Abstract: In this article laws and decrees are researched throughly for
seeing healthy and grow up like intellectual of children. In this article
explained that likewise special bases of protecting children's laws in our
country

Introduction
Every time, in every country and nation, the upbringing of young people
with a future of the nation has always been timely, and all conditions and
opportunities have been created for them to be shaped [1]. Today, many
laws and resolutions have been adopted to ensure the full development of
children in a comprehensive, healthy way of life and their intellectual
potential. This is an example of the 1924 Geneva Declaration on the Rights
of the Child, the Declaration on the Rights of the Child of 1959, the
Convention on the Rights of the Child on 20 November 1989, and other
documents.
Materials and methods
In our article, we used some possible materials and methods in order to
show the research and the result clearly and effectively. Mainly it was used
our president’s theories, various research papers and others.
Result and discussions
Besides that, our government or our country keep various rules given in
our constitution about family and relationship. And according to the rule,
the family is a sacred place for the protection of the continuity of every
nation, the development of national values, bringing up the spiritually and
physically developed generation. It is the foundation of the so-called
"society". It is important for the government to ensure the social and
economic interests of the family, to improve the living conditions of the

family, to improve the spiritual and moral basis of the family, to improve the
spiritual and moral basis of the family, orphans, lonely elderly people, social
support for the sick, and upbringing of people who meet the needs of the
family, are gaining the attention of the people of the world. In particular,
young generation with a healthy and educated country is a solid foundation
for the country's prosperity and prosperity. Therefore, special and constant
care for the future of the younger generation is defined as the priority of the
state policy.
As you know, the family is a great discovery of humanity as a social
phenomenon. As the First President of our country Islam Karimov put it,
"From ancient times, the family is considered a sacred Motherland in the
East. Because if the family is healthy and strong, peace and harmony in the
neighborhood will be achieved. Consequently, stability and stability in the
country will remain only if the neighborhood is strong. The welfare of the
family is the basis of the welfare of the nation"[1, p.45].
Modern families are closely linked to the existing society. The growth of
the city, the improvement of the living conditions, the increase of the
material and cultural life of the people influence the education of young
people as a comprehensible person. For example, the pedagogical and
psychological characteristics of the Uzbek family can be traced back to the
pedestrian part of the iceberg (aysberg) on the ocean, in terms of
psychology. Because it can have a psychological impact on the child's mind
and heart, and can shape his external pedagogical ideological and moral
qualities.
Also, the pedagogical and psychological well-being of the child
determines his / her lifestyle, spiritual-moral environment, educational
principles. These include the commitment to national values, respect for
religious practices, encouraging children to do good and good deeds,
exemplary adults, youthful attitudes, relationships, and mutual respect. Our
constitution, which is a document that promotes the development of society,
also pays special attention to the family issue. The constitution states: "The
family is the basic unit of society and has the right to the protection of society
and the State"[2].
Every time, every nation has a long-standing and upbringing of the
future of the nation, and all conditions and opportunities have been created
so that they can be shaped into a competent person. Today, many laws and
resolutions have been adopted to bolster the health of children, who provide
the future of the nation all over the world and ensure a high intellectual
development potential. This is an example of the adoption of the 1924
Geneva Declaration on the Rights of the Child, the 1959 Declaration of the
Rights of the Child, the Convention on the Rights of the Child and other
documents on 20 November 1989. Article 54 of the Convention is part 3,

which reflects the rights of children. The issue of ensuring and protecting
children's rights is one of the most important conditions for building a
democratic, law-governed state and just civil society in the country because
most of the country is youth. The 64th article of the General Commentary
also provides a legal basis for the above. The constitution states: "Parents
are obligated to support and uphold their children until they are born. "It is
worthwhile to mention the names of the year as a clear proof of attention to
children in our country. In particular, the year 2016 was called the "Year of
a Healthy Mother and Child", and an annual program of works to be
implemented has been developed. Within the framework of the State
Program, the Republican Specialized Scientific-Practical Center for
Pediatrics has performed coclear implantation operations in more than 350
children with hearing impairments. For this purpose, 21 billion soums have
been spent. "[3].
It is important to note that the family becomes a guarantor of ideological
education only if it carries out all its functions as a social institute, that is,
the protection of children's rights from all sides. The sacred duty of each
family is to educate gifted children, to bring them up physically,
intellectually, spiritually, and to bring up their parents and loyal subjects.
That is, both healthy and physically healthy individuals are formed in a
healthy family. The healthy environment and the well-being in the family are
the basis of the spiritual well-being of a holistic society.
In line with the Declaration on the Rights of the Child, the Convention on
the Rights of the Child provides:
-all states in the world are in a difficult situation and are in need of
special care;
- the importance of the traditions and cultural values of every nation for
the protection and harmonious development of the child;
- the importance of international cooperation in improving the living
conditions of children in every country, including in developing countries.
For example, according to the first article of the Convention, anyone who
has reached the age of 18 is a child under the law applicable to the child, if
he or she is less than a child. " Accordingly, every juvenile is considered to
be a juvenile and is entitled to all the rights envisaged therein for reasons
such as race, religion, color, sex, language, political or other opinion, national
or ethnic origin, regardless of the child's health or birth, his or her mother,
legal guardian, or any other circumstances[2].
The Convention on the Rights of the Child consists of 3 chapters 54,
which include the following rights:
- Residence permit;
- Right to development;
- The right to protection;

- Right to participate.
The above rights define the rights to meet the child's needs, access to
medical care, broaden his abilities, and to free from violence and torture,
forced labor, and freedom of expression.
UNICEF’s activities in Uzbekistan are aimed at improving the lives of
children and their families and promotes the following rights:
- The right to access high-quality medical services, in particular
maternal health and child mortality;
- High quality teaching;
- The right to leisure and entertainment;
- The right to freedom of expression;
- The right to equal opportunity for all, irrespective of gender, religion,
race.
UNICEF works closely with representatives of the Government of the
Republic of Uzbekistan and civil society organizations to achieve these goals.
Our country has ratified this convention in 1992 and has the Law of the
Republic of Uzbekistan On guarantees of the rights of the child, protection of
victims, as well as alternative forms of transfer of children deprived of
parental care. many concrete actions are a result of this partnership.
"In fact, any society is proud of its healthy and competent, loyal and
patriotic children, and relies on it. Upbringing generations of people with
such qualities, the people look to the future with confidence.
The joyful and joyful laughter of the child is that his happiness, his
parents, his relatives are in the heart of his homeland. Since the four children
are healthy, parents are happy, they are blessed, and the peace of the family
is calm.
Conclusion
In conclusion, our country has great and powerful constitution that
cares all spheres of human beings and our country. Therefore, in accordance
with the law, family and its safety, relationship of people as well as children’s
rights are also one of the priority process to brighten our future.
