ЭФФЕКТИВНОСТЬ СОВЕРШЕНСТВОВАНИЯ ИДЕОЛОГИЧЕСКОЙ

ПРОФИЛАКТИКИ УГРОЗ ГЛОБАЛЬНОЙ СЕТИ ИНТЕРНЕТ В

ОБРАЗОВАТЕЛЬНЫХ УЧРЕЖДЕНИЯХ

Аннотация.

"Всем нам должно быть ясно, что там, где царит безрассудство и

апатия, где самые насущные вопросы оставлены на произвол судьбы, где духовность
становится самым слабым и уязвимым местом. И наоборот, там, где господствуют
бдительность и бодрость духа, высокий интеллект и созерцание, там духовность
становится могущественной силой”.

Davlatimiz mustaqillikni qo`lga kiritgan dastlabki davrlardanoq intellektual salohiyati

yuqori kadrlarning yangi avlodini shakllantirishga yo`naltirilgan davlat siyosatini olib bormoqda.
Bo` yo`lda amalga oshirilayotgan asosiy vazifalardan biri mustaqil O`zbekistonni rivojlanishiga
asos bo`ladigan yangi ta`lim tizimini yaratilishidir. 1997 yil 29-avgustda O`zbekiston Respublikasi
Oliy Majlisi IX sessiyasida qabul qilingan “Ta`lim to`g`risida”gi Qonun va “Kadrlar tayyorlash
milliy dasturi” uni amalga oshirish uchun huquqiy asos bo`lib xizmat qilmoqda. Jumladan,
“Kadrlar tayyorlash milliy dasturi”

ga e`tibor qaratsak, ta`lim tizimining asosiy bo`g`ini – bu

umumiy o`rta ta`lim ekaniga guvoh bo`lamiz. Haqiqattan ham, maktabda olingan bilimgina kasbiy
bilimlarni egallash uchun zamin bo`la oladi.

XIX asr oxiri – XX asr boshlarida yashab ijod etgan o`zbek pedagogi Abdulla Avloniy

o`zining «Turkiy guliston yoxud axloq» asarida ilmning amaliy va hayotiy ahamiyatini nazarda
tutib shunday fikrlarni bildirgan edi: «Ilm inson uchun g`oyat oliy va muqaddas bir fazilatdur.
Zeroki, ilm bizga o`z ahvolimizni, harakotimizni oyina kabi ko`rsatur. Zehnimizni, fikrimizni
qilich kabi o`tkir qilur. Savobni gunohdan, halolni haromdan, tozani murdordan ayirib berur.
To`g`ri yo`lga rahnamolik qilub, dunyo va oxiratda mas`ud bo`lishimizga sabab bo`lur. Ilmsiz
inson mevasiz daraxt kabidur»

ahamiyatga ega bo`lgani uchun fanlarni o`rganish to`g`ri bo`lmaydi. Shunday ilmlar ham borki,

ular to`g`ridan to`g`ri amaliyot, hayot bilan bog`lanmagan. Biroq ular insoniyat taraqqiyoti,
jamiyat rivoji uchun amaliy bilimlardan kam bo`lmagan ahamiyatga egaligini alohida ta`kidlaydi.

Hozirgi globallashuv sharoitida shiddat bilan ro‘y berayotgan hozirgi o‘zgarishlar global

internet tarmog‘idagi taxdilarni oldini olish masalasiga muhim vazifa sifatida e’tibor qaratishni
taqozo etmoqda. Albatta, bugun yoshlarni turli ijtimoiy tarmoqlar orqali ta’lim va tarbiyasini izdan
chiqarishga u urinayotgan razilllar yetarlicha topiladi. Har qaysi davlatning chegaralarini daxlsiz
saqlashda harbiy kuch-qudrat, qurolli kuchlar suv bilan havodek zarur. Yosh avlodimiz ma’naviy
olami, mafkuraviy immunitetining daxlsizligini asrash uchun biz nimalarga tayanib, suyanib ish
olib borishimiz kerak, degan savol bugun barchamizni o‘ylantirishi tabiiy.

