1018 respondents. As a result, the dominant strategies of financial behavior of Russians were identified: rational, trusting, distrusting, intuitive and anxious. The obtained results of the study will be useful for further work in the field of describing risk profiles, as well as developing preventive measures and educational programs to ensure information security.

Domain disputes have been familiar to Russian arbitration courts for more than 20 years. During this time, the courts have resolved many important disputes, developed common approaches on various aspects, whereas economic entities have managed to notice trends, learn to take into account various factors relevant to their disputes. Despite the fact that Russian courts are still far from the number of cases that resolved by the WIPO Arbitration and Mediation Center, nevertheless, it can be said that court cases of domain disputes already represent a valuable object of study for statistics, econometrics and legal analysis.

The article analyzes the features of state-legal regulation of commercial relations in the information environment and the possibility of applying alternative lex informatica rules. The modern development of cross-border commercial activity is currently undergoing serious changes, and the existing models of legal regulation of economic relations do not meet the objective reality that entrepreneurs face in their daily practice. As a result, it is necessary to search for new mechanisms for regulating relations that could flexibly adapt to the needs of the business community. Similar unified provisions regulating the sphere of trade operations in the information environment became a set of rules, which was called lex informatica. It is concluded that modern international commercial relations in the Internet space should be regulated both through traditional methods that the state has, and through modem tools based on the current practice of cross-border economic relations.

This paper focuses on the training data preparation stage of the CRISP-DM methodology in data mining. Because this stage takes up to 80% of the model development time, the steps of the training data preparation stage are explained with illustrations, approaches to training data in the model are presented, and considerations for machine learning engineers and data analysts are mentioned.

In this article, the spiritual and moral environment of society differs from the social environment in that it appears as a factor directing the moods, views, aspirations of subjects of different classes of society to a certain goal, while, to this day, the social environment is studied as a micro, macro environment, however, in addition to the micro and macro environment, the presence, perhaps the structure of morality in inter-Environmental Communication has been noted to play a specific role.

The aim of the research work. The aim of the research are to develop special methods and tools of traffic filtering in computer networks, allowing to provide the functioning with considering the features implementation of OSI model protocols.
The object of the research work is data communication in the context of network security.
The scientific novelty of the research work is as follows:
an automated model of special traffic filtering, allowing to determine external threats and estimate the quality of the firewall is created;
a method for detecting anomalies on the basis record the rules of filtering in predicate, allowing decrease information security risks and the number of network anomalies is improved;
the firewall conceptual model based on generation rules of filtering, allowing to identify the size of the buffer TCP connections, the intensity of processing packets and to minimize the impact at implementation of attacks associated with overflow of packets is improved;
the algorithm and software complex of special traffic filtering on the basis virtual connection method, allowing control the information transmitted in real time, to increase the efficiency and productivity of traffic filtering are developed.

The article examines the main directions of development of information and communication technologies and digitalization in the Republic of Kazakhstan, as well as some problems of legal regulation of public relations in this area. A number of main problems in the field of legal regulation of digitalization processes in the country are substantiated. There is a significant gap between the development of public relations in the field of digitalization and their legal regulation. Problems of legal regulation of digitalization create risks for ensuring the country’s cybersecurity and violation of citizens’ rights. However, the codification of legislation in the field of digitalization is justified as a premature measure.

The purpose of this article is to study the features of the implementation of labor in metauniverses. Based on the study of the current state of the development of metauniverses, the features of relations implemented using this technology are revealed, which necessitates a special approach in the legal regulation of these relations. It has been established that the norms of the current legislation adopted to regulate relations in the physical world do not take into account the specifics of relations in virtual reality and are not able to provide their adequate legal regulation. The paper attempts to make a differentiated approach to the study of labor relations in the metauniverses, depending on the degree of use of this technology, from the use of metaverses as an additional opportunity to traditional labor relations to labor relations that occur only in the metaverse and before the use of the metauniverse, along with the implementation of the labor function also for leisure and entertainment. Depending on the use of the metaverse, the need to regulate certain aspects of legal relations and protect certain rights also changes. In this regard, some problems of legal regulation of labor relations are identified and options for their solution are proposed.

The International Maritime Organization (IMO) is the key international organization involved in the development of legal instruments regulating the navigation of maritime autonomous surface ships. Some States interested in navigation integrate new norms into their national legislation and fulfil projects. In the future, some issues should be solved to provide effective and safe navigation: legal terms should be harmonized, some applicable IMO conventions should be amended, new (binding or non-binding) international agreements regulating special issues of navigation should be developed and adopted, the technical difficulties should be overcome, etc.

The article analyzes the idea of digital technology, which aids to submit legislative acts (laws and resolutions of chambers of the Oliy Majlis) to parliament in electronic form, to monitor the activity of law-making in real time. In addition, the electronic system called “E-law”, which put forward in the article, will serve to reflect automatically the chronological stages of law-making activities and strengthen the transparency. In order to prove the necessity of the launch of the system, the author justifies the idea with scientific research analyzing opinion, views, approaches of lawyers, scientists and experts as well as that developed foreign practice researched in-depth. In addition, relevant amendments to the current laws and adoption of new legislative acts were proposed basing on the scientific research.

