ANALYSIS OF THE DEVELOPMENT OF HIGHER EDUCATIONAL INSTITUTIONS
IN THE EDUCATIONAL SERVICES MARKET

Abstract:
This article examines the importance of the legality of the higher education market in
educational services, physical integrity, higher education and conditions, and the state of control
over higher education.

oday on the day In our country The problem of ensuring the employment of software and
security equipment in the educational services market, the organization of the development of
effective methods of state regulation of the educational services market. The steady growth of
the educational services sector is an important factor in ensuring the demand for highly qualified
products in the production market. Therefore, in his Address to the Oliy Majlis, the President of
the Republic of Uzbekistan Shavkat Mirziyoyev noted that “... first of all, the development of
education and upbringing, the establishment of a healthy lifestyle, the development of science
and innovation should serve as the main pillars of our national idea of development”
[1]
.
In
solving these problems, it is necessary to ensure the availability of higher education equipment in
the production of educational services, to ensure the integration of science and production
services and to improve the quality of education .
The wide introduction of new innovative services in the innovative system of the economy, the
implementation of important issues to ensure the safety of entrepreneurial activity. o , this
organization is responsible for the commissioning and modernization of higher educational
institutions, providing them with innovative educational and scientific laboratory equipment, and
ensuring the fundamental quality of higher education products required in the economy and its
resources based on the provision of a register of incentives for the training of highly qualified
personnel. A resolution was adopted “On measures to further improve the participation of
economic sectors and enterprises in improving the quality of higher education products”.
Ensuring economic growth in the new Uzbekistan was defined as one of the strategic directions
of new continuous education. In this regard, the main documents established in accordance with
the relevant legislation focused on higher education, solving innovative and problematic issues.
The most important resource that raises the knowledge of students in the higher education system
is scientific and pedagogical personnel. The qualification of scientific and pedagogical personnel,
their professional and pedagogical qualifications, competence, and their worthy contribution to
the development of science will determine the level of specialization of higher education
institutions in the future. For this, the leadership of higher education institutions should take on
the role of scientific and pedagogical personnel, motivate them, and introduce effective
management methods. This situation is inextricably linked with all aspects of the activities of
higher education institutions.

A fundamental reform is being carried out in the Republic of Uzbekistan to restore and stabilize
higher education. The number of universities operating in our republic In 2018-2024, it will
increase by 219, which is a 2.2-fold increase over the specified period. The number of students
studying in the analyzed higher education institutions, depending on the number of higher

education institutions, increased by 287.5 in the 2017-2018 academic year. thousand increased to
1,314.5 thousand in the 2023-2024 academic year (Table 1).
Commercial enterprises of temporary higher education services are being developed as part of
the current system of higher education. In HEIs, a useful and important role is played by the
development of a correct and smooth transition from resource management to software
management, that is, from “control at the entrance” of students in HEIs to “control at the exit”.
The fact that higher education services represent economic resource forms for the production of
qualified personnel in the enterprise market, the current development of economic, methods and
effective mechanisms for the education system, strengthens the integration of labor market and
education market services.
Currently, the increasing number of state-funded higher education institutions and private
universities exacerbates the problem of employing their graduates . However, the indicator of
graduate employment is one of the main indicators of accreditation of universities and meets the
needs of ensuring interaction between customer economic entities and universities through the
modern implementation of measures to facilitate the employment of graduates and the
development of their professional potential.
The control of the quality of higher education services in educational services can be managed
according to the relevant market and situation. Development of integration processes in higher
education services, acceleration of the processes of integration of innovative markets of scientific
research schools, standardization of qualification requirements for the quality of education;