Tobora kuchayib borayotgan bunday xatarlarga qarshi doimo sergak, ogoh va hushyor

bo‘lib yashashimiz zarur. Bunday tahdidlarga qarshi har tomonlama chuqur o‘ylangan, puxta ilmiy
asosda tashkil etilgan, muntazam va uzluksiz ravishda olib boriladigan milliy-ma’naviy tarbiya
bilan javob berish mumkin.

Ayniqsa, bugungi kunda internet tizimining yanada rivojlnib borishi natijasida, asosan

yoshlarning uning ta’siriga berilishi oqibatida jamiyatimizda yoshlarning milliyligimizga xos
bo‘lmagan tarzda ta’lim-tarbiyasida o‘zgarishlar sodir bo‘lmoqda. Bu orqali xalqaro maydondagi
turli siyosiy kuchlar o‘zining milliy va strategik rejalariga erishish uchun «Erkinlik va
demokratiyani olg‘a siljitish» niqobi ostida o‘z niyatlarini amalga oshirishga urinmoqdalar. Bu
kabi taxdidlarni asl mohiyati va maqsadlarini o‘z vaqtida sezish, anglash katta ahamiyat kasb etadi.
Shu borada ayrim qudratli davlatlar tomonidan muayyan mamlakatlarga, avvalambor, yer osti, yer
usti boyliklariga ega bo‘lgan hududlarga nisbatan olib borilayotgan ana shunday g‘arazli siyosatni
dunyoning ayrim mintaqalarida tinch hayotning izdan chiqishi, hokimiyat tepasiga aynan o‘sha
davlatlarning manfaatlariga xizmat qiladigan kuchlarning kelishi bilan bog‘liq misollarda ko‘rish
qiyin emas.

Ana shunday vaziyatda xalqimizning ma’naviy olamini bunday taxdidlardan asrash,

hozirgi o‘ta murakkab bir zamonda xalqaro maydonda sodir bo‘layotgan jarayonlarning tub
mohiyatiga yetib borish, ular haqida xolis va mustaqil fikrga ega bo‘lish ijtimoiy fanlarning eng
dolzarb vazifasidir.

Biz yurtimizda yangi hayot asoslarini barpo etar ekanmiz, bir masalaga alohida e’tibor

berishimiz lozim. Ya’ni, kommunistik mafkura va uning axloq normalaridan voz kechilganidan
so‘ng jamiyatda paydo bo‘lgan g‘oyaviy bo‘shliqdan foydalanib, chetdan biz uchun mutlaqo yot
bo‘lgan, ma’naviy va axloqiy tubanlik illatlarini o‘z ichiga olgan «ommaviy madaniyat» yopirilib
kirib kelishi mumkinligini unutmaslik kerak.

Tabiiyki, «ommaviy madaniyat» degan niqob ostida axloqiy buzuqtik va zo‘ravonlik,

individualizm, egotsentrizm g‘oyalarini tarqatish, kerak bo‘lsa, shuning hisobidan boylik orttirish,
boshqa xalqlarning necha ming yillik an’ana va qadriyatlari, turmush tarzining ma’naviy
negizlariga bepisandlik, ularni qo‘porishga qaratilgan xatarli tahdidlar odamni tashvishga solmay
qo‘ymaydi.

Bu boradagi eng dolzarb vazifamiz – yuqorida zikr etilgan barcha jarayonlarning ilmiy-

nazariy asoslarini, ularning yangi qirralarini mukammal ochib berish, o‘quvchilarimiz,
talabalarimizga, fuqarolarimizga, keng jamoatchilikka internetdagi taxdidlarni sodda, lo‘nda,
ularga tushunarli qilib tushuntirib borish va ularni internetdan foydalanish madaniyatini
o‘rgatishga e’tibor berish zarur.

Jamiyatimizda internet tarmog‘idan va turli ijtimoiy saytlardan foydalanishni to‘g‘ri

foydalanishni targ‘ib etuvchi va ularga amaliy yo‘l ko‘rsatuvchi maxsus adabiyotlar yaratish
tizimini yanada takomillashtirish zarur.

Binobarin, bularning barchasi yangicha qadriyatlar va demokratik prinsiplar mohiyatiga,

o‘z turmush va tafakkur tarzimizga mos, biz barpo etishga intilayotgan erkin fuqarolik jamiyati
talablariga javob beradigan munosabatlar sifatida ijtimoiy fanlarning asosiy tadqiqot mavzulariga
aylanishi darkor.