The Russian Federation has been “shrouded” by the processes of international migration since the 90s of the last century. The prerequisites for these processes were the evolution of the activities of the external economy, global business contacts, the “striving” of the national economy towards foreign investment, the removal of many administrative “barriers” to the entry and stay of foreign citizens and stateless persons in the Russian Federation and the departure of “their” citizens abroad. It is obvious and proven that law (legislation) is “authentic” and individual: it has its own “nature” and the laws of its “metamorphoses”, but at the same time it is dependent on the environment of society. Therefore, the content, scope, “temperament” of legal regulation - all this lends itself to “cutting”, undergoing changes in the environment of the law. In this connection, let’s talk about the institution of electronic visas in the Russian Federation.

The article deals with some aspects of the digital transformation of the classical methods of studying hieroglyphic inscriptions. The capabilities of the proposed digital solutions are demonstrated using a new promising method for studying hieroglyphic inscriptions. The developed method makes it possible to correctly identify hieroglyphs on ancient samples of the J inwen and Jiaguwen types, which are the ancient artifacts of art and culture. The proposed innovative solutions make it possible to expand the possibilities of classical methods for studying hieroglyphic inscriptions using their digital images.

Digitalization in the system of public administration in the exercise of the powers of public entities will increase efficiency in the fight against corruption. The purpose of the work is to identify the features of the use of certain anti-corruption digitalization tools, using the example of maintaining a register of persons dismissed due to loss of trust; «digital rights» as a type of property subject to accounting; combating cybercrime; the introduction of the state information system in the field of anti-corruption «Poseidon»; the use of social networks as a form of communication of the population with public entities; the use of digital technologies in order to combat corruption and the development of anti-corruption measures within the framework of the National Anti-Corruption Plan, etc.

In this article, we establish new traveling wave solutions for the loaded Benjamin-Bona-Mahony and the loaded modified Benjamin-Bona-Mahony equation by the functional variable method. The performance of this method is reliable and effective and gives the exact solitary wave solutions and periodic wave solutions. All solutions of these equations have been examined and three-dimensional graphics of the obtained solutions have been drawn by using the MATLAB program. We get some traveling wave solutions, which are expressed by the hyperbolic functions and trigonometric functions. This method is effective in finding exact solutions of many other similar equations.

Subjects of research: the processes of the development of special software modules. Integration technology of software toolkits designed to solve the stochastic optimization problems and implementation of these toolkits in optimization of the telecommunication networks and the data transmission systems.
Purpose of work: development of special mathematical and software support presented in the form of software toolkits is designed to solve a class of stochastic optimization problems and their implementation.
Methods of research: Methods for solving stochastic tasks, numerical methods and search engine optimization under uncertainty, methods of mathematical modeling and optimization, modular programming techniques and methods to develop special interactive software.
The results obtained and their novelty: proposed special mathematical and software support arranged in the form of interactive software toolkit for solving a class of stochastic optimization problems and methods of implementation for optimization of telecommunications networks and data transmission systems.
Practical value: software toolkit allows automating the processes of modeling the behavior of stochastic objects and their optimization.
Degree of embed and economic effectivity: The results of research arc accepted for use in the designing and operation of data transmission system in the «UZNET» branch of “Uzbek telecom” stock company and «UNICON.UZ» SUE. The expected affordability of the implementation of current software toolkit in telecommunication networks at the district level is 12.8 million sums per year.
Field of application: stochastic systems, processes of optimizing the data transmission systems and telecommunications networks.

The era of artificial intelligence (Al) for humanity means a change in all aspects of life, from the organization of everyday life, to technological innovations, social, economic and cultural changes on a planetary scale. Right now, the introduction of Al accelerates scientific and technological processes, rewrites labor and management rules, changes social norms and standards, creating new opportunities and causing an increasing number of ethical and social issues. One of the main problems of the development of any strategy involving the development of artificial intelligence is the determination of the legal, social, and actual status of artificial intelligence. In this regard, there is already a question of how to build a global and national strategy for the development of a society in which technologies based on artificial intelligence will dominate.

This article discusses concepts such as smart contract, blockchain. The advantages and disadvantages for employees and employers of the transition to this system are established. The normative legal acts regulating the above-mentioned legal relations are analyzed. In conclusion, the author comes to the conclusion that blockchain and smart contract are currently not regulated by the legislation of the Russian Federation. There are many questions with the use of the above methods in the regulation of labor relations.

The purpose of the research was to analyze trends in the development of the concept of smart cities. The article describes the fundamentals of the legal regulation of smart cities, the key directions and principles of their formation and functioning. Examples of successful practices from the activities of Russian municipalities are given. The possible problems of the implementation of this project in our state at the present stage are highlighted.
