Abstract

. Quality of Education is a term frequently used in public debates.

It is generally understood as "education is overall good," or more often, "not
good enough." There is a nostalgic belief that education might have been better
in the past. In academic discussions, some argue that the quality of education is
an elusive concept, interpreted differently depending on the circumstances and
stakeholders. While the complexity of the concept of education quality is
acknowledged, a conceptual framework has been presented to make it
manageable for rational and empirical analysis despite its intricacy.

The productivity, equity, efficiency, effectiveness, and impact of the

education system are considered key aspects of quality. A set of specific
indicators is provided to measure these quality dimensions. This quality
framework is applied to analyze the quality of education in the Netherlands. In
the Netherlands, there is a prevailing view that education is on a seriously
concerning trajectory, according to common perception.

belief that education might have been better in the past. In academic
discussions, some argue that the quality of education is an elusive concept,
interpreted differently in various contexts and by different stakeholders. While
the complexity of the concept of education quality is acknowledged, a conceptual
framework has been developed to facilitate rational and empirical analysis
despite this complexity.

productivity, equity, efficiency,

effectiveness, and impact

of the education system. A set of specific indicators is

presented to measure these quality dimensions. This framework is applied to
