Abstract
The article discusses in detail the issues of ensuring competitiveness in the educational market, the relationship between business and the state in the modern economic system, the development of public-private partnerships in the field of education, the relevance of the cluster model, and the creation of educational clusters. The article also provides factors, characteristics and features of educational clusters based on public-private partnerships, design and elements of educational clusters, resources for the creation and operation of an educational cluster, positive organizational and pedagogical changes in the educational environment of a school through the organization of an educational cluster.
