ANALYSIS OF THE DEVELOPMENT OF HIGHER EDUCATIONAL INSTITUTIONS

Abstract:
This article examines the importance of the competitiveness of higher education
institutions in the educational services market, the features and conditions for the formation of
competitiveness, the state of development of higher education institutions, and the development
indicators of higher education institutions.
Keywords:
higher education, educational services, competitiveness, innovation, corporate
cooperation, indicators and principles.
In Uzbekistan, increasing attention is being paid to identifying the patterns and
characteristics of the development of the educational services market, studying the problems of
training highly qualified specialists in higher educational institutions and ensuring their
employment in decent jobs, developing effective methods of state regulation of the educational
services market, and improving its organizational and economic mechanism. The development of
the educational services sector, meeting the constantly growing needs of expanded reproduction
of highly qualified specialists are important factors ensuring an increase in demand in the market
for these types of services. Therefore, in his Address to the Oliy Majlis, the President of the
Republic of Uzbekistan Shavkat Mirziyoyev noted that “... first of all, the development of
education and upbringing, the establishment of a healthy lifestyle, the development of science
and innovations should serve as the main pillars of our national idea”
[1]
.
In solving these tasks,
issues such as clarifying the factors for increasing the competitiveness of higher education
institutions in the educational services market, improving the methodology for assessing
competitiveness, strengthening the integration of education, science and production, and
expanding the scope of research aimed at improving the scientific and methodological
foundations and effective mechanisms for improving the quality of educational services are
considered relevant.
In the context of the innovative economy, the issue of wide introduction of new innovative
services in the education system and increasing the efficiency of entrepreneurial activity is
becoming one of the most important issues. In particular, in this regard, a resolution was adopted
“On measures to further expand the participation of sectors and branches of the economy in
improving the quality of training specialists with higher education, which is required in the
sectors and branches of the economy, based on the radical renewal and modernization of the
material and technical base of higher educational institutions, providing them with innovative
educational and scientific laboratory equipment, optimizing competitive areas and specialties for
training highly qualified personnel, improving educational standards, introducing advanced
pedagogical technologies and innovative forms of training, and strengthening the motivation of
teaching staff to work .
Ensuring sustainable economic growth in the new Uzbekistan was one of the strategic directions,
and the formation of a new system of continuing education was identified as one of the priority
tasks. Based on the goals of universities, their main task was to provide students with innovative
and problem-solving higher education.
The quality of educational services provided by higher education institutions is assessed by state
bodies on the basis of official accreditation. The results of their graduates' knowledge are
evaluated by employers (entrepreneurs). But it is worth saying what important factors affect the
higher education process? Of course, in our opinion, these factors include:

financing the higher education system;
creating comfortable and modern educational conditions;
Academic and financial independence of higher education institutions and the availability
of opportunities to provide additional paid educational services;
the creation and development of private higher education institutions;
introduction of innovation and information and communication technologies into the
educational process ;
introduction of a multi-level system of personnel training;
The formation of a highly developed organizational and economic structure of higher
education institutions;
high level of technical equipment of the educational process, etc.
The most important resource for raising the level of knowledge of students in the higher
education system is scientific and pedagogical personnel. A number of factors, such as the
qualifications, professional and pedagogical skills, competence, and worthy contribution of
scientific and pedagogical personnel to the development of science, will allow to increase the
level of knowledge and expertise of university graduates in the future. Therefore, the leadership
of universities should increase the role of scientific and pedagogical personnel, motivate them,
and introduce effective management methods. This situation is inextricably linked with almost
all activities of higher education institutions.

Fundamental reforms are being implemented in the Republic of Uzbekistan to ensure the
sustainable development and competitiveness of the higher education system. The number of
higher education institutions operating in our republic This figure increased by 191 in 2017-2023,
an increase of 2.7 times between these years. In the analyzed years, the number of students
studying in higher education institutions, in accordance with the number of higher education
institutions, increased by 287.5 in the 2017-2018 academic year. thousand increased to 1,042.1
thousand in the 2022-2023 academic year (Table 1).
In recent years, the formation of a modern system of integration of science, education and
business in the higher education system and the establishment of effective cooperation will allow
solving problems and increasing the effectiveness of mutual relations. In the conditions of
innovative development of the economy, achieving a balance of supply and demand for qualified
specialists for modern economic sectors is one of the acute problems. All this requires a serious
transformation of management (structure and management, size and number of educational
organizations), cognitive (knowledge, thinking, professional knowledge and skills),
methodological (organization of the educational process based on modern educational
technologies and tools), values (revision of the content of the educational process, the role and
activities of higher education institutions at the international, national, regional levels).
Currently, as a result of the commercialization of higher education services, the higher education
system is emerging as part of the market. Financial instruments play an important role in higher
education institutions, and a smooth and correct transition is taking place from resource
management to results management, that is, from “control at the entrance” of students in higher
education institutions to “control at the graduation”. The fact that higher education services
represent a form of economic resource supplying qualified personnel to the specialist market, the
introduction of economic factors, methods and effective mechanisms into the education system
strengthens the integration of the specialist labor market and the educational services market.

Currently, the increasing number of state and private universities in the higher education system
of our country exacerbates the problem of employment of their graduates. However, the indicator
of employment of graduates is one of the main indicators of accreditation of universities and
requires the revival of work on improving cooperation between customer economic entities and
universities by introducing modern forms of employment of graduating specialists and assistance
in increasing their professional adaptability.
Conclusions and proposals.
We have developed the following conclusions and proposals on the
key factors and development status of increasing the competitiveness of higher education
institutions in the educational services market.

the competitive factors and principles of higher education institutions in the educational
services market and improving the mechanism for increasing competitiveness in the higher
education system;

The development of competitive universities will have the opportunity to train
competitive personnel with high professional skills through in-depth acquisition of professional
and modern knowledge.