Bu boradagi eng muhim vazifa shundan iboratki, har qaysi fuqaro, har qaysi inson jamiyat

taraqqiyoti va uni yangilashga, ma’naviy hayotimizni, internetdagi turli tahdid va xurujlardan
himoya qilish masalasiga bo‘lgan o‘z burchi va mas’uliyatini aynan ana shu asosda aniqlab olishi
zarur.

Bunday keng ko‘lamli va o‘ta muhim masalalarni hal qilishda davlatimiz va jamiyatimiz

ijtimoiy fanlar sohasida faoliyat olib borayotgan ilmiy-tadqiqot institutlari, oliy o‘quv yurtlari, turli
ijtimoiy markazlar, avvalambor, Respublika Ma’naviyat va ma’rifat markazi, Nizomiy nomidagi
TDPU Tarix fakulteti Ma’naviyat asoslari va huquqiy ta’lim kafedra o‘qituvchilari tomonidan har
tomonlama asoslangan chuqur taklif va tavsiyalarni kutishga to‘la haqlidir.

O’qitish metodi deganda, ta’lim jarayonida o’qituvchi va o’quvchilarning ma’lum

maqsadga erishishga qaratilgan birgalikdagi faoliyat usullari tushuniladi. Boshqacha qilib
aytganda, o’qitish metodlari har ikkala faoliyatning, ya’ni o’qituvchi tomonidan o’quvchilarni
bilim, ko’nikma va malakalar bilan qurollantirish, g’oyaviy-ahloqiy jihatdan tarbiyalash, ularda
ilmiy dunyoqarashni shakllantirish hamda o’quvchilar tomonidan o’sha nazarda tutilgan ilmiy
bilim, ko’nikma va malakalarni o’zlashtirish faoliyatida qo’llaniladigan usullarni o’zichiga oladi.

Ta’lim metodlari ta’lim jarayonida qo’llanilib, uning samarasini ta’minlovchi usullar

majmuasidir. Ta’lim metodlari ta’lim maqsadini yoritishga xizmat qiladi, uyordamida ta’lim
mazmunini o’zlashtirish yo’llari ifoda etiladi, o’qituvchi vao’quvchilarning o’zaro harakati,
xususiyati aks ettiriladi. Metod bir tomondan,ta’lim maqsadiga erishish vositasi sifatida namoyon
bo’lsa, boshqa tomondan,boshqariluvchan o’qish faoliyatini amalga oshirish sharti hisoblanadi.

Maktablardagi tarbiya va huquq darslarini mazmunili va samarali tashkil etish uchun

quyida bir necha ta’limning interfaol metodlarini sanab o’tamiz.

Muammoli ta’lim texnologiyalari o‘quvchi faoliyatini faollashtirish va jadallashtirishga

asoslangan. Muammoli ta’lim texnologiyasining asosi-insonning fikrlashi muammoli vaziyatni hal
etishdan boshlanishi hamda uning muammolarni aniqlash, tadqiq etish va yechish qobiliyatiga ega
ekanligidan kelib chiqadi. Muammoli ta’lim o‘quvchilarning ijodiy tafakkuri va ijodiy
qobiliyatlarini o‘stirishda jiddiy ahamiyatga ega.

Muammoli ta’limning bosh maqsadi – o‘quvchilarning muammoni to‘liq tushunib

yetishiga erishish va ularni hal eta olishga o‘rgatishdan iborat. Muammoli ta’limni amaliyotda
qo‘llash asosiy masalalardan biri o‘rganilayotgan mavzu bilan bog‘liq muammoli vaziyat
yaratishdan iborat.

Turli o‘quv fanlari bo‘yicha o‘qituvchilar darslar jarayonida muammoli vaziyatlar hosil

qilishni va ularni yechish usullarini oldindan ko‘zda tutishlari kerak.

- o‘qituvchi o‘quvchilarga dars mavzusi bilan bog‘liq ziddiyatli holatni tushuntiradi va uni

yechish yo‘lini topishni taklif qiladi;

- bir masalaga doir turli nuqtai-nazarlarni bayon qiladi;
- hal etish yetarli bo‘lmagan yoki ortiqcha ma’lumotlar bo‘lgan yoki savolning qo‘yilishi

noto‘g‘ri bo‘lgan masalalarni yechishni taklif etadi va boshqalar.

