DEA is a non-parametric method that benchmarks the relative efficiency of decision-making units by constructing a frontier of best practices. It has been applied in various contexts, such as evaluating the competitiveness of Costa Rican SMEs and assessing the efficiency of Turkish SMEs.

Background: As global attention increasingly shifts toward inclusive economic development, countries are evaluated not just by their growth rates, but by how equitably prosperity is distributed. Uzbekistan, a country undergoing significant reforms, has made notable advances in economic liberalization, social policy, and institutional transparency over the past several years.
Objective: This paper analyzes Uzbekistan’s position in major international rankings focused on inclusive development, highlighting achievements and ongoing challenges.
Methods: The study employs a comparative review of Uzbekistan’s standings in indices such as the Human Development Index, Social Progress Index, Gender Inequality Index, Corruption Perceptions Index, and Inclusive Development Index, utilizing data from 2019 to 2024 and referencing both global and regional sources.
Results: Uzbekistan’s performance reveals consistent gains in human development and social progress, yet persistent weaknesses in governance, gender equality, and institutional accountability. While progress in some rankings outpaces regional peers, substantial gaps remain compared to global leaders.
Conclusion: Uzbekistan’s path toward inclusive development is marked by both progress and complexity. Ongoing reforms and alignment with international best practices are critical for ensuring broad-based prosperity and greater equity in the years ahead.

 The prevention of mother-to-child transmission (PMTCT) of HIV is a cornerstone of the global AIDS response. For decades, infant feeding choices have been central to PMTCT strategies, with World Health Organization (WHO) guidelines providing the normative framework for national programs. This article provides a comprehensive analysis of the implementation of WHO guidelines related to artificial feeding for HIV-positive women. It traces the evolution of these recommendations, from early policies favoring replacement feeding to the current era emphasizing antiretroviral therapy (ART) to make breastfeeding safe. The relevance of this topic lies in the immense operational challenges of translating global public health policy into safe, effective, and ethically sound practice at the local level. This paper utilizes a policy analysis and literature review methodology to examine the key components of the guidelines, the criteria for safe implementation (such as the AFASS conditions), and the documented outcomes and challenges from various settings. The results highlight a significant gap between policy and practice, influenced by factors such as healthcare system capacity, socioeconomic conditions, cultural norms, and the pervasive issue of stigma. While ART has shifted the paradigm, artificial feeding remains a critical option for a subset of women, and the lessons learned from implementing these guidelines are vital. The article concludes that successful implementation requires more than just guideline dissemination; it demands robust health systems, sustained investment, comprehensive provider training, and a steadfast commitment to a woman-centered, rights-based approach to care.

THE IMPORTANCE OF EARLY DETECTION OF TORCH INFECTIONS

Early detection of TORCH infections—encompassing Toxoplasma gondii, Other agents (e.g., syphilis, varicella-zoster, parvovirus B19), Rubella virus, Cytomegalovirus (CMV), and Herpes simplex virus (HSV)—is critical to reducing adverse fetal and neonatal outcomes. This narrative review synthesizes evidence on the importance and impact of early detection strategies for TORCH pathogens during pregnancy and in neonates. A comprehensive search was conducted in PubMed/MEDLINE, Google Scholar, Embase, and key organizational websites (WHO, CDC, professional society guidelines) for literature published from January 2010 to May 2025, using combinations of “TORCH,” “early detection,” “prenatal screening,” “diagnosis,” and related terms. Inclusion criteria comprised studies addressing diagnostic modalities, timing of detection, management implications, and outcome data; exclusion criteria included case reports without focus on diagnostic timing or outcomes. Findings indicate that early detection via maternal serology, targeted ultrasound, PCR of amniotic fluid, and neonatal screening can substantially mitigate morbidity: for example, timely identification of congenital toxoplasmosis with prompt therapy reduces sequelae; syphilis screening in the first trimester nearly eliminates congenital syphilis; early CMV detection informs monitoring though specific interventions remain limited; antenatal identification of primary HSV infection aids delivery planning to reduce neonatal transmission. However, universal TORCH panel screening in low-risk asymptomatic women is not uniformly recommended due to cost-effectiveness concerns and variable prevalence; targeted screening based on risk factors or ultrasound findings is often advised. Barriers include resource limitations, asymptomatic maternal infections, and gaps in awareness. Integration of early detection into routine antenatal care, with algorithmic approaches combining serology, imaging, and molecular diagnostics, is essential to optimize maternal–fetal health. Continued research should refine cost-effectiveness of universal versus targeted approaches, enhance diagnostic accuracy (e.g., novel biomarkers, improved PCR assays), and evaluate interventions following early detection to further reduce the burden of TORCH-related morbidity.

FORECASTING DIRECTIONS OF O‘ZTRANSGAZ JSC'S ACTIVITIES FOR THE PERIOD 2024–2027

This article analyzes the activities of “Uztransgaz” JSC during the period of 2015–2023 based on a multivariate regression-correlation analysis. Despite a decline in the volume of natural gas supply during this period, the company succeeded in increasing its gross revenue by 1.8 times. This outcome is associated with modernization, infrastructure renewal, and the implementation of an effective remuneration system. The study mathematically models the impact of production volume, average wages, and incentive expenditures on revenue. Based on the regression equation and correlation analysis, the main factors influencing revenue were identified, and forecasting was carried out in three stages. In particular, the strengthening of wages and incentives under the mobilization process emerged as a key factor in stable revenue growth.

IMPACT OF INTERNATIONAL CORPORATE GOVERNANCE STANDARDS ON PPP PRACTICE IN CIS COUNTRIES

The thesis analyses the impact of international corporate governance standards on legal and practical implications of public-private partnerships (PPPs) in the Commonwealth of Independent States (CIS) countries. Based on a scientific method, the coordinate system of CIS corporate and PPP laws with the global governance principles, including the G20/OECD Principles of Corporate Governance and associated best practices, is examined. The research concludes that the implementation of global accepted standards of corporate governance, which feature greater transparency, accountability and investor protections, influences PPP structures in CIS states positively. These standards have been used to inform legislative reforms (e.g. model PPP laws), and corporate law enhancements that enhance investor confidence, equitable risk-sharing, and the rule of law in PPP projects. Nevertheless, the study also provides the implementation challenges which include enforcement gaps and international norms that should be adjusted to fit in the local legal contexts.