- o‘qituvchi muammoni qo‘yadi va uning yechimini o‘quvchilar bilan birgalikda topadi;
- o‘quvchilarning o‘zlari muammoni qo‘yadilar va uning yechimini topadilar.
- muammoni turli nuqtai nazardan o‘rganish, tahlil qilish;
- solishtirish, umumlashtirish;
- vaziyatga bog‘liq xulosalar chiqarish;
- o‘quvchilarning o‘zlari aniq savollar qo‘yishi va boshqalar.
Muammoli ta’lim mashg‘ultlarini tashkil etish va boshqarish quyidagi bosqichlarni o‘z

ichiga oladi:

- o‘quv fani va dasrlar mavzusini o‘rgatishda ular bilan bog‘liq muammoli masalalarni

belgilash;

- ulardan muammoli vaziyatlar hosil qilish va amalda foydalanishni oldindan rejalashtirib

borish;

- o‘quvchilarning tayyorgarlik darajasini hisobga olish;
- zarur o‘quv vositalarini tayyorlash;
- topshiriqni va uni yechish uchun yetarli shartlarni aniq bayon qilish;
- o‘quvchilarning noto‘g‘ri taxminlari asosida chiqargan xulosalari oqibatini muhokama

etib, to‘g‘ri yo‘lni topishlariga ko‘maklashish va boshqalar.

1. Muammoli vaziyat hosil qilish.
2. Muammoni yechish taxminlarini shakllantirish.
3. Yechimning to‘g‘riligini tekshirish.
Muammolar nazariy yoki amaliy yo‘nalishda bo‘ladi.
Bu texnologiya “Ko‘zga ko‘rinmas xatarlar” mavuzusi yuzasidan o’tkazilsa ham ta’lim

jarayonida o’quvchi va talabarning mustqil fikrlashlariga turtki beradi. Mazkur mavzuda ham
muammoli vaziyatlar ko’p.

Misol uchun: Ko‘zga ko‘rinmas xatarlarga nimalar kiradi? Ko‘zga ko‘rinmas xatarlardan

himoyalanish uchun nimalar qilish lozim? Internetning ijobiy va salbiy tomonlari? Kabi
muammolarni o’rtaga tashlasa bo’ladi.

Ushbu mashg‘ulot talaba (yoki o‘quvchi)larni o‘tilgan yoki o‘tilishi kerak bo‘lgan mavzu

bo‘yicha yakka va kichik jamoa bo‘lib fikrlash hamda xotirlash, o‘zlashtirilgan bilimlarni yodga
tushirib, to‘plangan fikrlarni umumlashtira olish va ularni yozma, rasm, ko‘rinishida ifodalay
olishga o‘rgatadi. Bu texnologiya talaba (yoki o‘quvchi); bilan bir guruh ichida yakka holda yoki
guruhlarga ajrashlgan holda yozma ravishda o‘tkaziladi va taqdimot qilinadi.

Texnologiyaning maqsadi.

Talaba (yoki o‘quvchi)larni erkin, mustaqil mantiqiy

fikrlashga, jamoa bo‘lib ishlashga, izlanishga, fikrlarni jamlash ulardan nazariy va amaliy
tushuncha xosil qilishga, jamoaga o‘z fikri bilan ta’sir eta olishga, uni ma’qullashga, shuningdek,
mavzuning tayanch tushunchalariga izoh berishda egallagan bilimlarini qo‘llay olishga o‘rgatish.

Texnologiyaning qo‘llanishi:

maruza (imkoniyat va sharoit bo‘lsa), seminar, amaliy va

laboratoriya mashg‘ulotlarida yakka tartibda yoki guruhlarda o‘tkazish hamda nazorat darslarida
qo‘llanilishi mumkin.

Mashg‘ulotda qo‘llaniladigan vositalar: A-3, A-4 qog‘ozlarida tayorlangan (mavzuni

ajratilgan kichik mavzuchalar soniga mos) chap tomoniga mavzular yozilgan tarqatma materiallar,
flomaster (yoki rangli qalam)lar.

Mashg‘ulotni o‘tkazish tartibi:

• o‘qituvchi talaba (yoki o‘quvchi)larni kichik mavzular soniga qarab 3-5 kishidan iborat

kichik guruhlarga ajratadi (guruhlar soni 4 yoki 5 ta bo‘lgani ma’qul);

• talaba (yoki o‘quvchi)lar mashg‘ulotning maqsadi va uni o‘tkazilish bilan tanishtiriladi.

Har bir guruhga qog‘ozning chap qismida kichik yozuvi bo‘lgan varaqlarni tarqatiladi;

• o‘qituvchi guruh a’zolarini tarqatma materialda yozilgan kichik mavzuni bilan

tanishishlarini va shu mavzu asosida bilganlarini flomaster yor qog‘ozdagi bo‘sh joyiga jamoa
bilan birgalikda fikrlashib yozib chiqish fasini beradi va vaqt belgilaydi;

• guruh a’zolari birgalikda tarqatma materialda berilgan kichik mavzu yozma (yoki rasm,

yoki chizma) ko‘rinishida ifoda etadilar. Bunda guruh kichik mavzu bo‘yicha imkoni boricha
to‘laroq ma’lumot berishlari kerak bo‘ladi;

• tarqatma materiallar to‘ldirilgach, guruh a’zolaridan bir kishi taqdimot qiladi. Taqdimot

vaqtida guruhlar tomonidan tayyorlangan material, albatta, doskaga mantiqan tagma-tag (zina
shaklida) ilinadi;

• o‘qituvchi guruhlar tomonidan tayyorlangan materiallarga izoh berib ularni baholaydi va

mashg‘ulotni yakunlaydi.

“Ko‘zga ko‘rinmas xatarlar” mavzusini o’tishda kichik guruhlarga internet bo’yicha

vazifa bersa bo’ladi.

Misol uchun:
1-guruhga Internet sizga nima beradi? Internetdan hech tahdid sezganmisiz? Misol

keltiring.

2-guruhga Internet yo‘q, deb faraz qiling, buning o‘rniga qanday muqobil taklif bergan

bo‘lar edingiz?

3-guruhga Nima uchun hozirgi davrda axborot xavfsizligi mavzusi dolzarb bo‘lib

qolmoqda?

4-guruhga Internetning qanday ijobiy va salbiy tomonlari bor? Sanab bering.

“Charxpalak” texnologiyasi:

Texnologiyaning xarakteristikasi.

Ushbu texnologiya talaba (yoki o‘quvchi)larni

o‘tilgan mavzularni yodga olishga, mantiqan fikrlab, berilgan savollarga mustaqil ravishda to‘g‘ri
javob berishga va o‘z-o‘zini baholashga o‘rgatishga hamda qisqa vaqt ichida o‘qituvchi tomonidan
barcha talaba (yoki o‘quvchi)larnining egallagan bilimlarini baholashga qaratilgan.

Texnologiyaning maqsadi:

mashg‘ulotda talaba (yoki o‘quvchi)larni dars jarayonida

mantiqiy fikrlash, o‘z fikrlarini mustaqil ravishda erkin bayon eta olish, o‘zlarini baholash, yakka
va guruhlarda ishlashga, boshqalar fikriga hurmat bilan qarashga, ko‘p fikrlardan keraklisini tanlab
olishga o‘rgatish.

Texnologiyaning qo‘llanishi:

o‘quv mashg‘ulotlarining barcha turlarida dars boshlanishi

yoki dars oxirida, yoki o‘quv predmetining biron bir bo‘limi tugallanganda o‘tilgan mavzularni
talaba (yoki o‘quvchi)lar tomonidan o‘zlashtirilganlik darajasini baholash, takrorlash,
mustahkamlash yoki oralik va yakuniy nazorat o‘tkazish uchun mo‘ljallangan. Ushbu
texnologiyani mashg‘ulot jarayonida yoki uning bir qismida yakka, kichik guruh va jamoa
shaklida tashkil etish mumkin.

Mashg‘ulotda foydalaniladigan vositalar:

tarqatma materiallar, rangli kalam (yoki

flomaster)lar.

Mashg‘ulotni o‘tkazish tartibi:
